The budget crisis is "embarrassing" and California faces some "incredible threats," says Stephen Levy, director of the Center for the Continuing Study of the California Economy (CCSCE) in Palo Alto. But the perception that businesses and residents are fleeing the state is not supported by the facts.The number of businesses leaving California is "negligible," Levy says, citing a recent study by the Public Policy Institute of California.
