City goes after trash scavengers

CHINO-- The City Council recently approved a new ordinance making it illegal to remove items from the recycle bins or trash cans within the City.
Scavenging is now an enforceable offense and those found tampering with refuse can be ticketed. Officers of the Chino Police Department will enforce the new law by targeting areas where high occurrences of scavenging are reported, officials said.
Chino spokeswoman Michelle Van Der Linden said there has been an increase of scavenging in recent months and the passage of the ordinance was in response to it.
"We have noticed an increase of scavenging at community events, in the commercial areas, as well as in residential neighborhoods," she said.
The trash collecting activity has become a concern in the city as issues regarding privacy and theft need to be addressed, said Mayor Dennis Yates.

In addition, Yates said recycling offsets the cost residents and the city pay for waste services; left unaddressed, scavenging would cost everyone.

This is absolutely insane...just another way the city and the state tries to get more money out of everyone. If I see someone in my trash can for aluminum cans or any recycled item they can use I will just give it to them...some times this is the difference between a family getting kicked out of their home or something worse. The city and government need to be a little more understanding onthis issue and work on the real issues at hand like real crimes that are being commited instead of finding more ways to screw everyone out of more money.
