Inglewood Mayor charged in city loan case

LOS ANGELES - Inglewood Mayor Roosevelt Dorn was charged by District Attorney public corruption prosecutors today with conflict of interest and misappropriation of public funds in connection with a low-interest loan he obtained through the city in 2004.

Dorn, 72, is expected to appear for arraignment on July 3 in Los Angeles Superior Court Department 30 at the Criminal Justice Center in the downtown civic center. He has not been arrested.

Case No. BA 340925 charged Dorn with one felony count each of conflict of interest (Government Code Section 1090); unauthorized loan, use for private profit (Section 242(a)(2) of the Penal Code); and misappropriation of public funds without authority of law (Section 424(a)(1) of the Penal Code). He also was charged with one misdemeanor count of conflict of interest (Government Code Section 87100). Bail was recommended at $25,000.

The criminal complaint alleged the crimes occurred in November 2004.

Prosecutors said the charges stem from Dorn's alleged request to have a city residence incentive program providing low interest housing in Inglewood for executive non-elected municipal employees extended to elected officials. The Inglewood City Council, including Dorn, adopted the change, in June 2004.

Dorn obtained a $500,000 loan through the program in November 2004. It was alleged that some of the funds were used to pay off his residence in Inglewood and the rest went into his bank account.

If convicted as charged, Dorn could be sentenced to a maximum of four years and eight months in state prison. Any sentence would be determined by the court, however.

Deputy District Attorneys Juliet Schmidt and Terry White of the Public Integrity Division are prosecuting the case.

Inglewood is going broke and trying to recover their money from injured/permanently disabled Police Officers that they paid for their injuries sustained on duty after 2004. Thanks to the reformed workers compensation law in 2004, when an officer gets injured and has a permanent disability, it is worth nothing. That Officer loses his/her job, is forced to live on half their salary with no medical benefits, other than medical for injuries on duty. Additionally, as of December 2008, there will no longer be vocational rehabilitation nationawide for Police Officers that lose their jobs and need education for another career.
The City of Inglewood is taking medically retiredpermanently disabled Police Officers to court and asking the judge to stop their medical care and have them pay for his/her own medical expenses until it equals what Inglewood paid them for their permanent disability. I think the public needs to know how California really treats Police Officer's after they have been injured on duty, permanently disabled, and forced to medically retire. Actually, how badly Inglewood treats their Officers.

IMAGINE THAT! THE INFAMOUS INGLEWOOOD MAYOR DORN UNDER INVESTIGATION FOR CORRUPTION, NO SHOCK HERE! IT'S ABOUT TIME THEY INVESTIGATED THE REAL CRIMINALS AT CITY HALL. WHERE DID ALL THE MONEY GO?? NOW WE KONW WHERE. I CAN'T BELIEVE THEY ARE TREATING INGLEWOOD'S FINEST WORSE THAN THE SCUM ON THE STREETS. IF THEY DIG A LITTLE DEEPER, I'M SURE THEY'LL FIND MORE CORRUPTION WITHIN CITY HALL. DON'T TAKE MONEY FROM THE PEOPLE WHO PROTECT YOU! KARMA...WAS ONLY A MATTER OF TIME!
