Carson station wins prestigious policing award; LAPD Harbor Division is finalist
The Carson sheriff's station and its employees have received the 2008 James Q. Wilson Award for Excellence in Community Policing.
The award, presented by state Attorney General Jerry Brown at the California Crime Prevention Officer Association's annual conference in Sacramento on Wednesday, honors law enforcement agencies for "excellence in institutionalizing the community policing philosophy."
Twenty-seven agencies were in the running.
Carson's programs focus on suppression, prevention, and intervention, including crime task force meetings, special assignment teams to target longstanding problems, youth intervention programs that include sports, mentoring and instruction on life skills, a gang-diversion program, and meetings with the community, clergy, and businesses.
Carson tied with the Oxnard Police Department for first place. Capt. Todd Rogers collected the award at the conference.
Two other finalists were the Tustin Police Department and the Los Angeles Police Department's Harbor Division.
James Q. Wilson is the Ronald Reagan professor of public policy at the Pepperdine School of Public Policy in California. He has written numerous books on policing techniques and served presidents. President Bush presented him with the Presidential Medal of Freedom in 2003.

2008 JAMES Q. WILSON AWARD FOR EXCELLENCE IN COMMUNITY POLICING WINNERS
The Regional Community Policing Institute - California (RCPI-CA) in association with the Office of the Attorney General, California Department of Justice, are pleased to announce the results of the 2008 James Q. Wilson Award for Excellence in Community Policing.
This prestigious community policing award was named after Dr. James Q. Wilson who has led law enforcement on a successful journey into the territory of Community Policing. The award is to recognize California Law Enforcement agencies for their excellence in institutionalizing the community policing philosophy.
This year twenty-seven law enforcement programs from areas throughout California competed for this prestigious award. A panel of five independent judges reviewed the applications and site visits were conducted. This resulted in two programs being tied for the first place award and two additional programs being recognized as top finalists.
The award recipients are the Oxnard Police Department and the Los Angeles County Sheriff's Department - Carson Station. The award finalists are the Tustin Police Department and the Los Angeles Police Department - Harbor Community Station.
The recipients and finalists will be acknowledged during an awards luncheon at the California Crime Prevention Officer Association's annual conference on September 17, 2008, in Sacramento, California at the Doubletree Hotel Sacramento, 2001 Point West Way.

ABSTRACT
Carson Station has a three pronged approach to solving public safety and disorder issues. Our emphasis is on suppression, prevention, and intervention.
Our suppression efforts are focused by bi-weekly Crime Task Force meetings that involve all units based at the station and our allied public safety agencies. Crime trends are analyzed down to the most basic levels and suppression missions are assigned. Our success is evaluated at the subsequent meeting and then the process is repeated.
Problem solving efforts are the responsibility of every station unit. Although we have special assignment teams to target longstanding problems that require a sustained response, our core patrol force shares in the responsibility of addressing problems that exist within their assigned reporting districts and are a priority to local residents.
In an effort to prevent crime from occurring, we are committed to our Playing it Straight youth intervention program which provides instruction on various sports, teaches life skills, and nurtures long term relationships between the youngsters and their mentor deputies. It also assists parents with mandatory parenting classes.
Our Gang Diversion Team is a partnership between Carson Station and 45 community based organizations which collaborate to "cure" clients from gang involvement with an individualized plan drawing on existing community resources. Follow-up is conducted by a deputy case manager to ensure that each client complies with the prescribed program. This program has served approximately 200 clients and enjoys an 84% success rate.
We have a tremendous partnership with the community due to our regular Neighborhood Partnership Meetings, Community Advisory Committee, Clergy Council, and wide variety of other means by which we interact and collaborate.
Our partnership with public and private organizations is equally strong. Our allied public safety agencies participate in our Crime Task Force meetings and we regularly work together to address public safety and disorder issues.
At Carson Station, Community Policing is the way of doing business. We believe that Community Policing is a "generalist" position that can, and should, be done by everyone not just the appointed Community Policing "specialists."
Our commitment to Community Policing has been instrumental in producing lower crime rates, solving longstanding problems, and the tremendous support that Carson Station enjoys within the community-at-large.
