L.A. CITY ATTORNEY DELGADILLO SEEKS PRELIMINARY INJUNCTION AGAINST EAST
SIDE PAIN GANG IN WILMINGTON
LOS ANGELES - Los Angeles City Attorney Rocky Delgadillo, the
City's chief prosecutor, announced his Safe Neighborhoods Division,
in coordination with the Gang Division, and in partnership with the Los
Angeles Police Department, has filed and has begun service on a civil
lawsuit seeking a preliminary injunction restricting the activity of the
East Side Pain criminal street gang in an area of Wilmington known as
"Ghost Town".
"The East Side Pain gang has used intimidation, violence and fear to
hold this community in Wilmington hostage to its insidious activities
for far too long," said City Attorney Delgadillo. "Working closely
with our partners in law enforcement, we will continue to find new and
creative ways to curb illegal activity in this neighborhood and to bring
needed safety, security and resources to the law abiding residents of
Wilmington."
"In our ongoing community meetings in far east Wilmington, it is
clear that this neighborhood continues to be intimidated by gang
members," said Councilwoman Janice Hahn. "This injunction is a good
tool to allow the LAPD to crack down on violent gang members and return
the neighborhood to the people that live there."
Filed in Los Angeles Superior Court on Friday, October 10 with ongoing
service to members of the gang, the proposed injunction would severely
restrict the ability of members of the East Side Pain gang to engage in
criminal and nuisance activity within the proposed Safety Zone as
defined as a .88 square mile area in Wilmington covering territory from
Avalon on the West, Deloras Drive on the North over to Wilmington Avenue
on the East, Lomita Boulevard on the North, Drumm on the East, and
Pacific Coast Highway on the Southern border.
As proposed, the East Side Pain injunction includes many of the
standard gang injunction provisions, including limiting the gang's
ability to associate in public with other members, intimidate witnesses,
to sell or possess drugs, or to possess weapons or graffiti tools.

The injunction also seeks to establish a 'gang free zone' through
stay away orders from Watson Park, an East Wilmington vest pocket park
near Watson Avenue and O Street, a location known for gang congregation
and other illegal activities, as well as Banning Senior High School, a
source for gang recruitment.
The injunction includes declarations from law enforcement authorities
regarding the long-standing criminal activity of the East Side Pain
gang, including terrorizing members of the Wilmington community, through
assaults, threats, graffiti vandalism, trespassing, loitering on public
streets as well as rampant narcotics activity.
The East Side Pain gang was the target of a July 2007 multi-agency
takedown involving more than 500 law enforcement officers which included
55 warrants executed simultaneously leading to multiple federal
indictments, five federal forfeitures, more than 15 state violation
arrests as well as five property nuisance abatement actions taken by the
City Attorney's Safe Neighborhoods Division. The gang has also been
linked to two homicides since July 2007 as well as 635 narcotics-related
arrests in the past three years.
The next court date is scheduled for October 21 in Department 85 of Los
Angeles Superior Court.
Since taking office in July 2001, City Attorney Delgadillo has utilized
injunctions as an effective tool for law enforcement and prosecutions,
adopting and adapting conditions specific to each gang, increasing the
number of gang injunctions from eight to 37, covering more than 57 gangs
and more than 61 square miles of claimed gang territory in Los Angeles.
In addition, LAPD reports a 33 percent decline in gang membership since
2001.

However, I believe that keeping kids from joining gangs in the first place is the strongest weapon we have against gang violence. That's why I am urging people to vote for Proposition A because tax payer dollars are better spent keeping kids out of gangs, instead of on arrests and incarceration."

This is some scary stuff. I grew up in the East Side, on the other side of PCH, but my parents made sure I kept out of stuff like this. My kids grew up in Wilmington, too and we made sure they didn't get caught up in this, although one son fronted like he did. I hope the injunction works, the economy turns around so that kids could get jobs and that drugs are decriminalized to end this shady enterprise.
