Dog owner responds to attack in Wilmington

Last week when I attempted to talk to the owner of the dogs involved in that attack on three people in Wilmington, he hung up on me.

On Friday, when I was off work, this letter came in via email. Here it is. Nothing is changed.

April 28, 2011
Mr. Tillman

After hearing and reading many versions of this recent accident I would like to present my personal and honest understanding of it all.

First and foremost, I once again offer my sincerest apologies to my surrounding community, as well as deepest condolences to everyone involved in this tragic accident.
With that said, let the record show that these dogs were treated with the best of care in terms of love and affection, and in no way were ever mistreated, neglected, abused, or trained to attack.

On the contrary, family, friends and often strangers themselves admired the discipline and friendliness of these two loving and protecting animals.

I personally took advantage of every opportunity I came across to introduce these beautiful animals to people of every race, color and creed without prejudice with the purpose of teaching them to be comfortable, behaved and non-violent in the company of other human beings. We frequently took them to the park and let them run and play for exercise where they demonstrated excellent command acknowledgement when I would order them to sit, stay, come, or go. They've been to my baseball games, bbq's, family reunions; many populated environments.

The people of my neighborhood (especially children) were encouraged by me to interact with these lively animals in a positive, healthy, respectable manner. I made it my personal duty to constantly remind and educate all who came in contact with Chuco and Cisco that it is very, very important, if not vital at times, not to purposely tease or provoke such animals in a way as to cause them to feel threatened or fearful.
Such action on the part of a person may and have been known to trigger the dog's defense mechanism, in which case aggressive behavior is demonstrated on the animal's part, and accidents are more prone to happening because dogs will surely remember the negativity that you direct towards them.

However, not everyone is fond of animals and/or decides to personally adhere to such common knowledge, and in turn demonstrates the exact opposite then that of a safe, respectful, interaction with "man's best friend".

By no means am I excusing our inability to properly maintain the security of our beloved pets, but allow me to share that we have constantly had trouble with those who may dislike us or our dogs, in the occurrence of our gate lock being stolen or removed more than once, and our bungee cord (used to pull the main gate entry shut) purposely cut in attempts to cause such an accident, and bring unnecessary hardship our way. My pets found their way out months ago and roamed the surrounding neighborhood for 2 days before being spotted by our helpful neighbor, who easily escorted them back home. There was no occurrence of any type of accident or malicious attack involving them, which only further strengthens my personal belief that this was initially; again I state "initially", not a "random attack" on the part of my protective pets. It's a shame that whoever has been involved in such minor, yet obviously spiteful, vandalism regarding the Anguiano home, has finally gotten their wish, at the sadly tragic expense of all those involved. With this being said, I reiterate the fact that I hold only us (owners) responsible for enabling our pets to exit the property. That is a truly sad but honest fact of the matter in which I have heavily shed tears of regret.

The accident as I understand it to have happened is as follows:
I was told by neighbors that my dogs were calmly exiting and reentering our main front door entry, as it was wide open; Urinating on the grass, lounging on the porch, etc. I still am yet to completely determine how that came to be. No one says they seen anything, but foul play is suggestive.

Not being present, I was only told by neighbors that our dogs seemed to roam up and down our front yard for an hour or so, and it was believed that I was in the yard or somewhere relatively near. People obviously had to be passing by, walking around, etc.

Now in all honesty, I believe with the same amount of conviction in which my household is without a shadow of a doubt responsible for enabling our animals to exit our yard, that our pets, Chuko and son Cisco, definitely recognized our neighbor Mr. Alfredo Ramos; whom I also believe to be my personal friendly acquaintance, that now tragically became the initial recipient of our dogs instinctively aggressive behavior in regards to this horrible accident.

My perception of how it is that my pets ended up at the park is that they simply followed my other neighbor who, thank God, was able to help lure them away from Alfredo; yet towards the park.
Of course no children were bitten, because my misunderstood pets are quite friendly and accepting of children and the innocence that most of them hold. Dogs sense fear, intimidation, love and hate. So I will always hold strongly to my belief that my joy bringing pets are also overlooked ignorant victims in this preventable tragedy.

I would like to take this time to once again apologize to my surrounding neighbors and community and of course the bite victims. I thank everyone for their honesty in their regards to this matter. If u would like to personally confront me on this issue, I'm not hard to find. May Forgiveness, restoration, and love emerge victorious out of this matter. Only in collective truth from all involved, and by the strength of our Lord Jesus Christ, will we be able to do so.

Finally, let the record show that I have personally taken the time I have to physically extend my sincerest apologies and empathy to all the bite victims. Letting them know that what was used to bring hurt, harm and destruction in this accident, many are planning and praying to use it for healing, love, and the glorification of God Almighty. I have every intention of being made available in any way I can to put at rest any worries that Alfredo, Rita and Rafael may have.

In all honesty and respect possible,
Richard "Rick" Hernandez

This is my personal opinion and view, and does not entirely depict the views or beliefs of anyone involved in this matter other than myself, within my own convictions as a man amidst a horrible yet preventable accident.

Owners will really be held liable for any injury that their pets might inflict. So, dog owners should really be cautious in letting their dogs wander the streets without their company.

Hope this incident won't happen again for everybody's sake

If you have insurance for these lively, lovely pets you should not be worried about the destruction they have caused in the surrounding communities. Too many individuals acquire lively, lovely, animals who wear spikes around their necks, etc. and do not think of the consequences that these lovely, lively pets can cause when the owners are not around. I think that all owners should be required to take out liabilty insurance on lovely, lively pets.
