Could California have a new gang czar?

Gangs are a big problem in the state and the nation, says Gov. Arnold Schwarzenegger today as he proposed a new anti-gang plan that involves treating gang members with the same harsh measures used against sex offenders and creating a new statewide anti-gang czar.
