Gunmen killed the head of Mexico's federal police force early Thursday in a brazen hit against the man who had become the public face of the country's war on drug cartels.

I think when people realize this problem affecting jobs,and family safety through out the city (Mexico) and their neighbors concerns will then there be some sort of action from the population to stop drug traffickers from randum shoot outs and kidnappings.
Like the USA, people must want a better way of living to make these changes in the interest of helping them self's.
