Clearing the rape kit backlog

Veteran Daily News City Hall reporter Rick Orlov tells Ken Jeffries that the LAPD says it's cleared two-thirds of its DNA rape kit backlog...however, there remains a difference of opinion between the city and the FBI over which labs can be used for testing.
