Ken Jeffries talks with Daily News City Hall reporter Rick Orlov who details the dispute. City Attorney Carmen Trutanich wants to use the money--paid by billboard ordinance violators--to hire outside investigators to ferret out more of the illegal signs. However, questions persisted over whether Trutanich had the legal right to do this--considering the city's hiring freeze and layoffs.
