Ken Jeffries talks with veteran Daily News City hall reporter Rick Orlov who says the agency is taking another look at the city's two day a week watering schedule...and is also the target of Council anger after skipping a hearing today.

That hearing was designed to discuss an audit that accused the agency of lying in order to push through a rate hike.
