Charter school petition denied, again
The San Bernardino County Board of Education has denied a petition to open a charter school in Ontario.
Life Empowerment International Charter Academy did not provide a reasonably sound educational plan that adequately addressed student needs, according to the board.
This the second time that Life Changing Ministries pastor David Horn has had his petition to open a charter school denied. The Ontario-Montclair School District board also did so in December.
The state Education Code allows a charter school applicant, when turned down by a school district, to ask for sponsorship by a county superintendent of schools' office or the state Department of Education.
The petition was denied Monday by a 4-0 vote by the country school board.
The academy had wanted to open K-5 charter school in Ontario, beginning with 200 students in K-3.
Despite the denial, Horn was praised by school officials for his commitment to the community.
"I don't remember which member said it best but ... while this charter proposal is not in a place to be implemented at this time, David Horn's work is truly something that should be recognized in this community," said Jill Hammond, OMSD assistant superintendent of learning support services. "And I believe that to be true."
Horn could not be reached Tuesday for comment.
The San Bernardino County Board of Education this week denied a petition to open the Life Empowerment International Charter Academy in Ontario.
Reasons for the denial:
- The petition presented an unsound educational program for pupils<NO><NO1>.
- The petitioners are unlikely to successfully implement the program set forth in the petition.
- The petition failed to meet signature requirements that comply with the Education Code.
- The petition failed to provide adequate non-discrimination language in its affirmation statements.
