Chaffey Joint scores higher

Chaffey Joint Union High School officials may be pleased with the the district's performance on state academic achievement tests, but that could change in a few months. 

The district scored a 747 on the 1,000-point Academic Performance Index in 2009-10, up two points from the previous year, according to the state Department of Education's Accountability Progress Report. The current state goal is for all California schools to have at least an API of 800. 

The report, which was released Monday, provides results from API as well as the Adequate Yearly Progress and Program Improvement test, a federal accountability system. API and AYP are based on the statewide Standardized Testing and Reporting program and the California High School Exit Examination.

Since recent graduation data is not available for high schools, a final AYP score for districts and schools with 12th graders has not been finalized. The AYP report will be updated in November. 

"We're going to deal with the number we have now, knowing full well we may have a new number in November," said Jeff Ellingsen, Chaffey Joint Union's director of research/ assessment. 

Officials at Chaffey Joint Union, the state's second largest high school district, are also waiting for result from the California Modified Assessment test. The test is taken by students with disabilities, Ellingsen said. 

"That's 100 kids that haven't been included in the API score," he said. 

With the exception of special education, Chaffey Joint Union subgroups mostly showed improvement in narrowing the achievement gap. The special education subgroup had a 14-point decrease in its API score, Ellingsen said. 

"But those new CMA numbers could potentially change what we're looking at," Ellingsen said. "We don't know yet if it's going to help or hurt us." 

Subgroups are broken down by race, ethnicity, English learners as well as socioeconomically disadvantaged students and those who have disabilities. 

Chaffey Joint Union had the second best API when measured against other like high school districts in the state. 

Whittier Union High School District's API was reported at 765, up 15 points from the previous year. The district also saw a 15 point decrease in the disability subgroup. 

Amongst Chaffey Joint Union schools, Montclair High School had the largest API scoring increase. The school increased its API score by 27 points to 717. 

"I think we did well because we've gotten a lot more tutoring and AVID (training)," Montclair High junior Angelica Escandon said. 

"The teachers work with us to schedule tutoring after school. It's easy to get tutoring." 

Montclair High in 2000 implemented the Advancement Via Individual Determination, or AVID, a college-preparatory program designed for students who are economically disadvantaged and underachieving. The school has since seen steady growth in its API scores. 

Montclair High's after-school tutoring also contributed to the API increase, Assistant Principal John Rhinehart said. Ninety percent of the school body signed up for tutoring, Rhinehart said. 

Los Osos High School in Rancho Cucamonga had the highest API score in the district at 840. 

Chaffey Joint Union includes schools in Ontario, Montclair, Rancho Cucamonga as well as portions of Fontana, Upland, Chino and Mt. Baldy. More than 25,000 students are enrolled in district schools.
