I've been wanting to do this for a long time. And the Internet makes it easy for a hack like myself. Make your own freeway sign here. I used the "lite" version, but there's also the "full" version, which I have yet to use.

It's a totally cool Java app that allows you to make your own freeway sign. Just create your sign, then do a screen capture (as easy as hitting the "Print Screen" button on your keyboard if you're on a PC) and paste into your photo editing software, which for me is the free Gimp. I already created a document that was the right size, and I was able to position the screen grab just right.
