Planning Commission: No EIR needed for canal upgrades

The Long Beach Planning Commission unanimously decided Thursday night that no involved environmental impact review would be needed for a project upgrading the Naples Island canals.
A Mitigated Negative Declaration, which would not require a costly and time-consuming environmental impact review, was approved following a meeting that drew no critics of the project.
