Two downtown restaurateurs have formed a partnership that will allow an award-winning chef/owner to open in the heart of Pine Avenue and help a Pine stalwart re-energize his restaurant concept.
Through a deal with Smooth's John Morris, Bouchees Bistro founders Tony Zervas and Milvia Molina are moving their culinary operations from Long Beach Boulevard to Smooth's Sports Bar and Grille on Pine Avenue and renaming it Bouchees Bistro at Smooth's.
Zervas said Monday that he had been looking for a way to open on Pine.
"I know I would do very well there," said the chef, who was awarded the golden scepter award by the Southern California Restaurant Writers four consecutive years. "That's where most of the best restaurants are and I just think we belong there with them."
Morris called the partnership "a perfect marriage," adding that Smooth's will be able to reopen for lunch. (Last April, Morris eliminated lunch service to focus on dinner and nighttime entertainment, citing up and down sales.)
"I knew he had a fabulous product, and I know he's a very hard-working individual," said Morris. "My biggest headache is the food side of this business."
The partnership also will allow Morris to potentially sell his restaurant business to Zervas and perhaps act as landlord and downtown promoter.
"It's an awesome, awesome opportunity for him to really show himself and at the end of 18 months, he has an opportunity to buy me out basically," Morris said. "What's Chapter Three for me? I've got options. ... I'm looking forward to moving forward and staying focused on bringing things to downtown."
"He's given me a golden opportunity," Zervas said of Morris. "It's a great deal for the both of us."
Meanwhile, Zervas and Molina have opened City Taco, a "straight forward, fast, fresh, delicious mix of Mexican/American cuisine," in the former Bouchees Bistro location at 515 Long Beach Blvd.
City Taco, which opens Sept. 1, will have a full bar, private dining room, patio and entertainment.
"It will have basically the same design but accented with urban art, Latin music and new signage," according to a recent mass e-mail announcing the changes.

The Long Beach Convention and Visitors Bureau is apparently on an award tour.
Since July, the CVB took home five meeting industry awards by Successful Meetings Magazine, Meetings & Conventions Magazine, Corporate and Incentive Travel Magazine, Insurance and Financial Management Meetings Magazine and Association Conventions & Facilities Magazine.
For the sixth straight year, the CVB earned the prestigious Pinnacle Award and for the 14th year in a row received from M&C the Gold Service Award, honoring professionalism and dedication in their service to meeting professionals.
And if that weren't enough, the CVB also netted its second Distinctive Achievement Award from Association Conventions and Facilities magazine, its fourth Award of Excellence by Corporate and Incentive Travel Magazine and third World Class Award by Insurance and Financial Management Meetings.

Sarah Benton and Peter Toulios' motivation to open Lil Devils Boutique stemmed from their own experiences in trying to buy edgy gifts for their friends' children.
"Nothing we could find in retail stores suited our style," Benton said. "While I was able to buy hipper presents online, I found it hard to tell the quality by looking at a picture."
That prompted them in August 2008 to open the 2218 E. 4th St. store, which sells vintage- and rocker-inspired clothing, toys and books.
Now with a year under their belts, the owners are celebrating the milestone on Saturday, Aug. 29, with a party, games, giveaways and a live DJ. The store also will give a $10 discount on purchases of more than $50 on that day.
"We have had great success at finding handmade goods for the store -- and many of our items are locally handmade," Toulios said. "Being in heart of Retro Row where shoppers know to come to find unique items not found anywhere else locally has proven to be the perfect location for Lil Devils."

A Sephora store recently opened in JCPenney at Lakewood Center. The Paris-based retailer of upscale makeup, which usually opens free-standing stores, has teamed up with JCPenney as part of an expansion plan to bring 100 stores to the U.S. Lakewood is one of its first expansion cities.

The Los Angeles Conservation Corps, the City of Long Beach's Pacific Gateway Workforce Investment Network, City of Richmond and Cypress Mandela Training Center, Inc. will receive a total of $1,952,212 in grant funding through the American Recovery and Reinvestment Act to provide job training to assess and clean up contaminated sites known as "brownfields," the U.S. Environmental Protection Agency announced today.
These funds are part of more than $6.8 million provided by the Recovery Act to provide brownfields job training across the nation.
"Through this Recovery Act funding, EPA and our community partners will provide training and environmental career opportunities to California residents," Laura Yoshii, EPA's acting Regional Administrator for the Pacific Southwest, said in a statement. "These grants will help ensure that a trained work force is ready to clean up contaminated sites and revitalize them for productive reuse in our communities."
The Los Angeles Conservation Corps will receive $500,000. The Corps plans to train 100 participants and place 80 graduates in environmental jobs. The training program will consist of four 10-week cycles of 400 hours per cycle. Courses will include hazardous waste operation, asbestos and lead abatement, weatherization, solar panel installation and energy audit certifications.
Pacific Gateway will get $452,212. Through the proposed Long Beach Bioneers Academy, the city plans to train 100 participants, graduate 70 students and place 53 graduates in environmental jobs.
Courses will include OSHA 30-hour health and safety certification, hazardous waste operation certification, and asbestos, lead, and mold abatement certification. Employment specialists and business service team members in the Pacific Gateway will connect with the business community and an extensive network of environmental employers to place graduates with appropriate employers.

The store openings, planned for September, will bring nearly 1,800 new jobs to the local area and more than 4,200 new jobs in California, where Kohl's plans to open 30 stores.

For new stores, Kohl's needs associates for customer service, department service, cash register operation, early morning stocking, truck unloading, housekeeping and evening signage/pricing updates.
