Wyatt Troxel, Inland Empire Utilities Agency, Division V incumbent

I am a 40-year water professional, have been an active IEUA Director for 16 years and Board President for the past 2 years.
IEUA provides imported water to local water providers, including Rancho Cucamonga, bridging the gap between water demand and local supplies. Imported water is 50% of our total supply. But legal challenges and drought now threaten our imported supply.
There is enough water to meet our needs, but none to waste. Years ago, I recognized that imported water supplies would not be sustainable, especially if we keep using drinking water for all of our needs. So, I led IEUA to launch a very aggressive water plan and public education campaign: Water Conservation and Water Recycling.
Water conservation is a stewardship principle: Water saved today is water for tomorrow. IEUA’s in-home conservation program has reduced household water consumption by 10%.
But there is more to do <WC>–<WC1> outside.
My vision is to reduce drinking water usage another 30% within 3 years. It’s doable and saving water saves you money. For example, landscape uses 60% of our drinking water and nearly half of that water is wasted every day! Resetting irrigation to avoid runoff, installing water efficient sprinklers, reducing turf area and planting ornate, low demand plants are ways to reduce our monthly water bill up to 30%!
Through IEUA I implemented a plan to save you more money through local rebate programs for high-efficiency washing machines, water softener devices, irrigation controllers and turf removal/replacement. (See IEUA.org for rebates<WC>.<WC1>)
I believe water stewardship also means “the right water for the right purpose.” Water used in our public landscape equals the water needs of 100,000 homes! We shouldn’t irrigate our public areas with our drinking water! Under my plan we have accelerated our 10-year program to stop using drinking water on our green public landscapes. By late next year IEUA will be providing recycled water to over 1/3 of all the public spaces in our cities, and replace the use of drinking water in all public landscape within 3 years.
Meeting our water supply challenges requires vision, strong leadership, innovation and tough public policy decisions. Under my leadership, IEUA has set new industry standards for water sustainability and green innovation, yet has maintained low service rates to our communities.
Your vote to re-elect Wyatt Troxel will continue our vision for sustainable and safe water supply and a stable future.

Ryan Orr, Rancho Cucamonga city treasurer candidate

It would be an honor and privilege to serve the community of Rancho Cucamonga as City Treasurer. A resident since 2000, I have witnessed Rancho Cucamonga’s tremendous growth in recent years, and am eager to bring a fresh perspective, new insight, and a strong background in financial management to the table as City Treasurer.
In 2002, I founded Operation Community Cares, a grass roots support campaign that sends care packages to deployed soldiers around the world. Witnessing firsthand the appreciation and emotion from the soldiers’ families, intensified my commitment to the Rancho Cucamonga community, leading to my candidacy as City Treasurer. Adding another layer to my community service, on October 2nd I was proudly sworn in as a local reserve police officer.
As an account executive in the local real estate market, I’ve kept my finger on the pulse of the Rancho Cucamonga community, working closely with local business owners, community leaders, and city officials. I’ve held leadership positions, many that include oversight of financial affairs, for a number of professional associations, including: Inland Empire United Way (Board Member), Rancho Cucamonga Chamber of Commerce, West End Real Estate Professionals (President), Citrus Valley Association of Realtors, and California Association of Mortgage Brokers.
If elected City Treasurer, I intend to bring a new vigor and sense of energy that parallels Rancho Cucamonga’s rapid growth.
Respectfully acknowledging the efforts of our incumbent over the past 24 years, the position has become largely complacent, without clear expectations and tools to measure success. Under my management, I will address this complacency, introducing new levels of:
*Accountability:Defining clear job duties, requirements, and responsibilities, and working with City Officials to determine quantifiable goals.
*Communication: Opening and enhancing lines of effective communication, ultimately improving relations with City Council, City Staff, and Rancho Cucamonga Residents.
A family man married for seven years and boasting two beautiful children, I share your concern for our families within our city. I will maintain Rancho Cucamonga’s reputation as a safe and wonderful place to raise our children, and will keep this core value close when making investment and financial decisions for our community.
With my knowledge of Rancho Cucamonga, passion and demonstrated commitment to my community, and track record of professional success, I pledge to ensure the future financial stability and growth of our city. I stand proud to be a resident of Rancho Cucamonga and ready to be your city servant.

Acquanetta Warren, Fontana City Council incumbent

As I look at the bottle of water on my desk with the “Healthy Fontana” logo on it and listing of all of the Walking Clubs established to promote health benefits of walking and exercising throughout the City of Fontana I’m proud to be a Councilmember for the City of Fontana. I want to be returned to continue my service to the citizens of Fontana. I have worked hard to “Bring Fontana Together” and I’m not done.
I have supported programming that creates healthy lifestyles but fiscal responsibility too. We have a healthy reserve despite the economic downturn of our nation. We continue to attract sales tax producers that will produce businesses and jobs. One of our biggest challenges has started to be realized with the planning and implementation of ways to eliminate traffic congestion. Not only for the City of Fontana but by participating with other cities in our region we are coming closer to construction of the various interchanges we need to move our traffic.
Public Safety is still the priority in our city with the addition of 65 officers, the establishment of the Fontana Fire Protection District for fire services with San Bernardino County and added citywide paramedic coverage. Our outreach to provide servicing doesn’t stop there. We have re-opened the Fontana Teen Center and established after school programming for our youth and children thru the Smart Kids Program with Fontana Unified School District and the Boys and Girls Club of Fontana. We funded and built community centers throughout our community including the new construction of the Jessie Turner Health and Fitness Center scheduled to be showcased at the opening of our new Fontana Park in late October.
Our Civic Center is now the showcase of the Inland Empire with our newly constructed Lewis Library an Technology Center, Center Stage and Downtown Pacific Electric Trail. I had the honor of mobilizing our community to name the Children’s Section of the library after Dr. Martin Luther King Jr. where we give each child a bookmark with the non-violence pledge to learn. This effort has made me realize the importance of my election to continue to work toward eliminating violence in our community. We still have our youth dropping out of school and we need to continue to build a better future for the families of Fontana and I will continue when elected to serve those needs. www.Acquanetta.org

George Hunter, Pomona mayor candidate

As the Councilman representing District #1 since 1999, I have worked with the Mayor and other councilmembers to make Pomona a better place for families to live, work, play, and shop. We have made improvements, but there is much left to be done.
After being urged by numerous friends and fellow elected officials, I decided to give up my council seat to run for Mayor in this election. My experience on numerous regional boards will serve the residents of Pomona well if I am elected Mayor.
Most problems we face are regional in nature. Pomona cannot solve them alone. I am currently Chairman of the Alameda Corridor East Construction Authority, Vice Chairman of the Gold Line Construction Authority, Treasurer of the San Gabriel Valley Council of Governments, and Chairman of the SGVCOG Emergency Services and Trauma Care Ad Hoc Committee. These positions have been important in bringing additional financial resources to Pomona and our neighboring cities that would not have been available to us had I not personally been there to fight for our fair share.
I can cite paramedic/firefighting helicopter assigned to our area for trauma care, the “quiet zone” for railroad traffic, and new street underpasses to avoid long delays at railroad intersections.
In addition to my regional positions, I have substantial local experience to bring to the office of Mayor. I have served or am serving as Chairman and a co-founder of the Pomona Anti-Crime Taskforce, a member of the Fairplex Blue Ribbon Committee, the Vehicle Parking District Ad-Hoc Committee, the Pomona/PUSD Liaison Committee, and the Pomona Planning Commission, among others. I am currently the Emergency Operations Coordinator for the Pomona Unified School District.
One accomplishment of which I am proud is the reinstatement of the annual Pomona Holiday Lane celebration which is the largest civic event in Pomona.
I have a number of specific goals in mind to accomplish in the next 4 years. One major goal will be to pass an Ethics Ordinance for the City Council — an effort that was killed last year but which I intend to bring back as Mayor.
I have been endorsed by the Pomona City Employees (San Bernardino County Employees Association) and Pomona Police Officers Association. These are the people in the trenches doing the day to day work of our City. To continue my efforts, I need your Vote November 4.

Dr. Guillermo A. Canjura Jr., Etiwanda School District board candidate

I am a family man, a dentist, a school volunteer, and a child advocate. My wife, Annette and I have been married 11 years. We live in Fontana and have one child who attends school in the Etiwanda School District. My community involvement and leadership experience includes being a Past PTA President, the current Rancho Cucamonga Council PTA Parliamentarian, and Tri-County Dental Association President (Riverside, San Bernardino and portions of Los Angeles). I have been a State Legislative Representative for CalDPAC and PTA.
If elected, one of my top priorities would be to increase parent representation at the school district. The district currently has the Wellness and Strategic Planning Committees. These committees are largely made up of administrators, staff, the District Superintendent and assistant superintendents. Out of 16 schools, only 2 parents are involved in each committee. It is my intention to have parent representatives from each school belong to these committees.
As recommended by the State Superintendent, Jack O’Connell, “High quality physical education is essential for the development of children.” Our district needs high quality physical education programs with qualified physical education instructors.
Studies by the State Superintendent cite increased student performance in Math and Language Arts in conjunction with high quality P.E. programs. Our children need to be taught habits that will last a lifetime. In addition, cutting the fats from school lunches and substituting with processed high calorie foods won’t keep our children from becoming obese. We need to provide more natural, wholesome foods. I am determined to improve student lunches and P.E. programs.
I will also lobby for equalization of state funding for the Etiwanda School District. We are the lowest funded district in San Bernardino County and we pay some of the highest taxes in the area. We need to get our legislators involved. We will need bi-partisan support. I am the candidate who has been endorsed by state congress members from both parties, Senator Gloria Negrete-McLeod and Assemblyman Bill Emmerson.
My experience at various levels in PTA has allowed me to listen to the concerns of parents throughout the district. Your views and opinions are important to me. It would also be my pleasure to answer any questions. Please visit my website at www.canjura4esb.com or e-mail me at info@canjura4esb.com. I appreciate your vote on November 4th so I can implement these essential objectives and bring a new perspective to the district.

Primo Castro, Pomona City Council District 4 candidate

I want to improve the quality of life for those that work, play, and live within the great City of Pomona.

Our children are our future! Providing our children with extracurricular activities to participate in after school, on the weekend, and throughout the year is crucial for their development.

Increasing youth programs will keep our children active, healthy and engaged. In addition, providing programs for youth will discourage them from joining gangs, contributing to vandalism, and other activities that destroy our communities. By providing additional athletic spaces we can give our youth a place they will enjoy.

Public safety, a top priority as it is vital to ensure the safety of all our residents, our children, and our seniors. We must work in collaboration with our public safety officials to discuss the different needs each neighborhood requires.

Importantly, we must actively promote and work with our neighborhood watch organizations to preserve our neighborhoods and keep them safe.

Also, investing in Pomona’s local businesses is the key to our financial future! The city needs an economic plan that will benefit the community, and increase our tax base (revenue) to provide the resources Pomona needs to prosper.

By working in partnership with the business community we can develop a much needed shopping environment to fit the needs of the residents. Pomona needs leadership that will foster business development, create new jobs, and increase job retention.

Protecting our environment is an important aspect in providing our families and children with a healthy environment. With over 160,000 residents, we need to provide additional recreational park space for our children to play and grow.

Enforcement of all codes in the city is essential, as this shows that the community is concerned about the appearance of its neighborhoods. Maintaining prosperous neighborhoods is a priority for me and that is why we need to work together to address all issues. Continuing in the tradition of graffiti abatement, we must work closely to ensure that vandalism does not take hold of our city by working at the root of the problem.

Many of our roads, streets and other public spaces must be cared for and maintained. Our roads need to be re-paved; medians need careful attention to assist our efforts to beautify this city.

I ask for your support and VOTE on November 4th. www.PrimoCastro.com

Paula Lantz, Pomona City Council District 4 incumbent

I want to thank the Daily Bulletin for the opportunity to tell you a little about myself, and why I should be re-elected to represent District 4 in Pomona. I am a life-long resident, graduating from Pomona High School, Pomona College, and Claremont Graduate School. My husband and I raised our children here, and are committed to our community. We watched as they demolished our stately Carnegie Library and historic City Hall. We saw the beautiful pillared Post Office downtown replaced by the inadequate box of a building at White and Monterey. My husband coached our children’s soccer teams for 9 years, and I was a real soccer mom before I learned that Soccer Moms change election outcomes.
When our Councilmember moved, I put my hat in the ring to bring Common Sense back to City Hall. I was elected as part of a team that did just that. Within two years the bickering stopped, and teamwork prevailed.
There have been some dramatic improvements. Home Depot, Wal-Mart, and Ranch<WC> <WC1>Plaza Shopping center are now a reality. Metrolink has two stations here, and 20 years of a vacant lot at Mission and Garey has been replaced with Starbucks, Quiznos, UPS, and a great Sushi restaurant, as well as about 20 loft-style homes.
But my greatest emphasis has been on Building Community, and bringing more dollars in to help with that. After several Community Meetings and surveys, we have applied for a Grant that will bring <WC>a half-<WC1>million dollars into District 4 for more Policing and more Programs. We have 10 more Police Officers, a Community Center, new Ball Fields, and Speed Humps, all as the result of Neighborhood meetings, Council Teamwork, and my persistence. Every street in District 4 now has streetlights, and we’re adding more. That’s literally hundreds of lights and millions of dollars… Common Sense, and Dollars and Cents put right where they’re needed, back in your neighborhood.
Ultimately, Building community is really about you, your neighborhood, and how we all can work together. It’s about Unity in the Community, not division.
We need to be the change we want to see.
Years ago I promised to focus on Issues, not Individuals. I’ve kept that promise!
I also promised to make decisions based on what’s best for Pomona, not special Interests. I’ve kept that promise! Experienced and Independent, I am Leadership you can Trust.

Linda Angona, Upland Unified School District board incumbent

I am seeking re-election to the Upland Unified School District Board of Trustees because I believe I can continue to make a positive difference in the lives of Upland students. The governance team, administrators, teachers and support staff at the district have a successful working relationship because we all work toward a single goal – student success. UUSD is able to attract the very best administrators and teachers because of this unity of purpose. I am committed to maintaining this goal and helping to move the district forward.
As a member of the Upland Unified School District Board of Trustees since 2001, I have worked as part of the governance team to ensure that Upland students are afforded the best public education possible. Student performance continues to rise year after year for all students while we narrow the achievement gap for underperforming students.
I volunteered alongside fellow community members to pass the original Measure K in 2000, a $36 million bond measure to improve the infrastructure of Upland’s aging schools. The bond funds also provided for multi-purpose rooms, and the Upland High School library expansion, among other things. Thanks in large part to the success of the original Measure K, Upland voters passed a second Measure K in 2008 for $103 million that will allow for safety and energy improvements and the addition of 21st century classrooms to all Upland schools. As part of the oversight team that led to the successful completion of the original Measure K, I look forward to working in that same capacity with Measure K 2008.
As a founding member of the Upland Community Partnership for Youth Development in 1995, I volunteer with other community members to create and sustain neighborhood-based afterschool programs serving K-6 students in Upland. Additionally, as a 15 year member of the Kiwanis Club of Upland I work on community projects and help raise funds to better the lives of children.
I understand and value the power of community collaboration, which is a key factor in everything from creating ways to keep kids safe, both during and after school, to passing a bond measure to ensure that Upland schools are the safest, most technologically advanced learning environments in the region.
Your support ensures that we will continue to work together to produce outstanding graduates and citizens from Upland Unified School District.

James V. Curatalo, Cucamonga Valley Water District board incumbent

NAME: James V. Curatalo, Jr.; Age: 53; OCCUPATION: Board Member, Cucamonga Valley Water District
PERSONAL: Married, 3 children; Rancho Cucamonga resident 22 years; Battalion Chief, Rancho Cucamonga Fire District, 23 years of service; President, CVWD Board, 9 years of service
It has been an honor to serve you on the Board of Directors of the Cucamonga Valley Water District.
During my term of office, we have established 6 new wells, increased water production from 38 to 62 million gallons per day, increased water storage capacity from 70 to over 90 million gallons, and established a Recycled Water Program which will save millions of gallons of high quality drinking water.
Water is vitally important to our future. Drought, pollution and rising demands challenge our water supply. With your continued support I pledge to commit to:
High quality Drinking Water at Affordable Rates
Fight against Pollution and Contamination
Expansion of our Recycled Water Distribution System
Manage our Water Resources to the benefit of Future Generations

Dave Roberts, Alta Loma School District board candidate

My name is Dave Roberts and I am running for the open seat on the Alta Loma School Board. As a teacher and school principal for the past 37 years, I have the experience, training, background and educational insight to make positive contributions to the Alta Loma School Community.
Throughout my career I have been dedicated in my efforts to represent the best interests highest standards, and educational needs of children. My record of achievement points to the fact that I have been very successful in building learning and teaching environments where children always come first, and teachers are respected and celebrated for their dedication and expertise. That success has also been built on the belief that all stakeholders should have a voice in the decision making process, and that open, honest discussion and collaboration is key to problem solving and in setting direction for the future.
I believe that as a Board member and as a school community, we must be committed to excellence in all that we do, and that we concentrate on PEOPLE, big and little, as the centerpiece of the educational process. I believe too, that we must continually strive toward improvement in the quality of curriculum, and embrace best teaching practices that demonstrate increased student achievement while addressing the needs of their future. We must, as a school community, be agents of change for positive, long lasting improvement of our public schools.
Unfortunately, for the foreseeable future, many challenges face California schools, including Alta Loma School District. State funding for schools, federal and state program reductions, declining enrollment, and penalties contained in No Child Left Behind legislation are all concerns needing to be addressed by our Board, district administration, and the school community. There are no easy or quick fixes. However, I know that by working together, we can meet the challenges that lie ahead and at the same time continue to improve our excellent schools.
I believe that my record of success as a school site principal, my insight and knowledge of the educational community, and my years of hands on experience in California schools, all point toward my ability to make positive contributions to the Alta Loma School Board, the children, and the Alta Loma School Community. Your help in allowing me to make those contributions will be appreciated when you vote for Dave Roberts on November 4th.
