Local voters on Tuesday elected new school board members in Pomona and Claremont, re-elected two governing board members at the Chaffey College district, and approved a utility-tax measure in Pomona.


In Diamond Bar, voters re-elected two incumbent City Council members and elected newcomer Ling-Ling Chang. All incumbent candidates were re-elected Tuesday in races for the governing boards of Mt. San Antonio College, Citrus College, and the Walnut Valley Unified School District.

In perhaps Tuesday's most surprising result, Jason Rothman, son of Pomona Mayor Elliott Rothman, unseated incumbent Pomona school board member Steve Lustro in a tight three-candidate race for a two-year seat on the PUSD board.


Rothman, a recent graduate from Cal Poly Pomona in his early 20s, received 2,113 votes to Lustro's 1,984 votes. Nancy A. Matarrita finished third with 1,746 votes.


In the other Pomona Unified school board race for three four-year seats, two incumbents won re-election, and challenger Roberta Perlman unseated incumbent John Avila. Robert Torres, son of former Pomona mayor and current state Assemblywoman Norma Torres, finished in a distant last place among the seven candidates.


Finishing with the most votes was incumbent Andrew Wong, with 3,014 supporting his candidacy. Perlman finished second with 2,897 votes, and incumbent Adrienne Konigar-Macklin finished third with 2,309 votes. In the final four positions were Avila (2,186 votes), Frank Guzman (1,914 votes), Hank Mollet (1,768 votes) and Torres (985 votes).


Pomona voters also passed a utility-tax measure that broadens the city's telecommunications utility users tax to include new forms of telephone communication, such as cell phones, text messaging, and some Internet phone technology. The tax rate will remain at 9 percent with the passage of Measure PC, which was supported by 59.65 percent of Pomona voters. It needed a majority to pass.


In Claremont, incumbent school board members Mary Caenepeel (3,023 votes) and Steven Llanusa (2,121 votes) won re-election, while newcomer Jeff Stark won a seat on the board with the second-most votes (2,975). Challenger Jeff Hammill finished with the fewest votes (1,855) among the four candidates.


Two incumbent governing board members at the Chaffey Community College District easily fended off three challengers Tuesday. Katie Roberts finished with 12,971 votes and Kathy Brugger received 12,114 votes. Finishing respectively in the third, fourth and fifth positions were Ontario-Montclair school board member Paul Vincent Avila (4,682 votes), Irene Hernandez-Blair (4,609 votes), and Christopher Agrella (2,790 votes).


Two incumbent city councilmembers and a newcomer easily won election in Diamond Bar, where the nearest challenger finished with more than 1,000 votes fewer than the third-place finisher Ling-Ling Chang.


Finishing with the highest number of votes was Steve Tye (3,081 votes), followed in the top three positions by Ron Everett (2,624 votes) and Chang (2,408 votes). In the final four positions among the seven candidates were Robert Velazquez (1,384 votes), David Liu (1,291 votes), Lucy Huang (1,148 votes), and S. Dhand (898 votes).


Winning re-election on Mt. San Antonio College's governing board were incumbents Judy Chen Haggery (26,403 votes) and David K. Hall (24,538 votes). Challenger John Mendoza finished a distant third in the race with 11,419 votes.


Incumbent candidates from the Citrus College governing board also easily won re-election. Gary Woods finished with 631 votes to challenger Richard James Lugo's 217 votes in the district's Area 1 race. In Area 3, incumbent Edward Ortell defeated David Hooper with nearly 73 percent of the vote.


In the race for three seats on the Walnut Valley Unified school board, three incumbents won re-election despite a strong showing by two challengers. Finishing in the top three positions were Nancy A. Lyons (2,972 votes), Helen Hall (2,586 votes) and Cindy M. Ruiz (2,252 votes). Newcomer Anyork Lee finished less than a percentage point behind Ruiz with 2,142 votes. Newcomer Michael West garnered the fewest votes among the five candidates, with 1,365 voters supporting his candidacy.

Rothman widens lead in race for Pomona school board seat

Jason Rothman, son of Pomona Mayor Elliott Rothman, has widened his lead in the race for a seat on the Pomona school board.

With 17 of 39 precincts reporting, Rothman leads each of the other two candidates in the race by nearly seven percentage points.

Rothman has 1,409 votes, incumbent Steve Lustro has 1,156 votes, and Nancy A. Matarrita has 1,088 votes.

When Rothman was appointed to the Pomona Planning Commission in January, some questioned whether he was qualified for the position as a 21-year-old college student.

In a January story on his appointment to the Planning Commission, Daily Bulletin reporter Monica Rodriguez reported that Rothman graduated from Diamond Ranch High School, and was expecting to graduate in June this year from Cal Poly Pomona with a biotechnology degree.

Here's Rothman's responses to a Daily Bulletin Q&A feature published Oct. 23:

Q: The Pomona Unified School District is facing difficult financial times and will have to make cuts to balance out the 2010-2011 academic year budget. What are do you think should be considered for cuts that has not been considered up to this point?

A: I feel that there are several areas of excess in the school district. First and foremost, I would like to see a moratorium placed on the retention of consultants. The Pomona Unified School District has a vast and valuable employee base that does not require the extraneous expense of consultants. I would also like to see a modification in the funding of programs. I feel that programs that have been proven to be valuable should be enhanced, while programs that have money simply thrown at them, with very little benefit should have funding reduced.

Q: Are you prepared to cut teachers and other certificated personnel in order to balance the district's budget should it be necessary?

A: I am prepared to comb through the entire budget of the Pomona Unified School District, and examine the cost and benefit that each expense has. I am not prepared, nor do I intend to, lay off scores of teachers and certified employees based on the assumption that it's the only thing to do. As your new school board member, I will seek out and acquire all available federal, state, local, and award funds for the Pomona Unified School District. Full results:

If you haven't read it on Education Now or in City News, here's a refresher to the five candidates who are running for the Chaffey College board:

The race is on to fill the seats of two Chaffey Community College District board members. 
Five candidates are running for the positions - Christopher Agrella, businessman; Paul Avila, Ontario-Montclair School District board member; Irene Hernandez-Blair, county employee; and two incumbents, Katie Roberts and Kathy Brugger. 

The candidates each has their own reason for running in the Nov. 3 election. 

Garey High School graduate Agrella attended UC Riverside and Rio Hondo College in Whittier. He has gone through the carpenter apprenticeship program at Rio Hondo College , achieving a certificate of journeyman status with the Carpenters Union No. 1752 in Pomona. 

He advanced to site superintendent status in his company. He then moved on to be a site inspector for school districts throughout the state. 

The 55-year-old Montclair resident has also lived in the Pomona Valley area for 44 years and manages distribution and logistics for trade magazines. 

He's been married to his wife Donna for more than 29 years, and has five children, 13 grandchildren and two great-grandchildren. 

Agrella is not affiliated with any clubs or organizations but is a board member of the Ontario Western Little League and ran for Congress in 2008 in the 38th District. He also ran in 2009 for the Assembly in the 32nd District. 

He said he wants to bring a change of representation to the college . 

"Both for the students and their communities. The time for a change is no better than now," he said. "I will bring in fresh ideas and solve lingering problems that this college district hasn't been able to fix in two terms." 

Three-term elected OMSD board member Avila has lived in the Chaffey district for 32 years and is also a retired state counselor. 

The 65-year-old Ontario resident has a bachelor's degree in English from Cal State San Bernardino, as well as a master in boardsmanship and governance through the CSBA/University of Riverside. 

Avila, who is married with five adult children, holds current memberships in the California School Board Association, Ontario Chamber of Commerce, San Bernardino County Superintendent of Schools Association and Ontario Hispanic Heritage 

He also holds past memberships to San Bernardino County Grand Jury, San Bernardino County Democrats Central Committee, California State Employees Association, San Bernardino County 61 Assembly District and is an Ontario Police/Citizen Academy graduate. 

Avila has also served in the Army and is a Vietnam veteran as a former member, 4/47th Air Mobile/Riverine Task Force, 9th Infantry Division. 

He has also run unsuccessfully for the Assembly, Chaffey College board and Ontario City Council. 

"I am not a team player when it comes to monetary barriers that prevent access and retention to a college education for which all students are at risk of losing; as they pursue their dreams to a successful college education," Avila said. 

"I am encouraged to seek said office for the purpose and goals to restore reasonable/affordable tuition to all students by providing an effective, exploitative, and creative voice in behalf of students, classified employees, and the invisible voiceless individuals." 

Brugger, a Chaffey incumbent who has served on the board for 16 years, is retired and has lived in the area for 47 years. 

The 66-year-old Rancho Cucamonga resident is married with three children. 

Brugger is a graduate of Montclair High School, Chaffey College and Cal Poly Pomona. 

Organizations Brugger is affiliated with are the Chaffey Community College Alumni Association, American Association of University Women, ChaffeyCommunity Art Association, Cooper Museum, Assistance League the Foothills Communities, California FRW, Rancho Cucamonga YMCA, the ChaffeyCollege Foundation Golf Tournament, Classified Senate Scholarship Fund. 

As for political involvement, Brugger is an appointee of the governor to the California State Teachers Retirement System. 

Brugger said she has three reasons for serving the Chaffey Community College board. 

"(No. 1), expanding public/private partnerships for a highly trained workforce; (No. 2) maintaining the college 's commitment to academic/educational cooperation with our international students," she said "(And No. 3), enhance our campuswide policy of service to the public. Finding effective answers to educational issues is achieved by workling as a TEAM for our student, staff, and communities."

Los Angeles County employee Hernandez-Blair is an 11-year resident to the Chaffey College district. 

The 42-year-old Chino resident is married with two children and a grandson. 

Hernandez-Blair has educational certificates, including an Advanced Professional Development Certificate awarded by Cal State Northridge and is pursuing a bachelor's degree in public administration, upon completion, she plans to pursue a master's degree. 

She is current member of P.F.A. at Briggs Fundamental School; 2008-09 vice-president of Doris Dickson P.T.A; 4th District commissioner, San Bernardino County - Commission on the Status of Women; president, American Federation of State, County and Municipal Employees, Local 1083; participant of Parent Institute for Quality Education. 

Hernandez-Blair was appointed as a commissioner on the Commission on the Status of Women and elected vice-president of Doris Dickson Parent Teacher Association and. president of American Federation of State County and Municipal Employees Local 1083. 

She said she want to serve the Chaffey College board because she wants to ensure that all youth are encouraged to pursue higher education. 

"Average and at-risk students should not be ignored. I want to promote higher education in all high schools. Educating parents about the financial resources and scholarships that are available is something that 'must' be immediately enacted," Hernandez-Blair said.

Chaffey incumbent Roberts is completing her second four-year term. She has lived in the Chaffey district for almost four decades. 

The 67-year-old Upland resident has been married to her husband, Gordon, for 30 years and has one daughter and two step daughters. 

Roberts, who is also a retired police captain, is a graduate of West Covina High and holds an associate's degree from Mt. San Antonio College , a bachelor's from Cal State Los Angeles, a master's degree from Cal Poly Pomona and is a graduate of two-year Command College . 

She is on the board of directors for the Ontario Rotary, West End Family Counseling, LEO childrens charity, Travelers Aid, Price Foundation and the Ontario Police Museum,and the First United Methodist Church. 

Roberts has no political appointments or sought any political offices. 

"Many years ago, a community college changed the course of my life," Roberts said. "Working with my fellow board members I have been able to offer life-changing experiences to others. Chaffey has experienced and cohesive leadership prepared to take on these hard times. I believe I can help."

Montclair City Councilman Bill Ruh reported his light-turnout experience in an e-mail to Joe Blackstock, Daily Bulletin assistant city editor.

Councilman Ruh went to his Montclair polling place at 7:30, half an hour after the polls opened, yet was the first voter to show up there.

"How sad that more people had not yet taken advantage of the privilege of voting," Ruh noted. Electing members of the Chaffey Community College Distrist's board was the only item on his ballot, but "... the future of education in our valley is important," Ruh wrote. "How I wish more people would take this seriously."

For November's presidential election, I arrived at my Upland polling place about 10 minutes before it opened and lined up behind 50 voters waiting to mark their ballots.

This morning, I arrived about 10 minutes after the polls opened and was the very first voter. It was a kick being the voter asked to look inside the ballot box and verify that it was empty, but it was disappointing to see how few people bother with a local election. The only thing on my ballot was choosing two members of the Chaffey Community College District Governing Board.

That's actually quite important, in my view. Half the people you talk to around here attended Chaffey College at one time or another, and a good number of our offspring will get their educations there. I should think people would want to make sure that the college, which trains a sizable portion of the Inland Valley work force, has competent leadership.
