NHWNC meeting heats up; DONE agrees changes needed in grievance process

The Nov. 29 meeting of the North Hills West Neighborhood Council got very heated when BongHwan Kim, interim general manager of the Department of Neighborhood Empowerment, attended and acknowledged that DONE's grievance policy needs to be updated and be more “transparent.”

DONE is the city agency that works with neighborhood councils throughout Los Angeles.

According to a press release from resident Peggy Burgess, the board members and residents who filled the meeting room were ready to fight anticipated grievances that had been lodged against the council.

Their main argument against DONE was that board members were given copies of all written and verbal complaints within five days, as required by law, her release states.

She said DONE representatives sent a letter to the NHWNC on Nov. 8 listing several demands and “threatened” to decertify the new board. At the meeting, a new board was installed.

Kim further acknowledged that failed to give proper notification to other neighborhood councils. He said the grievance process is currently being updated and his department is working with councils to make the changes and improve the process.

Burgess states in her release the board had been volatile this past year because the majority of the board had been in conflict with four members. Those four board members are not part of the new board.
