         <title>Community meeting slated about future high school in Granada Hills</title>
         <description><![CDATA[<p>LAUSD will hold a public meeting about construction of Valley Region High School #4 in Granada Hills from 6:30-8 p.m. Thursday, May 15, according to the Granada Hills North Neighborhood Council's Web site.</p>

<p>It will be held in the auditorium of Patrick Henry Middle School, 17340 San Jose St., Granada Hills.</p>

<p>Construction of the new school, located at 10445 Balboa Blvd., is scheduled to start in the second quarter of 2008 and expected to be complete in 2011.</p>

         <title>Long-awaited stop signal finally switched on in Sylmar</title>
         <description><![CDATA[<p>A switch-on ceremony was held Friday for a long-awaited - and much-needed - traffic signal in the Rancho Cascades area.</p>

<p>The signal, at the intersection of Foothill Boulevard and Yarnell Street, has been under construction for more than a year, according to the Sylmar Neighborhood Council's Web site.</p>

<p>The installation was initially delayed because the original wiring was obsolete and needed to be replaced.</p>

<p>Construction was further delayed because of challenges meeting requirements under the Americans with Disabilities Act.</p>

<p>It appears the signal could not be turned on until there was a crosswalk, which could not be painted until there was a curb cut and ADA-compliant sidewalk.</p>

<p>The signal was required by the developer of Cascades in order to mitigate traffic resulting from the development.</p>

<p>In the next few days, there will be street improvements such as striping and reflector installation at the corner of Yarnell and Foothill.<br />

         <title>Villaraigosa to speak at next Valley VOTE meeting</title>
         <description><![CDATA[<p>L.A. Mayor Antonio Villaraigosa will be the speaker at the next meeting of Valley VOTE (Voters Organized Toward Empowerment) at 7:30 p.m. Monday in the second-floor meeting room of Galpin Ford, 1555 Roscoe Blvd., Van Nuys, near the 405 Freeway.</p>

<p>Villaraigosa's last visit to Valley VOTE was back in February 2005, when he was a candidate for mayor of Los Angeles. </p>

<p>He made a number of commitments at that meeting on his plans for the Valley. </p>

<p>He stated, "For too long, the San Fernando Valley has been treated as the neglected stepchild of Los Angeles. For me, the message is very simple: 'Slow down, take notice, share with us and include us in the City of Angels' ... As mayor, that is just what I will do."</p>

<p>There will be a question-and-answer session after the Mayor's presentation.</p>

         <title>BongHwan Kim to head DONE</title>
         <description><![CDATA[<p>BongHwan Kim was named general manager of Los Angeles' Department of Neighborhood Empowerment (DONE) yesterday.</p>

<p>He has served as interim general manager since last November and is the first Korean-American general manager in the city's history.</p>

<p>He took the position on the interim basis after the death of Carol Baker Tharp.</p>

<p>According to a press release from the city, Kim will work with Raphael Sonenshein, executive director of the Neighborhood Council Review Commission (INCRC), who will serve as a consultant to DONE.</p>

<p>Last September, the NCRC issued its final report, exploring the neighborhood council system created by voters in 1999 and recommending changes to make the system more effective.</p>

<p>DONE's mission is to promote public participation in government through the neighborhood council system, according to the city's release.</p>]]></description>

         <title>Tarzana Neighborhood Council helps fund several local events, projects</title>
         <description><![CDATA[<p>Many people look around their community and don't realize how much neighborhood councils do.</p>

<p>The Tarzana Neighborhood Council's Web site recently outlined several of the donations it has made to improve the local community.</p>

<p>Donations include:</p>

<p>$500 to the Valley-wide Student Art Show held at the Madrid Theatre</p>

<p>$500 to the annual Salute to Recreation celebration</p>

<p>$2,500 to the Valley Cultural Center's summer concert/film  series held in Warner Center Park</p>

<p>$1,600 for a counselor at Nestle Elementary School</p>

<p>$2,977 for a customized computer for the Los Angeles Fire Department</p>

<p>$2,243 for benches at the Sherman Oaks Center for Enriched Studies, located in Tarzana</p>

<p>$1,800 for "A Thirsty City," an educational environmental program by Theatre of Will, to be presented in all elementary schools in Tarzana</p>

<p>$2,579 for a sound system at the Tarzana Recreation Center</p>

         <title>Chatsworth Neighborhood Council helping wishes come true</title>
         <description><![CDATA[<p>Are you an organization in Chatworth that has a wish list?</p>

<p>Why not share it with the Chatsworth Neighborhood Council></p>

<p>There's a link on the council's Web site, <a href="http://www.chatsworthcouncil.org">www.chatsworthcouncil.org</a>, where organizations can identify things they need.</p>

<p>Two organizations that have posted information are the Friends of the Chatsworth Library and the Chatsworth Equine Cultural Heritage Organization.</p>

<p>The Friends' group is seeking volunteers to help at its used bookstore inside the Chatsworth Library, and the equine committee is seeking donations to support its efforts to educate the public about Chatsworth's equestrian lifestyle and support its protection.</p>]]></description>

         <title>Criminal activity declines slightly in northern Granada Hills</title>
         <description><![CDATA[<p>At the April 28 meeting of the Granada Hills North Neighborhood Council, LAPD Officer Dario Del Core gave crime statistics for northern Granada Hills.</p>

<p>He said violent crime is down and property crimes decreased by 1 percent compared to last year.</p>

<p>There was one recent fatality that involved a young motorist.</p>

<p>Dario said it was so slow in the Devonshire Division in April that the division actually sent a car to the Westside to help with a call.</p>

         <title>Winnetka Neighborhood Council supports proposed Long&apos;s Drugstore</title>
         <description><![CDATA[<p>The Winnetka Neighborhood Council sent a letter recently to the Los Angeles Planning Department supporting approval of requested zoning changes, an alcohol permit and site plan - include a 24-hour drive-thru - for the proposed Long's Drugstore at 19725 Vanowen St.</p>

<p>The plan calls for landscaping, a walkway and a patrio on the west side of the parking lot as well as the remodeling of a nearby Marshalls department store.</p>

<p>The council also asked that the property owners request that Long's Drugs and the existing Vallarta grocery store and Marshalls install a shopping cart protection system.</p>

<p>In the letter, the council said the community is plagued with abandoned shopping carts, some of which come from the Vallarta.</p>]]></description>

         <title>Antonovich: &apos;L.A. is the black hole&apos; - when it comes to money</title>
         <description><![CDATA[<p>L.A. County Supervisor Mike Antonovich thinks the city of Los Angeles is much like the space phenomenon that traps everything, even light. At least when it comes to money, according to the latest newsletter from Valley Vote.</p>

<p>"The city of L.A. is the black hole," Antonovich said at the April 21 Valley Vote meeting. "You see the dollars go in and they disappear. You have to ask yourseld does L.A. have a revenue problem or a cost problem."</p>

<p>Antonovich was elected to the county board of supervisors in 1980 - country supervisors have no term limits.</p>

<p>He wonders why a city with a $7 billion budget can't provide efficient mass transit. One reason may be that it doesn't have a $22 billion budget like the county, according to the Valley Vote newsletter. But Antonovich suspects the real reason is that downtown business interests -  and the politicians they control - don't listen to the neighborhoods. </p>

<p>"Many years ago, Valley voters were asked if they wanted a subway or a monorail to run along the 101 to downtown," Antonovich recalled at the Valley Vote meeting. "The monorail came out No. 1; the subway finished last. But Dick Riordan got the city to vote against it and the (Los Angeles) Times never referred to the vote of the people in its reporting. City Hall and the Times brushed you aside and now you don't have mass transit to anywhere. The reason is that transit dollars are spent by the Metro Transit Authority (which is dominated by Antonio Villaraigosa.) That's why instead of using the right of ways we already have to complete the Gold and Expo lines, the mayor wants to spent $5 billion to build the subway to the sea."</p>

<p>LA's habit of caving to developers and discarding agreed-upon development plans is reflected in its handling of county airports, according to Valley Vote's newsletter. </p>

<p>"In the 1960s, LA wanted to have airports serving the entire region so LAWA acquired Ontario and Palmdale. Eventually, LAWA put more parking at Ontario, but it dragged it's feet in promoting Palmdale. The 405 doesn't expand like a pair of pantyhose," he said with a smile. "It makes no sense for people from Ventura and Kern counties to go all the way to LAX when they could go to Palmdale or Ontario." </p>

<p>To insure that at least Los Angeles can use Palmdale, Antonovich said that three weeks ago the county began providing bus service from Van Nuys to the Palmdale airport, the Valley Vote newsletter states.</p>

<p>Valley Vote is the organization that led a petition drive to place a measure before voters in 2002 seeking to secede the San Fernando Valley from the city of Los Angeles. The measure did not pass.</p>

<p>Today, Valley Vote's mission is to explore and foster the implementation of programs that empower the people of the Valley and city of Los Angeles in order to improve local governance, education and public participation on policy matters.</p>]]></description>

         <title>Twelve elected to Sun Valley Neighborhood Council</title>
         <description><![CDATA[<p>In the Sun Valley Neighborhood Council's April 5 election, the preliminary results show 12 people were elected to posts.</p>

<p>Elected as residents were Karina Garcia, Luis O. Medina, Moke O'Gara and Manuel De La Torre.</p>

<p>Elected as business/property owners were Rafael Cardenas, Raul Gonzalez, Elidia Vasquez and Danielle Harmon.</p>

<p>Elected to at-large posts were Dionosio Alcala Jr., Jon G. Eshbach, Art Sweet and Vinita McClennon.</p>

         <title>Valley Glen to get designated signs on 170 Freeway</title>
         <description><![CDATA[<p>Valley Glen will finally get two community-designated signs on the 170 Freeway - one at Oxnard and the other at Victory, according to a short article by Greater Valley Glen Council President Judy Price in the latest newsletter from the Valley Glen Neighborhood Association.</p>

<p>The signs are expected to go up later this month or in early May. There will be a sign on the northbound side of the freeway at Oxnard and on the southbound side at Victory that will state "Valley Glen next two exits."</p>

<p>At each off-ramp, there will be a sign stating "Valley Glen," with a directional arrow.</p>

<p>GVGC has paid CalTrans $8,750 for the cost of the signs. Neighborhood councils receive $50,000 a year for local improvement projects, public safety issues, outreach efforts and elections.</p>

         <title>Woodland Hills Neighborhood Council to discuss mayor&apos;s proposed budget</title>
         <description><![CDATA[<p>At 6 p.m. tonight, there will be a special meeting of the Woodland Hills Neighborhood Council at Taft High School to address budget issues, including discussing Mayor Villaraigosa's proposed budget.</p>

<p>Part of the discussion will examine the changes in neighborhood council funding and policies regarding the retention and spending of council rollover funds from one fiscal year to the next.</p>

<p>Taft High is located at 5461 Winnetka Ave., Woodland Hills.</p>

<p>At 7 p.m., the council will hold a town hall meeting to address the LAUSD’s proposal to house CHAMPS Charter School on the Taft High School campus. </p>

<p>LAUSD board member Marlene Canter, LAUSD Senior Deputy Superintendent Ramon Cortines and teachers' union president A.J.Duffy are slated to participate in the meeting.</p>]]></description>
