NHWNC meeting heats up; DONE agrees changes needed in grievance process

The Nov. 29 meeting of the North Hills West Neighborhood Council got very heated when BongHwan Kim, interim general manager of the Department of Neighborhood Empowerment, attended and acknowledged that DONE's grievance policy needs to be updated and be more “transparent.”

DONE is the city agency that works with neighborhood councils throughout Los Angeles.

According to a press release from resident Peggy Burgess, the board members and residents who filled the meeting room were ready to fight anticipated grievances that had been lodged against the council.

Their main argument against DONE was that board members were given copies of all written and verbal complaints within five days, as required by law, her release states.

North Hills resident shares views on NHWNC's volatile situation

North Hills resident Fran Potaski e-mailed the following to the Daily News about the North Hills West Neighborhood Council:

I am a stakeholder of the North Hills West Neighborhood Council I'm actually hesitant starting off with this statement, as I know you believe there are problems within our neighborhood council.

I want to share with you my views on this whole situation. Again I am a stakeholder who is involved in neighborhood council which has become very efficient and effective in fighting off undesirable development. This is one of my issues that I feel very strongly about. It's not that I am against development, I just feel it has to be controlled and reasonable. As do many of my neighbors who have signed partitions to that effect.

The NHWNC is not doing this for their own benefit, it is the stakeholders who come to the meetings and ask for guidance and support when something is about to occur in their neighborhood. I was one of those stakeholders who showed up at a meeting looking for guidance and support. I have learned a great deal from our neighborhood council.

The North Hills West Neighborhood Grievance Committee

The NHWNC is looking for stakeholders in the North Hills West area who would like to be on the grievance committee whose job it is to listen to grievances, also known as legal complaints, by the public to the council. The council will have a panel of five randomly selected stakeholders who would like to be involved.

Once the committee is put together, it is one member's job to write a collective report with recommendations to solve the grievances. The report should be written 14 days after the panel meets.
