Hop on to Montclair Plaza for a photo-op with the Easter Bunny.

Parents can capture a moment in time and kids can see an ole' fluffy friend. Children who visit the Easter Bunny will receive a free pair of bunny ears. 

Visit the Easter Bunny for a month beginning March 21 through April 11 at Montclair Plaza Easter Set, located on the Lower Level near the main entrance in Center Court, 5060 E. Montclair Plaza Lane, Montclair.

The plaza's hours of operation is 10 a.m. to 8 p.m. Monday though Thursday, 10 a.m. to 9 p.m. Friday and Saturday and noon to 6 p.m. Sunday.

  • Mayor Paul Eaton is the new Southern California Association of Governments District 09 Regional Council Representative. He was the only candidate in SCAG District 09 to submit his name for candidacy, and, due to the absence of additional declared candidates, the SCAG District 09 Representative election scheduled for April was canceled. 
  • Community Development staff met with Larry Martin, Montclair Plaza General Manager, and an architectural team working on a new exterior sign and graphics program for the Plaza.  The proposal would involve the replacement of nine Plaza identification signs throughout the property, including the landmark 100-foot high pylon sign along Interstate 10. Unfortunately, staff was contacted March 25 by Martin and told that the sign project, along with the proposed renovation of three mall entrances on the north-facing side of the Plaza, have been placed on hold for the time being.  Postponement of the work is likely attributable to the continuing financial woes of Montclair Plaza's owner, General Growth Properties.
  • Costco has informally submitted revised plans for a proposed car wash just west of the existing gas station.  City staff had a number of concerns with the first submittal, which proposed an all-metal building and insufficient on-site circulation improvements.  The revised plan proposes a split-face masonry block structure consistent with the warehouse, metal accents, and signage to match that on the main building and gas station.  Staff will be reviewing the proposed changes to the parking lot circulation to determine if they are adequate before moving the project forward to the Planning Commission for consideration.
  • The city is presently out to bid to replace the underground fuel tanks at the City Yard with new state-of-the-art, above-ground tanks. Bids for this project are scheduled to open on April 2 with construction to begin in late April.  Because the existing tanks do not meet the new Air Quality Management Phase II vapor recovery requirements, fuel cannot be placed or dispensed from the tanks, effective April 1.  City staff who normally obtain fuel from the City Yard for City vehicles will need to fuel up at the Police Department.
  • Last week Economic Development Coordinator Melinda Flores attended a meeting at the invitation of San Bernardino County's Department of Workforce Development, to discuss the Federal Stimulus Package.
Here is a recap of what was discussed at the meeting:
  1. Funds from the Federal Stimulus Package will be allocated and administered by the San Bernardino County Workforce Investment Board (WIC). 
  2. WIC would like to partner with cities directly for the additional $17 million dollars of stimulus funding. 
  3. An open forum was held to determine funding capabilities and how to best utilize stimulus funding to help spur economic growth. 
  4. The input provided by each city will be evaluated by WIC to determine if city programs meet federal laws.

This week Acting Police Chief Keith Jones, Deputy Police Chief Chris Weiske, and Public Works Superintendent Mario Orioli met with Chino Basin Water Conservation District staff to review the results of CBMWD's Landscape Evaluation Audit of the new Police facility.

As part of this free audits, CBMWD evaluated the overall efficiency of the landscape irrigation system and presented recommendations to lower water usage and promote a healthier landscape. 

Two major recommendations in the audit included installing a weatherbased irrigation controller and replacing high-volume sprinkler heads to new, low-flow heads.

City staff has already been researching the market for weather-based irrigation controllers for use in City-owned facilities landscaping, as well as rebates that may be offered with the purchase of the recommended heads and controllers.
This past weekend, Reserve Officers conducted another Traffic Detail, which resulted in 104 issued citations, a Drinking Under the Influence arrest with an outstanding $25,000 warrant, and two vehicle impounds.

A similar Traffic Detail will be conducted next month.
Acting Chief Keith Jones attended a police and community forum in Claremont, which was hosted by the Human Relations Council of Pomona Valley. 

The topic of discussion was "The Economy, Crime, and Law Enforcement" at the March 14 forum.

This is an annual event where all of the Chiefs of Police and Captains from the Pomona Valley are invited to attend an open community dialogue. Approximately 40 community residents attended.

Unfortunately, only three police departments were represented on the panel Claremont, Montclair, and Pomona.
Two Montclair High School teachers reported receiving sexually explicit and threatening messages on their personal email accounts last week.

One of the emails involved a threat about bringing a bomb to the school's library.

Montclair Police Detectives, School Resource Officers, and school staff worked diligently to investigate the threats and subsequently arrested three students who confessed to their involvement. 

The investigation did not reveal any intent to carry out the threats made by the suspects, and thought to be pranks.

The final Fire Prevention/Public Education demonstration for this school year was presented on by Fire suppression personnel. 

The six suppression crews have been presenting fire safety demonstrations to all first grade students in the city's public elementary schools on March 12. 

They visited 41 first-grade classes, totaling 834 students, to teach them about match safety; "good" fire vs. "bad" fire; tools and toys; how smoke detectors save lives; and how to stop, drop, and roll. 

Division Chief Layne Shiba and the Captains coordinated this effort through the Ontario-Montclair School District and the nine elementary schools in the city:
Buena Vista, Howard, Kingsley, Lehigh, Mission, Montera, Monte Vista, Moreno, and Ramona.
Assistant Director of Human Services Marcia Richter was honored at a luncheon by Senator Gloria McLeod and Assembly Members Norma J. Torres and Wilmer Amina Carter as the Montclair 2009 Woman of the Year. 

Nominations for this honor were solicited by Senator McLeod's office, and Marcia was nominated by Mayor Paul Eaton. 

Unfortunately, Mayor Paul Eaton could not attend the luncheon on March 13 because he was in Washington, D.C. for the Congressional Cities Conference, Mayor Pro Tem John Dutrey presented Marcia with a Certificate of Recognition of the Mayor's behalf.

Human Services Division staff also attended the luncheon, which was held at Carpenter's Hall in Ontario.

Marcia was selected as Montclair's honoree because of her service to the community over the past 23 years.

Her work with the Montclair Medical Clinic, Por La Vida, holiday toy and food basket program, and Easter Egg Hunt were some of the highlights of her City work; plus her volunteer work of more than 20 years with the Montclair-Ontario Junior Women's Club.

The Life Changing Ministries Mentoring Program will host a launch event for incarcerated parents.

The event is from 8 to 11 a.m. at 1801 E. D St., Ontario.

MONTCLAIR -- Todd Paxson of Yucaipa was named the "2008 Monte Vista Water District Employee of the Year," and six employees were recognized for a collective 85 years of service at the District's annual employee awards event held recently.

Paxson, a utility crew leader, has been employed at the District since 2005, beginning his tenure as a utility service worker. He was promoted to his current position in 2007. 

He holds a Water Distribution II certificate.

Co-workers, who nominated him for the award, described Paxson as "having a great work ethic, work habits and outlook; an outstanding, loyal employee who is a pleasure to work with; communicates well and is always willing to give of his time to help out; a fun person and great teacher."

Special recognition was given to the following employees for their years of service to the District:

Sandra Rose, president of the board of directors. A luncheon, attended by employees and members of the District's Board of Directors, was held at the District and featured a sports challenge theme.
Congratulations to Montclair High School who was recognized as a AVID National Demonstration School.

AVID, Advancement Via Individual Determination, is an in-school academic support program for grades 4-12 that prepares students for college eligibility and success.

After a day of observations by AVID directors on Tuesday the school was given a final validation report which determined they are an demonstration school from 2009 to 2012.

As an demonstration school, MHS will be responsible for being centers of learning and research and serving as a catalyst for schoolwide change.
