MONTCLAIR - The star of Monday evening's City Council meeting was Ed Starr, whose contract as the new city manager was approved.
Starr succeeds Lee McDougal, who retired in June after 18 years in the position. The contract calls for no increase in Starr's assistant city manager pay of $163,400.
"I am absolutely excited about being city manager," said the 56-year-old Pomona resident. "I think I am well prepared for the responsibilities - it's what I've worked for for most of my adult life."
