The Claremont City Council voted 5-0 Tuesday night at the city council meeting to pass its 2009-2010 budget which appropriated $117,000 from the general fund reserve and appropriated $79,000 in one-time revenues. 

In a nutshell, the vote was pretty uneventful. The council thanked all the associations responsible for cutting back wages and benefits before making their vote.  

The council also voted 5-0 to approve Adirondack Lane residential permit parking. But the council decided, after hearing upset Adirondack residents, to change the parking permit to everyday from dawn to dusk.

The original proposal was only on federal holidays, Saturdays and Sundays.

Councilman Peter Yao recommended in a separate motion to change the entrance for parking to help clear the area. The staff will look into the proposal and come back to council at another date. There was no deadline for the date.

The item was passed 5-0 by the city council but not without lots of debate about the issue from those for and against because of where the street would be closed and if the event would take away parking from neighboring businesses.

The festival would be on portions of First Street, Second Street and Oberlin Avenue located west of Indian Hill Boulevard and east of Crnell Avenue.

The streets would be closed every Wednesday from 4 to 9 p.m. while the event would take place from 5 to 8 p.m.

The launch date is scheduled to be April 29.

The council meeting and the architectural commission meeting, both held at 225 West Second Street at the city council chamber are now scheduled for January.

The city council meeting will be held at 6:30 p.m. Jan. 13 and the architectural commission meeting will be held at 7 p.m. Jan. 14 at the city council chamber.

The council approved property maintenance recommendations for foreclosed vacant properties which included a change in the timeline a new property owner has to install new landscaping.

A new owner must install the landscaping within 30 days instead of the previous 180 days.

Also, councilmembers wanted a review on how the new changes were working and to be flexible toward people who made good faith efforts for their landscaping, Fryman said.
Councilmembers also sent back to city manager Jeff Parker direction on institutional parking code revisions.

"We are going to look at what was said and prepare an ordinance based on what we heard," said city planner Lisa Prasse. Comments from students, residents and faculty at the meeting discussed removing a city requirement that parking be located within 800 feet of new construction, possibly making all students affix stickers on their cars and changing definitions for what a student is depending on how often they attend the campus.

An appeal of an architectural commission's adoption of a plan approval for Claremont Commons located between 735 E. Foothill Blvd. and the San Bernardino County line was continued to the Nov. 25 council meeting.

had public officials in attendance. In my story on the Oct. 8, Because of a lack of space, I didn't mention city manager Jeff Parker, Mayor Ellen Taylor and councilman Peter S. Yao were in the audience besides residents.

None of the public officials made any comments about the issue.

City Council meeting tonight

The top three items at tonight's meeting are:

1.) The award of a $2 million dollar bid for Padua Avenue Park (with a soccer field, two acres of sage scrub plant habitat, etc.) and a separate construction bid of $1.4 million for seven acres including one regulation size lighted soccer field, extention of a walking trail and more.

2). The Police Commission's recommendation of the Corey Nursery site at 1650 N. Monte Vista Ave. 

3). Adopting design guidelines for commercial antenna and wireless communication facilities (like cell phone towers).
