YUCAIPA - In other items on Monday night's agenda, the City Council approved $5,000 to the Yucaipa Animal Placement Society (YAPS) to continue its spay and neuter voucher program. While YAPS requested three vouchers per household, the council and YAPS officials discussed and then agreed with staying at the current two per household.

Councilmember, Diane Smith, said she prefers that the vouchers be provided to those who can least afford the cost of spaying or neutering their pets. But Mayor Pro-Tem, Allan Drusys, voiced a different opinion, saying that the intent of the voucher program is to stop the reproduction of felines or canines regardless of income level of the pets' owners.

It was also decided that the vouchers should be distributed evenly between feline and canine owners.

The council nominated and approved applicants to city commissions and committees, and reported that most of the openings have been filled.

Mayor, Dick Riddell, commended the Open Space and Trails Committee for being especially active and effective. "This committee functions more effectively than any we've had," Riddell said, adding that the committee has done an excellent job in selecting trails and working with city staff, and in the on-going effort to stop an 80-foot high communications tower from being built in Wildwood Canyon State Park.

YUCAIPA - In its October 27 meeting, the City Council voted to increase development impact fees by $624 for each residential unit and a $2,500 increase per acre for commercial and industrial property.

According to the taped minutes of the meeting, Community Development Director, John McMains, said that the revised development impact fees will generate an accumulative $169-million over the remaining 25 to 30 year life of the development impact fees program.

A developer of commercial and industrial property will pay about $47,000 per acre because of the increased fees, which McMains said amounts to a little over $1 per square foot.
