The investigation into the death of a bystander during a Sunday night shootout between police and suspected armed robbers continues, while a Rubidoux woman grieves over the loss of the father of her children.

Ariceli Millan, who was contacted Tuesday at the home of shooting victim Daniel Balandran, said she spent Monday in Balandran's room where she said wall posters had celebrated her boyfriend's love of skating and car racing.

"This can't be happening; this is a nightmare," Millan said she remembered thinking when police came with Balandran's best friend Carlos at 3 a.m. Monday morning to inform her that her boyfriend had been shot dead in the parking lot near Papa John's where police had responded to a robbery report.

Millan said Balandran's friend hugged her when they met Monday morning at the home.

"Automatically, I knew, 'Oh my God'," said Millan, who had been with Balandran since 2002 after they met through a Yahoo social networking service over the Internet.

Millan said Balandran and his friend had gone to Chino on Sunday night to visit a local skatepark. She described Balandran as a long-time avid inline-skater and drift-car racing enthusiast. She said Balandran had recently entered in racing competitions had been excited about that.

"Daniel is the type of person who loved adventures, he loved going to skate parks," Millan said of the father of her children, a five-uear old and a four-month-old. "He knows everything. This guy knows how to play piano. He's an open minded person."

Millan said Balandran and his friend had ordered at the drive-through at McDonalds, and had parked to eat before the shooting started.

Two neighbors who live close to the crime scene, say they remember seeing Balandran's handcuffed body on the ground, exposed over Sunday night and Monday morning, near the south side of Papa John's on Central Avenue.

Millan said on Tuesday funeral plans for Balandran are still being discussed.

Other family members and friends at or near Balandran's home in Rubidoux, said they had no comment for reporters but did say the family was discussing the matter with an attorney.

Three others, including a police officer, were injured during the incident.

Chino spokeswoman Michelle Van Der Linden said the police officer who was injured in the shootout is still recovering in a hospital in stable condition. Robbery suspects Edward Cisneros, 28, of La Mirada, and Joel Anthony Jaquez, 28, of Hacienda Heights, remained hospitalized with critical injuries Tuesday.

Jaquez's grandfather Celedonio Trujillo, who lives near La Puente, said on Tuesday the family doesn't know where his grandson is or if he's still alive.

"We don't know anything."

Trujillo said Jaquez is on parole for a charge related to car theft. He added the fmily has hired an attorney.

"I understand the seriousness of this for all the families," Trujillo said. "I don't want sympathy. I just want to know what's going on."

Today Police Chief Stan Stewart announced the promotion of Lieutenant Charles Sample to the position of Captain.

The vacancy was a result of the retirement of Captain Mike Johnson on Jan. 1, 2009.

Captain Sample has been a member of the Chino Police Department for nearly thirty years, most recently serving as the Investigations Bureau Commander. He began his career with the Department in April 1979 as a Police Officer and has been promoted several times to increasingly complex and responsible assignments throughout the Police organization. He has worked in Patrol, the Detective bureau and in the Professional Standards Unit, and also supervised the Crisis Negotiations Team for the Department.

Captain Sample was recognized in 1981 as Chino Police Officer of the Year, an honor bestowed upon him by his fellow Officers.

As a result of Captain Sample's appointment, the Police Department will begin the recruitment process for the Lieutenant vacancy created by this promotion.

The Chino Police Department will conduct a driving under the influence enforcement patrol on New Year's Eve and New Year's Day. Officers will be deployed throughout the City to identify and arrest motorists who are driving under the influence.

The Chino Police Department maintains a "zero tolerance" policy towards driving under the influence. Police encourage those who have consumed alcohol to designate a sober driver.

Officers of the Chino Police Department will conduct a DUI/Drivers License checkpoint near the 12000 block of Central Avenue starting at approximately 9 p.m. on Friday.

The Chino Police Department is joining law enforcement agencies from across the state to participate in the California's Holiday DUI Crackdown Campaign in an effort to reduce the number of persons killed or injured in alcohol related collisions. Last year marked the first time since 1998 in which alcohol-related fatalities have declined in California, dropping 8.3 percent.

DUI checkpoints are conducted to identify offenders and get them off the street, as well as educate the public on the dangers of impaired driving. Members of the public are also encouraged to call 911 and report suspected drunk drivers.

The Chino Police Department will conduct a driving under the influence enforcement patrol this weekend on Saturday night and Sunday morning, Dec. 20 and 21. Officers will be deployed throughout the City identifying and arresting motorists who are driving under the influence.

The Chino Police Department maintains a "zero tolerance" policy towards driving under the influence and officers strongly encourage those who have consumed alcohol to designate a driver who has elected not to drink. In addition, it is a violation of the law for any driver under the age of 21 to operate a motor vehicle with any amount of alcohol in their system.

The Chino Police Department is a member of the "Avoid the 25" which consists of 25 San Bernardino County Law Enforcement Agencies that have obtained a grant from the California Office of Traffic Safety in a collaborative effort to combat driving under the influence. Funding for this enforcement detail was provided by the "Avoid 25" grant from the California Office of Traffic Safety through the Business, Transportation and Housing Agency.

The Chino City Council on Tuesday approved the use of $131,817 in County grant money toward public safety.

The money will be directed toward costs relating to salaries and expense for non-sworn police employees dedicated to supporting police operations. The grant will also be used toward upgrading equipment, purchasing new technology for sworn personnel, and upgrading police vehicles.

Chino Police arrested an Ontario woman on suspicion of lewd conduct at a massage therapy business on Thursday. 

The Police Department received a complaint that Maria Gordon, 50, was performing lewd acts at the Central Day Spa, located at 11732 Central Avenue. An investigation revealed probable cause for her arrest, police said.  Gordon was booked at the West Valley Detention Center and the case was filled with the San Bernardino District Attorney's Office. 

 

Chino Police arrested five suspects in connected to a suspected home burglary.
Police responded to the 12900 block of Cambridge Court to a report of unknown trouble at a residence on Thursday at 10 a.m., according to Chino spokeswoman Michelle Van Der Linden.

The investigation revealed two suspects attempting to force entry into a private residence, she said. The home owner witnessed the suspect's actions and began yelling before the suspects fled from the house on foot over a nearby fence, she said.

During an area check, police found two suspects waiting in a vehicle near the scene of the attempted burglary, who were then detained by police.

This contact led officers to a residence where an additional burglary suspect was located. During a search of that home, two more suspects were located and were detained, making a total arrest of five adults on suspicion of attempted burglary.

Chino Police arrested Amber Gray, 23, of Los Angeles; Misty Tresvant, 34, of Los Angles, Tristan Morris, 18, of Inglewood; and Richard Junior Perry, 19, of Los Angeles. Kent Joshawn McFarland, 21, of Los Angeles, was also arrested on suspicion of attempted burglray and parole violation, police said.

The investigation also led to nearby Magnolia Junior High School to go in to lockdown at 10:30 a.m. Friday while police searched the surrounding neighborhood for residential burglary suspects. The lockdown lasted about 55 minutes, said school district spokeswoman Julie Gobin.

There was no police activity on campus, she said. All gates were locked and movement was restricted for anyone trying to enter or exit the campus during the event, officials said.

On Tuesday, Nov. 11, the Chino Police Department's Traffic Unit will be conducting a Driver License/Safety Checkpoint. The checkpoint will be located in the 13200 block of Mountain Avenue and will begin at 6 a.m.

The checkpoint is part of the Chino Police Departments on-going effort to promote highway safety through driver education and awareness.

Motorists entering the checkpoint will be greeted by a police officer who will request to see a driver's license. If a driver cannot provide their driver's license, is suspected of being unlicensed, or any other violations are suspected, further investigation will be conducted. Drivers operating a vehicle without a driver's license may be subject to arrest, citation, or vehicle impoundment. In addition to the driver's licenses, officers will be checking for seatbelt and child restraint violations.

The city of Chino recently awarded a purchase order to Theodore Robins Ford, Inc., of Costa Mesa, for the purchase of a Ford police cargo van, amounting to $17,833.52.

The van is recommended replacement by the Public Works Service Manager, as part of the city's ongoing vehicle replacement program.

 

 

 

The California Office of Traffic Safety awarded a grant to Chino Police's seatbelt enforcement program "Click it or Ticket."

The $20,028 grant provides funding in overtime costs for police officers, with intensified seatbelt enforcements each month.

Two well-publicized seat belt enforcement mobilizations will be held on Nov. 17 - 20 and May 18 - 31, 2009. The grand provides funding for eforcement and administrative time over and above the current budget.
