Intensely worried about their personal finances and medical expenses, Americans nonetheless appear realistic about the time Obama might need to turn things around, according to an Associated Press-GfK poll. It shows most Americans consider their new president to be a strong, ethical and empathetic leader who is working to change Washington.

Nobody knows how long the honeymoon will last, but Obama has clearly transformed the yes-we-can spirit of his candidacy into a tool of governance. His ability to inspire confidence -- Obama's second book is titled "The Audacity of Hope" -- has thus far buffered the president against the harsh political realities of two wars, a global economic meltdown and countless domestic challenges.

"He presents a very positive outlook," said Cheryl Wetherington, 35, an independent voter who runs a chocolate shop in Gardner, Kan. "He's very well-spoken and very vocal about what direction should be taken."

District Attorney's re-election committee asks for Derry's support

The committee to re-elect San Bernardino County District Attorney Michael Ramos has asked Third District Supervisor Neil Derry for his support.

A letter to Derry dated April 17 states, "Over the past seven years, Mike has been able to restore public confidence and credibility to the District Attorney's Office. Mike has made political corruption a priority. He created the first Public Integrity Unit in the history of our county. He maintains a vigilant watch over the politicians and bureaucrats so that we don't drift back to the days of back room deals and corruption."

The letter was signed by Sheriff Rod Hoops, Stephen Matich, president of the Matich Corporation, Eleanor Rossi of the San Bernardino County chapter of Parents of Murdered Children, and David Lewis, executive vice president of the Lewis Group of Companies, one of the most prominent developers in the Inland Empire.

Investigators with the District Attorneys Office arrested Derry's former chief of staff, Jim Erwin, last month at Derry's office and charged him with eight felony counts of perjury and two felony counts of filing false or forged documents. The charges stemmed from unreported gifts Erwin received from Rancho Cucamonga developer Jeff Burum in January 2007, including a $13,000 Rolex watch and a trip to New York City.

The gifts, according to Erwin, were for his help in shepherding a landmark $102 million settlement between Burum's company, Colonies Partners, and the county over an Upland flood control project in November 2006.

Erwin said the infractions warranted, at most, a fine from the Fair Political Practices Commission and alleged his arrest was in reatliation for Derry's proposal to eliminate take-home vehicles for 60 employees at the District Attorney's Office to help shore up the county's projected $86 million budget deficit next year.

Derry has also proposed that county prosecutors and district attorney investigators be subject to the same pay cuts all nonsworn county employees are facing come July 1.

Derry declined to comment on the letter he received.

House approves Reagan statue
Lewis introduced the measure after the state Legislature asked that Reagan's statue replace a current statue of Thomas Starr King.

King was a 19th Century unitarian minister who convinced Californians to remain loyal to the Union druing the Civil War. His statue will be sent to the State Capitol in Sacramento for display.

Each state is allowed two statues of prominent citizens to be displayed in the National Statuary Hall Collection in the U.S. Capitol.

California is also represented by a statue of Father Junipero Serra, the founder of the California Missions.

The Reagan statue will be unveiled in the Capitol on June 3 at a ceremony to be attended by former First Lady Nancy Reagan.

Supervisor Paul Biane's uncle up for seat on county boardSan Bernardino County Board of Supervisors' Chairman Gary Ovitt on Tuesday will recommend that Second District Supervisor Paul Biane's uncle, Michael Biane, be appointed to the county's assessment appeals board.

Michael Biane is a semi-retired real estate broker, which makes him more than qualified for the position, said Ovitt's spokesman, Burt Southard.

Ovitt would not comment.

Michael Biane, if appointed by the Board of Supervisors, would serve on one the assessment appeals board panels representing his nephew's district.

The assessment appeals board arbitrates disputes regarding the assessed value of property. Applicants go before the board and argue their case, and the panel has the power to reduce the value of the property, maintain it as is or increase it, said Becky Griffin of the clerk of the board's office.

Anyone appointed to the assessment appeals board must have a minimum of five years professional experience in California as either a certified public accountant, a licensed real estate broker, an attorney or a property appraiser accredited by a nationally recognized professional organization, according to the California Revenue and Taxation Code.

Southard said the county has seen an influx of cases brought before the assessment appeals board in the last year as a result of the economy and the foreclosure crisis.

The county is launching a new assessment appeals board Web site this week that is more navigator friendly and choc full of information, Griffin said

Supervisor Paul Biane was the catalyst behind the Inland Empire Economic Recovery Corp., a public-private nonprofit formed in December by the county as a means to address the county's foreclosure crisis. The plan: assist first-time homebuyers and buy foreclosed houses in the region in bulk, fix them up and resell them. In January, the Board of Supervisors approved giving $2.5 million to the nonprofit.

Prior to his election to the Board of Supervisors, Biane worked in the private sector with NAI Capitol Commercial Real Estate Services.

Michael Biane is the former owner of the now defunct Biane & Biane Realty, Inc. in Rancho Cucamonga.

Contract for attorney representing county jumps $45,000A Los Angeles attorney who has represented the county for the last decade in a lawsuit stemming from the biggest corruption scandal in county history is expected to have his contract increased by $45,000.

Leonard Gumport has collected more than $9.7 million in settlements and judgements stemming from a 2000 lawsuit involving more than 20 defendants, including former top county officials and contractors convicted of bribery and other charges.

The San Bernardino County Board of Supervisors on Tuesday is expected to approve an amendment to Gumport's contract by $45,000, which will bring the total amount of his contract to $3.9 million.

Gumport initiated a lawsuit against key defendants in the decade-old corruption scandal following the adjudication of the defendants' criminal case. It involved former top county officials and contractors enmeshed in bribery and kickback schemes in the 1990s in exchange for lucrative billboard and trash hauling contracts.

"This was, and is, as important as any of the cases I've ever handled," Gumport said today.

Obama won't charge CIA officers for rough tactics
At the same time, Obama's attorney general offered the operatives legal help if anyone else takes them to court over the harsh interrogation methods that were approved by the Bush administration.

The offer of presidential support, however, did not extend to those outside the CIA who approved the so-called enhanced interrogation methods or any CIA officers who may have gone beyond what was allowed in four legal memos written in 2002 and 2005 that the Obama administration released Thursday.

Obama's stand -- unveiling the secret memos and condemning their contents while absolving those who carried them out -- splits the middle on a politically sensitive issue. His decision was criticized both by liberals who say torture is going unpunished and conservatives who argue the CIA sometimes needs harsh tactics to prevent terror attacks and the details should stay secret.

400 attend San Bernardino "tea party"Aspiring punk rock musicians, frustrated business owners, grandmothers on disability and youngsters who recently studied the constitution in school were among those participating in a San Bernardino tea party day protest today.

The protest in front of San Bernardino City Hall drew as many as 400 people from these walks of life and others, who share a common concern about President Obama's bailout policies.

"I got up this morning and made a sign from a piece of cardboard and a paddle from my boat because we are talking about the largest spending bill in the history of our country, which will jeopardize the future of our children for the next two generations," said Mark Perez, a Colton business owner who carried a sign saying first time protester.

The San Bernardino protest was one of hundreds of organized "tea party" protests held across the nation Wednesday including evening events in Rancho Cucamonga and Redlands.

"TEA" stands for "Taxed Enough Already," according to teapartyday.com, which lists organizers and their phone numbers.

Obama dog's breeder fears puppy mills will cash in
The dog's breeder, Martha Stern of Boyd, Texas, says they aren't for everyone. Stern says they tend to be high-energy "in-your-face" dogs. And, she says their curly coats require a lot of maintenance.

Stern worries that puppy mills will try to capitalize on the first family's dog choice and start churning out PWDs for an eager public. She told the AP in an interview Monday that it's the responsibility of good Portuguese water dog breeders to try to prevent that.

Leggio pleads guilty to more than two dozen counts
Leggio, who accepted the plea bargain in San Bernardino Superior Court, didn't comment following the hearing. He will face some jail time under the agreement, but no prison time.

Leggio, an influential local Republican and co-owner of three Inland Empire car dealerships, was charged with pumping more than $50,000 in illegal contributions to state Senate and Assembly races from 2002 to 2006.

Charges against Leggio and three other men - Nicola Cacucciolo, 63, Nick Vito Cacucciolo, 35, and James Lloyd Deremiah, 52 - were unsealed in June in a 37-page grand jury indictment.
Leggio is scheduled to be sentenced July 17.

Schwarzenegger says he's not seeking any office
He says he's not running for any seat, which made it easier for him to broker a difficult political compromise this year over how to solve California's $42 billion budget shortfall.

The deal included billions in tax increases and massive cuts to social programs. The governor says all the lawmakers who bucked their party and supported the compromise plan faced threats of recalls.

But he said Wednesday that no one could threaten him because he is not running for any other office.

As a native of Austria, the Republican governor is prohibited from seeking the only other office he covets -- the presidency.

"I am not running for Senate, I am not running for Congress, I am not running for another term as governor, and I definitely cannot ... run for the presidency because the Constitution doesn't allow it," he said.

Schwarzenegger, 61, also been asked if he would be interested in working in the administration of President Barack Obama, possibly on energy and environmental issues. He hasn't ruled out taking such a job but has repeatedly said he will finish his term, which ends in January 2011.

The Republican governor made the remarks during a news conference at CalExpo, the state fairgrounds, where he appeared with Sacramento Mayor Kevin Johnson to promote a relocation plan for the homeless. ]]>

Jim Erwin, who has served as Derry's chief of staff since September, delivered his resignation letter about 6 p.m. Monday. He has said that he offered to resign the day of his arrest but Derry declined.

"It's the right thing to do for the County, for the 3rd District, and for Jim," Derry said today at a staff meeting.

There are no immediate prospects to fill the chief of staff position. In the meantime, Steve Hauer will assist Derry with the day-to-day operations. Although no information was immediately available on Hauer, a news release from Derry's office said Hauer is already part of his staff.

White House unveils anti-cartel effort for border
Speaking at the White House Tuesday, Homeland Security Secretary Janet Napolitano said officials were still considering whether to deploy the National Guard to the border. She plans to meet with the governor of Texas to discuss the matter.

Deputy Attorney General David Ogden pledged "to destroy these criminal organizations" through a united effort on both sides of the border.

Many of the moves being announced are a continuation or expansion of programs that already existed under the Bush administration.

Violent turf battles among the cartels have wracked Mexico in recent years, and led to a spate of kidnappings and home invasions in some U.S. cities.
