On the agenda for tonight's council meeting

The City Council is expected to award a contract for the demolition of 19 Quiet Homes at their meeting tonight. The recommendation is to award a contract to Three D Service Company, Inc., in Pomona.

The report states:

The majority of the demolition/site clearance costs under the proposed contract will be related to property acquisition projects carried out by the Quiet Home Program. These costs are and will be covered through Federal Aviation Administration (FAA) and Los Angeles World Airports (LAWA) grants. The lowest bid amount on the first group of 19 Quiet Home Program properties was $191,901 plus a recommended 15% contingency ($28,785), resulting in a total recommended amount of $220,686. These funds are included in the Quiet Home Program's Fiscal Year 2008-2009 budget.

Three D Service Company, Inc., of Pomona, was the lowest responsible and responsive bidder with a bid amount of $191,901. Under a prior contract, which expired on June 30, 2008, Three D successfully completed demolition/site clearance work on 67 residential structures for the Quiet Home Program. Under other contracts, the contractor also completed demolition/site clearance work on several properties in the Town Square Project area. The contractor's work performance to date has been good, on schedule, and with minimal change orders.

The proposed contract is structured so that the City, the Agency and the Authority can also use Three D's demolition and site clearance services on an on-call basis at the fixed rates established for the duration of the contract. The initial term of the contract will be until June 30, 2010, with the option to extend it for up to two (2) additional one (1) year terms. Funding for future fiscal years will be subject to the City Council, Agency Board and Authority Board annual budget appropriations.

 Given the significant number of vacant structures, staff will continue to work with the Fire and Police Departments to make these structures available for drills and other training exercises prior to demolition/site clearance work.
