Assemblyman Lloyd Levine's proposal to have pet owners spay/neuter every dog and cat in the state passed the Assembly Appropriations committee this morning and is now headed to a vote on the Assembly floor.
Hundreds of people testified on AB 1634, which would impose a $500 fine on owners who do not have their pets fixed, with some exceptions for purebreds, guide dogs and animals with health problems.
“Every year, hundreds of thousands of perfectly healthy and adoptable pets are euthanized by overcrowded shelters that are unable to find them good homes – we need a common sense approach to solve this problem,” Levine said.
“In absence of this legislation, California will continue to take a piecemeal approach to pet overpopulation, and things will never really improve, despite medical research showing that spayed or neutered cats and dogs live longer and healthier lives."
