Court overload and kids

On average, a judge in California's child protection system is overseeing 1,000 cases at any given time. The attorneys have caseloads ranging from 130 to more than 600.Troy Anderson in the Daily News.

The massive caseload means that children - whose lives hang in the balance - often get only 10 to 15 minutes of their time.

The unseen partners in California's child protection system - dependency courts - are in a "state of crisis," said state Supreme Court Associate Justice Carlos R. Moreno, chairman of the California Blue Ribbon Commission on Children in Foster Care.
