LAFD making progress on reforms

After three years and nearly $13 million in payouts to firefighters, the Los Angeles Fire Department has enacted many of the reforms needed to stop hazing, harassment and discrimination within its ranks, according to a new review by Controller Laura Chick. Kerry

But the agency still must complete an overhaul of its training and disciplinary system to permanently eradicate a culture of pranks, intimidation and retaliation that has plagued the department for decades.

The report released Friday is a follow-up to Chick's 2006 audit that found hazing, harassment and low morale had flourished in the department amid weak leadership and a broken disciplinary system.
