Zoning changes, inflatable structures are all part of Pomona council meeting

Among the topics on the Pomona City Council's agenda Monday night will be a second and final vote on zoning changes related to the future expansion of Pomona Valley Hospital Medical Center.

Council members gave preliminary approval to zoning changes at its March 1 meeting.

The changes, involving property owned by the hospital, will facilitate a multi-phase expansion that could begin late this year or early in 2011 and be completed by 2030.

City leaders will also vote on a proposed ordinance calling for the implementation of a permitting process for those wishing to set up inflatable structures such as bounce houses and other recreational equipment at city parks.

Such equipment has grown in popularity but tends to draw large groups creating several problems, according to a city staff report.

The equipment can damage park turf and other vegetation and the larger groups attracted to the equipment are at times larger than smaller, neighborhood park parking lots can accommodate, the staff report said.

City administrators are proposing setting a requirement in which people seeking to use such equipment at parks must obtain a permit and pay a fee, the staff report said.

Should the City Council grant preliminary approval to the proposal, city administrators will develop a fee schedule and present it at a later date, the staff report said.

Council members will also determine whether to uphold or overturn a Planning Commission decision involving a development in the Phillips Ranch area.

Kim Bang Ly requested a second extension for a conditional use permit he secured in 2006 for the development of 56 condominiums on a 4.3-acre parcel at 92 Rio Rancho Road, according to a city staff report.

Ly sought a one-year permit extension from the Planning Commission which denied it after commissioners expressed concerns about the timeliness of the project, the staff report said.

The closed portion of the meeting begins at 5:30 p.m. and open session begins at 6:45 p.m. at Pomona City Hall, 505 S. Garey Ave.
