Ordinance aimed to quell underage drinking

The City Council conducted first reading of a social host ordinance, an amendment to the municipal code that will let police cite those who knowingly allow anyone under 21 to drink alcohol on their property. Law enforcement must establish probable cause by determining that the person knew or should have known underage drinking was taking place.
