Buckweed Fire arson?

A 10-year-old boy has admitted to starting the Buckweed Fire while playing with matches. The ensuing wildfire destroyed 21 homes, and county prosecutors are considering criminal charges against him. Should the boy be severely punished even though it was an accident?

If he isn't charged criminally, certainly you'd think that the folks whose homes were destroyed would try to sue to recoup their losses in civil court.

How was this an accident? This boy should be charged as a minor and receive due punishment. The difficult decision is whether the parents are responsible for the damages. This is why insurance is mandatory. What if life was lost? All the punishment and monies will not raise the dead.
