I love how football gets all the benefits of CIF's forward thinking in their allignment of divisions and sports like Volleyball, Basketball, and Water Polo have divisions that stretch all the way from Palm Springs to Paso Robles. If it works for football, make these the divisions for all sports.

As far as the rankings go, you seem to underestimate the Baseline League once again. Do this at your own peril.
