WHAT: Proposition 6, also referred to as the "Safe Neighborhoods Act," asks voters to allocate an extra $365 million a year from the general fund for police, sheriff's departments, district attorneys, adult probation services and jails, as well as local juvenile and rehabilitation services and other programs. The Legislative Analyst's Office says the tab could top $500 million a year with longer prison sentences.
HOW: Proposition 6 would make several changes to California law, including mandating tougher penalties for many gang crimes. More teens as young as 14 could be tried as adults if charged with violent gang crimes.
WHO: Authored by state Sen. George Runner, who also co-authored Jessica's Law; Mike Reynolds, an original proponent of the state's Three Strikes law; and San Bernardino County Supervisor Gary Ovitt. The biggest donor for the measure is Henry T. Nicholas III, the billionaire co-founder and former chief executive of semiconductor maker Broadcom Corp., who donated $1 million to the campaign. Nicholas has been indicted on federal narcotics charges. Altogether, the measure has raised $1.5 million.
The major opposition group is No on Proposition 6 and 9, Communities For Safe Neighborhoods and Fiscal Responsibility, sponsored by the California Teachers Association, the California State Firefighters Association and other groups. The campaign has raised at least $188,000, according to the California Secretary of State.
