UPDATE: Charges filed against alleged gang members in Ontario police shooting

RANCHO CUCAMONGA -- Prosecutors have filed multiple felony charges against three alleged gang members from Pomona who led police on a car chase Thursday that became an officer-involved shooting.

The person facing the most serious charges is the man who was shot twice by police during the incident. Martin Chavez, 21, allegedly brandished a handgun during the incident and pointed it at an officer before he was shot.

He was unable to appear for an arraignment hearing this morning because he remained hospitalized, said Deputy District Attorney Tom Colclough.

"He'll get arraigned whenever he's medically capable of getting arraigned," Colclough said.

Thursday's incident, which ended in a neighborhood southwest of Vineyard Avenue and Fourth Street in Ontario, began when an Ontario police officer on patrol recognized one of the men.

Carlos Alfredo Monge, 19, was driving in the 1400 block of East Elma Court in Ontario, the police department said in a news release.

Knowing that Monge had an active arrest warrant, officers tried to make a traffic stop on his car. Monge failed to stop and a chase ensued, Colclough said.

Monge ran multiple red lights and was driving on the wrong side of the street at times during the chase, Colclough said.

The four men in the car -- including Monge, Chavez, 21-year-old Alexandro Gomez, and an unidentified minor -- left the car while it was still moving, and a foot pursuit followed, Colclough said.

The four men were arrested at the scene, and the three adult suspects remained in custody this afternoon.

On Monday, prosecutors charged Chavez with participating in a criminal street gang, carrying a loaded firearm, and assault on a peace officer or firefighter. The assault charge could carry a prison sentence of more than a decade, Colclough said.

Monge and Gomez were each charged with participating in a criminal street gang, carrying a loaded firearm, and possessing a gun as a felon. Monge was also charged with evading a peace officer with wanton disregard for safety.

Colclough said he did not file charges on the minor and was unable to comment on his case.

The police officer who shot Chavez has worked for the Ontario Police Department for seven years, and was placed on three-day paid administrative leave following the incident, according to a police news release. The department has not named the officer.

Monge was arraigned via video this morning in West Valley Superior Court. He pleaded not guilty to the charges.

Gomez was set to be arraigned today but he declined to appear in court via video. He is set to appear in court Wednesday in person, Colclough said.
