FBI warrants target possible conspiracy, bribery allegations tied to SBIA
SAN BERNARDINO - The FBI is investigating allegations of conspiracy, bribery, money laundering, wire and mail fraud and theft of federal funds in connection with Wednesday's raid at San Bernardino International Airport, according to a federal search warrant.
Sources who received copies of the warrant on Wednesday and asked not to be identified confirmed the allegations. They also confirmed that investigators are hoping a truckload of documents seized during the raid will show a relationship between airport developer Scot Spencer and San Bernardino Mayor Pat Morris, airport director Donald L. Rogers, aviation director Bill Ingraham and assistant director Michael Burrows, among others.
Spencer did not return several phone calls seeking comment.
Morris, the only elected official named in the warrant, declined to comment on the warrants. In a written statement, he said the (San Bernardino International) Airport Authority board may have more to say on the issue during an emergency joint meeting Friday of the Airport Authority board and the Inland Valley Development Agency (IVDA).
Ovidiu Popescu, a Loma Linda City Councilman who is a member of the San Bernardino International Airport Authority board, said he couldn't comment on the allegations, and referred further comment to Karen Feld, the attorney representing the airport.
"I guess my only comment is that I'm surprised," said Popescu, who received a copy of the warrant on Wednesday.
Feld also declined comment. She said a public announcement may be made during the emergency meeting of the SBIAA and IVDA boards, scheduled for 4:30 p.m. Friday at Loma Linda City Hall, 25541 Barton Road., Loma Linda.

Mr. Spencer has two other "partners" in the games being played out at the SBIA for the past six years, and their names are T. Milford Harrison, and Greg Albert. I already have a court order for $16,500 against SCPA, and I'm still waiting on a federal judge's finding from a hearing held in Long Beach his past May 31th. Also, I have a complete time-line of Mr. Spencers activities since he was a teenager..!! Any comments are quit welcome..! As a resident of San Berdo I don't like it and the public comments at Wedrawthelines indicate the Cucamongans dont like it either.
