Penman: Law firm will never work for city again
City Attorney James F. Penman responded to growing concern over whether Riverside-law firm Gresham Savage Nolan & Tilden worked for free on behalf of former Mayor Evlyn Wilcox when she sued to strike language from two candidates' - including Penman's opponent - ballot statements.
Penman said the firm will never work for the city again, but they have worked for the city in the past.
The firm has failed to respond to daily calls for comment.
It appears more likely than ever that the firm worked for Wilcox for free, but Penman insists it has nothing to do with its relationship with him or the city.

Curious how Penman feels it necessary to issue a statement that the law firm won't be used again for city business. Maybe more digging needs to be done to see if there has been a "quid qou pro" relationship between the two.
Jim Penman selected Marianne Milligan to be his successor, in the event he was to have won his race for mayor. This astute man did not determine the circumstances surrounding her tenure in Costa Mesa City Attorney’s Office to be detrimental or derogatory. He has access to means of delving beyond our reach and found her worthy. I am not interested in second-guessing him on this matter as my abilities to investigate anyone are inferior to those of Jim, infamous for his use of investigators to “check up on” just about all of us with our necks out.
One of our mutual friends shared with me this year neighbors canvassed in a campaign to dig up dirt for no greater offense than being president of a neighborhood cluster association! I hoped that had stopped years ago, when he had them check on me for the purchase of a property. It is a practice I find despicable. I abhor the abuse of authority.
So many people naively look up to those in elected offices with misplaced respect, wonder and awe. It is sad to know they are incorrect in their assumptions that these people held to a higher standard are cut from a higher caliber cloth than the masses. It is even sadder to see the sanctimonious attitude and distain for touching anything in meeting halls.
I am referring to a recent meeting I attended with Jim and others present. It was readily apparent Jim either has become a germaphobic or above acting like a normal human in the perfectly sanitary but humble meeting space. The grimace he forced a pasted smile on was easy to see. Moreover, it did not ever reach his eyes. There was a noticeable hesitancy before agreeing to shake hands with the few that sought that from him at the end.
Jim has not helped the quality of life in San Bernardino by tearing down properties more efficiently rehabilitated with EDA funds. The forced dislocated tenants of these properties are abiding in areas where neither they nor their neighbors are content. Nobody wants to be looked down the nose at. Nobody wants to have a different lifestyle imposed. I am writing of the disparity between the relocated unemployed and their employed new neighbors. On the one hand, the party people lack the civic pride and social skills to be good neighbors. On the other hand, the residents of homes maintained with attention to detail through the wages they earn are frustrated with raucous new neighbors keeping them awake with music and scandalous behaviors.
Then, there is the importation of shootings to previously sedate enclaves now housing this and that person no longer able to stay in one of the places Penman had destroyed. Quickly, these transplants to our better pockets in town bring their cadre of acquaintances and before you know it, the neighborhood has gone to pot in the literal and figurative sense.
This also adds a strain on SBPD. It is much easier to focus intensity on a small geographic area where the known 10-90%ers live than to spread them out all over town effectively creating new territories for the gangsters to subdue and terrorize as units race this way and that, crisscrossing town from call to call for service.
The consequence to the city as a whole is detrimental with regard to property values, too. Instead of allowing a pocket of San Bernardino to be the low rent part of town, Jim seems determined to pepper every part of this town with bad seeds, as though he were San Bernardino’s Iago in some Machiavellian social experiment gone terribly wrong.
I would be more comfortable with this aspect of his service were he to implement EDA funds for rehabilitating the housing stock in blighted areas, thereby providing a boon to the city on many levels. It is as though Jim is a loose canon and the people he scoops up at this abated property and that are his fodder shot indiscriminately across town to land where they may. The worst part is that they then spread the blight like the urban contagion it is to theretofore-fine sections of town.
