SignGate: Jim Morris working hard against Penman
The Sun reported this week that former Councilman Frank Schnetz illegally posted Marianne Milligan campaign signs at a vacant gas station on 30th and E Streets ...
The underplayed detail was Schnetz's accomplice, none other than Mayor Pat Morris' son and Chief of Staff Jim Morris.
Morris confirmed for this reporter on Friday that he has spent part of his recent Sunday afternoon out posting signs (illegally, it would turn out), with Schnetz. Morris told this reporter that he was exercising First Amendment rights during his off-time.
The illegality of the incident may have been an honest mistake. The site had approved Morris and friends political signs over the years, so Morris and Schnetz probably just assumed this would still be friendly territory.
Instead, an ownership change has occurred. Officials with the corporation that own the site told this reporter Friday that only Jim Penman and Wendy McCammack signs were welcome on their property.
What is really interesting here is the vision of Jim Morris working hard on a hot day to put an end to the Jim Penman era. Morris' long, grueling days, for which he does not even draw a salary, are well known. The man works hard. Sundays would presumably be a day for rest and relaxation with the family.
Instead, no effort seems too much when the prize is a Jim Penman-free City Hall.
It may furthermore seem that posting sloganeering campaign signs for a candidate, Milligan, would be a task just a bit mundane, even amateurish, for an Ivy League educated former county lawyer like Morris.
Apparently not.
Morris' deep revulsion for Penman has been evident for years. He played a role in a failed city measure a few years ago that attempted to make Penman's office an appointed position, a sure-fire way of ending the city attorney's now two-decade reign.
But this latest faux pas has become fodder for Penman supporters. Not only were Morris and Schnetz caught posting signs illegally, they were posting signs for the candidate whose job it currently is to make sure signs aren't posted illegally. Milligan is the deputy code enforcement director, and she's running to be the city's top legal official.
"You have an absolutely ludicrous situation going on here," Penman said, maybe just a hint of glee in his voice.
"You've got the mayors son and chief of staff out there with some developer (Schnetz) breaking the municipal codes in support of a candidate who if she wins will have to prosecute people who violate the municipal code," Penman said. "These are the actions of a desperate campaign," Penman added.
In perspective, this may not be that egregious of a situation. Remember, all indications are that this was an honest mistake in which Morris was posting signs at a place that had long been a spot for anyone in the Morris camp.
But again, it is a bit embarrassing - and a new talking point for Penman - that this whole silly episode went down.




If I were Jim Morris' very pregnant wife I certainly would have preferred him to be spending the afternoon at home with me!
This IS a silly episode. I am still waiting to hear what Mr. Penman's plans are for the real issues facing San Bernardino instead of where Ms. Milligan's posters are being placed. The City is facing huge problems and issues and I have yet to hear from Mr. Penman what he is going to do about them. I am so tired of his trying to win by messing with his opponent. Remember, he has been in office for 20 years...are things really better?
Fortunately for us, The Morris Family is a fine example of magnanimous San Bernardinians, leading and teaching by example, setting the bar, passing the bar, and indefatigably surpassing observers' expectations.
As was impartially reported, Chief of Staff Jim Morris was out in the heat, toiling in good faith toward attaining a brighter future for himself, his wife, his unborn child and us all. Another published observation was that assumptions Jim Morris would more likely decide to relax indoors during his scant free time proved by his actions to be erroneous. That may appear to be more of a subconscious commentary about the writer than a factual contribution to the article. There is no dispute that Jim Morris invested his free time in manual labor for the greater good while others languished in air-conditioned comfort.
Though Jim Morris appear a form of Superman to some, he is human and therefore prone to commit errors like us all. Accept that. We all make mistakes. Impartial investigation has revealed that the one location in this, the county seat of the largest county in out nation, where political signage was reported by Jim Penman as misplaced had historically permitted the signs be placed there. This was no act of subterfuge, with Jim Morris deliberately placing the sign in a location that would antagonize ownership. The same article plainly states, despite years of allowance for their signs’ placements, acknowledged scant time allocated toward attaining telephonic confirmation of continuing permission to place the signs invested prior to installation. WOW!
Are you really capturing the essence of this? Here is one corner of one intersection in our sprawled town with granted repeated permissions for placement of your signs. It is hot. You are overworked and underpaid. Your wife is about to make you a father. It is the day with time you can claim for unwinding. Elections are impending. You are civic-minded. Do you run out quickly to slap up some signs in the familiar places before heading back into the shade? No. Do you determine such menial tasks beneath you as an attorney? No. If you are Jim Morris, you proceed impeccably by calling to confirm placement of signs remains granted. Only then do you finalize your efforts with the placement of the sign.
The clerical staff person on the phone, unintentionally causing problems by trying to be expeditious through “rubber-stamping” the request for sign placement in a usual location is really the problem here. Had a moment been taken to confirm that the location remained under the employer’s authority, this thread wouldn’t exist ~ and Jim Penman would still be wearing out brakes and cell phones, start ’n’ stop driving from one legally placed Marianne Milligan City Attorney sign to the next, without results.
There are those who would agree with the inference of first to comment on this thread, that if egocentristic isn’t where it’s at, it’s where it should be at. That is unfortunate. Magnanimity is a quality our species would benefit from cultivating more. Jim Morris, unlike Jim Penman, is a fine example of Best Practices. We would all do well to emulate his example, learned from his parents and on display for us all to better ourselves by, or, to ignore while turning back to the TV, snacks and stifling but familiar status quo.
Believing that what is most comfortable for you and those in your immediate sphere is what is most important is very small-minded and counterproductive to the whole. Each of us turning out to lend the assistance we are capable of toward bettering things – (yes, even when you could use a pregnant wife, heat wave, or any number of other excuses to slip into the cool and anonymous cocoon of lackadaisical divesture from this great opportunity bestowed upon us all: The Ability To Add Toward Any Aspect of Earth’s Betterment) – is what allows mankind to continually improve upon our lot in life.
By turning out during his free Sunday time, and by attending to protocol rather than rushing the details of the job, Jim Morris, as his family has done for decades, provided another opportunity for us all to learn by example how we should strive toward living our lives.
Job: Well Done!
As for the ways Jim Penman has decided to fritter his highly paid time away: I consciously invest in the positive and productive; I will not spend any of my life’s time enumerating the errors I perceive in his ways. That is not to say I prefer others refrain as well; if it is what you feel called to contribute, bring it on! I would love to read more on this and hope to one day read something, anything, addressing the issues of the City Attorney race. I have had enough with the desperate and pathetic clawing for any flimsy and easily unveiled rouse to sway voters with craftily manipulated emotion rather than attentively addressed intellect. Let us have some presentations of the issues as seen by our incumbent! Obviously, Jim Penman has time to do many other quite sophomoric antics to keep in the media ~ “Any press is good press”, Good, bad or indifferent, as long as they spell my name right!” ~ I ask he devote some of that time to preparing a presentation for the electorate, soon.

The gift that was given to this green recruit was one that was to keep her in the City until election time. The job she was given could have been used to place two code compliance officers in the street. That would have been truly effective, instead, the Mayor and his son hanging on his coattails elected to giveaway taxpayer money to keep this person hanging on until she was unveiled to the public.
If this inexperienced person should ever be placed in any office, or kept in the office she is in, look for more faux pas to come. Of course, in the Code compliance gift position, her mistakes would be kept under wraps. If by some act of God, or a miscount of election paper forms, she should be elected, there would be no mistakes aired because of her mentor intervening for anything she would ever be accountable for. Of course, if elected, she would be completely out of the picture unless the Morris camp wanted her to come out for a public appearance to watch her say “uh, huh, Mayor”

This is obviously a pro illegal advocate that does not understand that I l l e g a l means not legal. We can all cite many wonderful examples of the work that many outstanding illegal non citizens perform. They do this to advance the cause of their families the majority of the time, however, what message are we giving to the blogger’s family who may live out of our country and would like to come in. Would that blogger that is so insistent that the trespasses of the Milligan recruit be quashed because of her campaigner’s family values? Would this blogger advocate that her family out side the country break the law? What part of I l l e g a l does she not understand? How many of these “oopsies” would Milligan get if elected? She could not control her illegal over- exuberance in illegally misstating facts in her beginning campaign fodder. She then violated the rules and laws in place at the very Code Compliance position she was given as a gift from the Morris camp. Does it give anyone any indication of what occurred in the Orange County City that cites she was the principal reason in their loss of $750,000, and the dissolution of the City Attorney’s office in that city also? Come on now, what is in the Morris camp up to? They obviously want a rubber stamp that will not challenge any shenanigans in our City’s future. Our duty as informed citizens is to support our City guardian and gatekeeper Jim Penman, our legally elected City Attorney. Let’s not give away the farm to sob stories concocted to excuse bad and illegal behavior on the part of the Mayor’s camp.

They’d been placing signs there for YEARS with permission. Even so, instead of assuming it was still OK as always, they called to confirm and were given the A-OK by someone who obviously didn’t stop to see the holding was no longer of the employer. A simple check and the response of, “Sorry, we no longer own that land” would have made this a non-issue.
Really, in the great scheme of things, isn’t the placement on ONE SIGN in all the vastness of the county seat of the largest county in the nation a non-issue any way?
From my perspective, the only issue is highly paid Jim Penman conducting campaign business on taxpayer time. If he feels investigating the placement of every MARIANNE MILLIGAN CITY ATTORNEY sign possible while on the clock is OK, there’s something wrong of far greater proportion than an office worker mistakenly giving out routine permission for property no longer under the employer’s control.

Then, I was going to call CC at City Hall and let them know they could save the manpower, I’d already done it for them, like I do graffiti paint-outs and weed abatements and so many other things to lessen the load for them. But, before I was out the door, the property owner had already taken care of removing them – at no cost to the city. It’s over already. Move on.

Of course, she had already added to her years of municipal law experience, attained immediately upon graduating as a far superior lawyer than Jim Penman, as inferred by his refusal to reveal his own ranking from the same school of law, and had already received the benefit of grooming for the position of SAN BERNARDINO CITY ATTORNEY by none other than Jim Penman himself, before his wishes and those of the people were found to be on completely opposite ends of the ballot. For the record, my family lives in San Bernardino and contributes richly to our city in many arenas. My eldest is preparing to join Native Sons of The Golden State and her sibling will join her when old enough. I, like 100% of my immediate family members, was born in The Greatest Nation on Earth, the United States of America. That said, I have extended family members from generations prior to my birth and their subsequent generations living in their ancestral land (Europe, not Mexico, Central, or South America). They have visited us in the U S of A with proper passports and visas and we have visited them similarly. Being professionals, they lack for nothing and happily return to their family homes and summer estates at the conclusion of their visits here. Though I fail to see how your mind has gone to this, I am accommodating you by addressing the issue. My family and I come and go as we like, legally and comfortably. Uh, thank you for your concern? My uncle being a retired life-long deputy sheriff and myself being a life-long law enforcement volunteer (since 1975 anyway), my retired aunt overseas having been a life-long kindergarten teacher, both my uncles overseas having been architects before retirement, all my cousins being quite well-traveled and successful and myself and my family being quite well traveled, I fail to see how you could even brooch the question, Joe. The task of trying to find irrefutable proof – or ANY proof – for the wild assumptions you state as fact may end up being the process that removes the band from around your eyes, allowing you to finally see the folly of your assertions and the absurdity of some of your writings.

Jim Penman the city attorney is one aspect, Jim Penman the candidate is another. Jim Penman the twice divorced and thrice married man is another. Jim Penman The Terror of City Hall’s Halls is another… We all have many facets, Joe. Nobody has failed to support the office of city attorney, Joe. What has failed miserably are Jim Penman’s campaigns. It was a sled ride for Jim Penman to “win” in prior elections. It was him or nobody, after all. The problems arise when informed citizens are given a choice at the polls because in every instance, Jim Penman loses – by very wide margins – a wide three-to-one margin in his most recent tally, when trying for the office of mayor.
“Guardian & Gatekeeper” are NOT in the job description of city attorney, Joe. Have you bothered to read that, yet, or do I need to send you a link for that, too?

The mayor’s NOT running for office this time around ~ he already ran with Jim Penman and beat him fair & square with a 3:1 margin in his favor.
The “sob stories”, if that’s what you want to callously refer to them as, are from NUMEROUS VICTIMS of Jim Penman’s ILLEGAL sign placements.
It is noteworthy that these victims only came forward AFTER Jim Penman made such a racket over ONE carefully permitted location that received signage after CAREFUL attention to detail by the campaign volunteers, but unfortunately obsolete permission from the prior property owner’s employee.

I don’t know where you and the Ortiz clan cohorts find the time to send out such messy and nonsensical ramblings. If you’d touch on an issue – any issue – that’d be a welcome respite from these other posts that are pleasing in that they serve to show the SBNow Blog readers just what the caliber of Jim Penman supporter is like – just what the mentalities of the people inside any homes with his signs out front are like – I can imagine someone duped into placing a sign when attending one of the meetings for newcomers to the local political scene recently with half a brain or better reading this and zipping outside to remove the yard sign before being humiliatingly confused with people that write as disjointedly and baselessly as Penman’s Ortiz camp.
It is also noteworthy that Jim Penman is constantly heading out to meet the doe-eyed newcomers to San Bernardino politics ~ What does a neighborhood meeting have to do with the job of city attorney? Nothing! He’s there to politic, pure and simple. Speaking of pure: 99.9% of the old-timers have his number and know the poison he is to our town and far more than half the people who vote in this town are VERY PLEASED to be preparing to show him the door in scarcely over a month from now.
By the way, the posts from your “camp” as you call it, really aren’t substantive in the least. I only took the time to reply so there’s an easy to follow and concise rebuttal to each part of your 3-post/page entry.
Lastly, don’t worry about the SIZE so much, it’s the CONTENT that counts, and yours, even if spread over 3 individual entries on one reply to a thread here, have none.

Susana Atanasova ~ A first-time blogger, as I shared when making my first post here. I wasn’t even aware that there were professional bloggers until your camp mentioned that.
Now that Ms. Atanasova has concluded that she might find some type of career (as a professional blogger) she is giving it her "all"; probably too much of her “all” in reality. Unfortunately for the rest of us, we have to ignore these long and senseless entries, and continue scrolling down past the absurd excuses she creates to view the rest of the blog. I only hope this new career endeavor isn't like her attempts at community activist, or master gardener. You and your friend need to realize that your use of topiaries is crime……
If you are going to pursue this as a career, take an etiquette course – caps means yelling and we don’t need to hear you yelling “Milligan for City Attorney” any more. We get the idea that you are being a good, little soldier and reiterating what you are told.
The citizens of San Bernardino are capable of deciding who to vote for in the City Attorney’s race without reading a novella by you on the sainthood and martyrdom of the Morris family, who by the way are Presbyterian, not Catholic. This isn’t a fairy tale starring Jim Penman as the “Big Bad Wolf”. Vote for Marianne Milligan if you want, however Joe Ortiz is entitled to his opinion. I am sure response this will now label me as a “cohort” as well. Did you learn that word from Jerry or did he learn it from you?

1. I didn't even know there was such a thing as a "professional blogger" until I read that, as I said above.
2. I enjoy my community betterment activities, that's why I've continued doing them all my life, and I'm not a master gardener, yet ~ just someone who is on the waiting list to become one, and who arranges for master gardeners to come and speak at community meetings, one each season, so far.
3. I couldn't agree with you more about topiaries! That behemoth was planted in my front yard by uninvited and unannounced interlopers. I keep my gate carefully locked and the surveillance camera's covering all 4 sectors of the property precisely because of that incident.
4. I don't know, or care, who tells YOU what to do, but as for me and mine, we tell ourselves what to do. We believe in that being a fundamental around here. Who would "parrot"? We can't get our minds around that one,it just doesn't make sense to us.
5. Yeah, they are ~ you should know the meetings are held in the hall and I personally invited The Reverend Dr. Sandy Tice to attend, back while still being duped with the best of them. What's faith got to do with this? Do you suppose me to draw lines through populations based on that? Well, if so, again: WRONG.
6. I've posted her clearly stating that Jim has done some good things in the past. It's not about vilifying Jim, it's about getting the best candidate in office, don't you agree?

8. I remove the old sod and go through the whole process ~ new lawn, new paint job ~ every few years ~ it's appreciated in the neighborhood and I like doing it. My 50-year Elk Architectural Definition High Profile roofing job didn't get done between breakfast & 10:00 snack time either, but you've got to admit, the period of mess if worth the long-lasting results! It's really worth it, in my opinion, to go with the 50 year shingles when having your roof completely replaced from scratch ~ matching the garage adds to the look, too. I like it! But, what's this have to do with anything political?
9. My family and random other folk have tried to get me to write "less is more", but hey! This is what I do, just like what you do, is what you do. You don't hear me trying to mold you to my image of the ideal and you won't. We're all individuals. Can't you respect individuality?
