Clark campaign's new warrior: Judith Valles

City Clerk Rachel Clark has stuck to her message, despite the unrelenting pressure of Joseph Turner, who has ripped her career as "17 years of mismanagement."

The closest Clark has come to firing back is touting her office staff as "coureous to all people," a veiled swipe at Turner's past anti-illegal immigration activism.

But now Clark's campaign has bankrolled a barbed letter-writing campaign by former Mayor Judith Valles.

Valles, in a letter sent to thousands of voters last week, rips Turner on Clark's behalf as fueled by "hatred" and set to turn the city clerk's office into "a branch of the INS."

We have obtained the letter. Read an excerpt of this thought-provoking piece below ...

The letter from Valles, paid for by Friends of Rachel Clark, is addressed "Dear Neighbor." The first paragraph praises Clark for her "skills, professionalism, integrity" and "objectivity."

It's the second paragraph that gets hardcore. Here it is, verbatim:

"There is; however, another person who has declared his candidacy for this office. Where does this person come from ... who knows?? The only thing I know is that he has tried to be elected to other offices by catering to those that fear and have a strong dislike for immigrants.

The office of the city clerk is not a branch of the INS and her opponent should know that. I heard him speak and his racial overtones and hatred was divisive, damaging and disrespectful to those immigrant parents who raised us to be productive and contributing citizens to this country.

Join me in voting for Rachel Clark for city clerk. Thank You!

There it is. Clark has said publicly that she will only run on her record and not get caught in a tit-for-tat, ugly battle with the upstart Turner.

In candidate forums, she has done just that. This reporter has never heard Clark utter a public attack on Turner.

Valles' letter, however, is most certainly an attack. It was paid for by Clark's campaign. Whether Valles' letter has merit is not for this reporter to judge. That it is an attack on an opponent is an objective fact.

Would love to hear plenty of incisive commentary from our irrepressible SBNOW readership on this one.

The last person we need in City Hall is someone "divisive, damaging and disrespectful" to our parents, us, the people seeking to come build homes and do business in San Bernardino ~ not to mention the television viewers... I don't want to see San Bernardino City Council meetings' clips on UTube, making our town a laughing stock...
I'm not a Joseph Turner hater. Joe's an articulate human being ~ there IS a place for him ~ it just isn't San Bernardino's Office of City Clerk.
Anyone watching the video of this week's forum between Rachel & Joe saw for themselves: Joe doesn't even know how many employees are under the management of City Clerk Rachel Clark. How can a person claim to be a serious candidate and not even know the most basic details of the position? Specifically, Joe didn't know if there is one, or are more than one investigator to get the job done in Office of City Clerk. How could he possibly devise a specific plan of action without specifics to plan his actions with? Or, as was implied by Joe elsewhere in this blog, is Joe under the assumption (erroneous), that candidates seek office first and come up with plans for what to do later? Actually, Joe was, in part, defending himself for not knowing about the office of city clerk by saying he would learn that stuff after being elected. This is no joke. I now see how highly unbelievable this is... Let me find the link to it for you...

This town ~ this WORLD ~ is FULL of candidates and officials that chuckle at the mention of running for an office without a plan of attack for the problems in place, and the benefits to be obtained. I
I'll take Rachel Clark's PROVEN track record of licensing 2,000 newly located rentals last year ~ and generating almost $200,000.00 in the act, over Joe's generalities and use of the term, in the televised forum - for all to see - of "fancy smancy" in reference to SB getting modern software to keep up with the times. He casts aspersions upon modernization of City Hall, then, admits he doesn't even know how many warm bodies he'd have for getting things done with.
Well, to end on a positive note: At least Joe's over here, away from our troops in danger's path, where that kind of non-planning could get people killed.
And, on an even more positive note: Rachel Clark has consented to serve us for another term as City Clerk. We are all VERY fortunate in that regard!

It also shows that she isn't paying attention. The other person (Mr. Turner) running, for City Clerk, has stated where he came from, more than once.

The accusation that "he" has catered "to those that fear and have a strong dislike for immigrants." is also not true, in fact it's an outright lie! It's the rule of law that Mr. Turner supports, which has nothing to do with legal immigrants. It does have a lot to do with illegal aliens! My advice to Mrs. Smith (Valles) is for her to do some research on the effects of illegal immigration on our city, state and country. Illegal immigration, in Los Angeles County, has cost over $1 billion per year, that's not counting education! What has it cost San Bernardino County, or our city? Does anyone care, besides Mr. Turner, and myself?

Each initial with colon is lined on the right margin. It was an effort...
This is my first blogging... I'm trying to find some time to learn to do it "by the rules"... the Election Day deadline fast approaching consumes time for that though.

I'll take your closing statement to mean you aren't eager for me to volunteer for you on anything. OK by me. Others have other opinions. We're all individuals.

Don't let his money buy this election and our voice.

I hope that every time you applied for a job, you went into the building and took an efficient inventory of every available resource before you went to the interview, otherwise, how would you know if you would know what you were doing if you got the job. Who cares how many people the city clerk has at her disposal? You don't have to tear apart that engine to figure out that it's not running.

You are right that Turner is articulate, but you forgot to mention passionate, intelligent, innovative and honorable.

By the way, I would love for good old Mayor Judy to elaborate on any specific instance that she heard Turner speak at. In my experience seeing Mayor Judy at public appearances not concerning her beloved arts on fifth, she was out before the end of the national anthem.

God forbid that we elect somebody that doesn't ally themselves with bleeding heart academia types that sit outside the window commenting on how dirty the house is. Why don't you get your butt in there and do the dishes? Sorry, I forgot your planting trees. Thanks for your effort, but let's look at the big picture.

Right now 150,000 American men and women are in harms way and whether you agree with their efforts or not, you have to respect their sacrifice. I hope that you are sending care packages them and not just spending your spare time serving hot dogs to felons.

Sorry, I tried to write as much as I could, but I just couldn't ramble my post into a full fledged dissertation.

I'll be offering the refreshments in the lobby, at the intermission - when the candidates change on the dias. Pop out to stretch your legs, have a bottle of water (Also, 100% FREE), have a wholesome snack or two and use the facilities, if desired, then, head back in for the second hour of the forum ~ it should go from 7PM - 9PM each evening, just as the others did.
Oh! A difference in this forum is that the candidates will NOT be provided the questions ahead of time ~ we will be pulling them out of a container right there, live, on TV. I've always felt that provides for a more spontaneous response and truer sense of where the candidate is at on any given topic. Which format do you prefer for the forums?
For me, this is just another of my many local community betterment volunteer activities... what are you up to?

The regular readers of this blog have yet to see someone who can "ramble" like Susana. Don't try.....besides these "rambles" don't make much sense, and rarely stay on topic.....like this one - who cares about refreshments at the Candidate Forums? The attendees are there to hear the candidate’s discussion on the topics. (It is past season for summer garden parties, Susana.)

Susana’s belief is that SHE is the only person in the entire city that is capable of community service (even if it is planting trees and serving refreshments - reference the “What are you up to? statement).

It is a shame that Joseph Turner was involved in the immigration issue, and it is following his candidacy for City Clerk. He definitely has some progressive ideas, and it does sound like Rachel Clark did drop the ball on certain duties. I found the “Pamphlets, I have Pamphlets” comment in another post amusing. Instead of focusing on gathering uncollected revenue (that this city desperately needs), she is flashing documentation her department created (years ago I would imagine if the EDA has revised it).

If Mayor Valles had focused on something other than “the Arts” and Norton Air Force Base, this city would be better off and we wouldn’t be wondering what to do about parolees, Measure Z tax revenues, and the crime rate.

Ms. Clark keeps saying that she is going to keep this about the issues but her campaign pays for the Valles flyer that smears Joseph Turner. That makes me think twice about voting for her (which I was planning to do), integrity is important and that isn’t displaying it. It doesn’t matter who said it……who paid for it to reach our homes?

Official Sex Predator Guide – mailed to San Bernardino residents by Friends of Joe Turner. Mr. Turner and his cronies must really think the folks in San Bernardino are dumber that doorknobs if he thinks they will believe everything he has included in this document. Right off the bat, on the front cover, he lists a blatant lie. The address at 3981 Genevieve Street is licensed and has been since prior to 1985; however, it is an apartment and is listed under the address of 3969-81 Genevieve. The residents are family members of Mr. Arrey, but he does not reside at that address.
At least three times he indicates that he is Joseph Turner San Bernardino City Clerk. OOPS – He just conveniently forgot to put in the word "for" prior to the words, "San Bernardino City Clerk." I can’t help but wonder whether the printing company that did his printing for him didn’t notice this blatant lack of integrity, but birds of a feather stick together.

Rick Lawhead, President, San Bernardino Police Officers Association, is quoted as saying " . . . he is the only candidate for City Clerk with a real plan to tackle the true source of our crime problems." And if this is the kind of investigation he does prior to running these folks out of their homes, we should have a few more lawsuits to keep our attorney’s office busy.

Last, but not least, his attempt to convince people that he was endorsed by The Sun newspaper was nothing more than pathetic. Everyone who reads the paper knows The Sun endorsed Rachel Clark for City Clerk. In fact, what The Sun said was that "It’s no place for the political extremism of Turner . . . City Clerk is a technical, bureaucratic position that requires attention to administrative detail and complete fairness above all else."

All I can say is Mr. Turner and the Police Officer’s Association must be feeling desperate, that they don’t even care that people will actually check out their facts and see their outrageous duplicity and lack of integrity. Or, they are actually intimating that the residents of San Bernardino are so dumb and ill informed, that no one would notice these facts? Either way, I can only hope that the citizens of this city see Mr. Turner for what he really is and vote on November 6 for Rachel Clark for City Clerk.

This may be a little unrelated, but not really. For an organization who is supposed to be upholding the law it just blows my mind that these officers are selling their t-shirts out of their cars in the Police Dept. parking lot. In San Bernardino transient merchants are not allowed - Mr. Penman was always after the individuals selling flowers at the freeway off-ramps. Are they above the law????

EXACTLY!

Penman has developed a successful model after 20 years of running unopposed: Find a problem, spotlight it, campaign on it, repeat. And, please, NEVER solve it, because you may need to pull it out of your hat for the next election song & dance.
I remember when I used to be so gaga for Penman. I thought, "Wow! What a real go-getter!" Then, the years began to pass, and I noticed the pattern the benefit the passage of time provides: Penman revs his engine, as it were, against crime only right before an election, then, after the election: NOTHING. Repeat. Repeat. Repeat.
Oh, he'll come to your neighborhood group or service organization meeting. You can almost count on him to be there for those. But, why? What does he accomplish there? What service does he provide? None.
I recall the 1490 N. D Street issue of this past year. Those of us familiar to the workings of the world knew, the applicant was so far out of her league it was laughable. Still, the process is the process and it was allowed to continue.
A less informed member of the community lost sleep over the project. The City was tapped to provide charitable flyers in the thousands for this non-issue ~ everyone "in the know" knew what the outcome would be ~ there was no need to waste time & flyers on it, that's for sure.
Well, Jim Penman became ingratiated to the neighbors ~ all as well-meaning as they were clueless to the reality of the situation ~ and now, at election time, they see him as their savior in the matter and are stupidly voting for him. Stupid may be a strong term, but their basis for supporting his candidacy is misinformed, at best.
After much legwork for the distribution of flyers promoting meetings to rile up the neighborhood for nothing, the matter was heard by the commission.
I was there for it. It was the sole event in all this that really mattered. I wanted to be there myself to hear and see what I expected first-hand. I was most certainly NOT disappointed. The applicant for the 1490 N. D Street multi-bed facility was so very woefully ill-prepared to take this leap up from running her successful small facilities to running a large one! It was a study on what NOT to do when testifying before a commission. You had to feel sorry for the people trying to take their business up a notch ~ they were beyond clueless.
So, they testified. They fell so flat on their faces there was not doubt that the commission would rule as those of us with a clue as to how things work after lifetimes of doing just this sort of thing knew it would go: APPLICATION DENIED.
I was standing along the back wall of the chambers, just to pop in and observe the part that mattered to me, then, I headed on to other affairs of the day.
People from the neighborhood took time from their busy schedules to be there for this ~ the fellow that shares his home with the gal that got all riled up over nothing was even there to read a prepared statement... all this time and effort wasted... it was sad to witness.
The applicant would have fallen, as the applicant did fall, just as surely had none of us been present and had no meetings taken place and had no schedules been disrupted to attend. Not to mention had the city not expended for the charitable provision of MANY flyers on color-coded paper for the whole pumping up of this non-issue.
I knew this. Others experienced in local community betterment knew this. You can rest most assured Penman knew this, too.
Still,instead of explaining to the gal run ragged from unnecessarily distributing flyers over & over in the area, Penman, knowing full well what the outcome would be, just like me and others, allowed the gal to go forward, stirring up emotions over something that was a foregone conclusion from the outset. Penman is cagey in that regard. He will disregard the best interests of the city (by not filling folk in that they are spinning their wheels on something that will provide their desired results without any input from them being required) and allow people to spend weeks, or months, advocating for something that is, unknown to them, but WELL-KNOWN to Penman and others, a done deal, just going through the pipeline to approval.
The inverse is also true. Penman will allow a neighborhood to seethe in turmoil over an issue, like the neighbors were wringing their hands over the 1490 N. D Street issue without need. Penman will watch unconcerned as they waste whole days, evenings after work, weekends, toiling in earnest toward a victory they feel (erroneously) that hangs in the balance. Oh-my-gosh-if-I-don't-pass-flyers-today-they-may-defeat-us! It's really pathetic to observe. But, what are you going to do? There are always issues people want, or want to quash. Sometimes, the outcome is as clear as rain. Those times, Penman is Johnny On The Spot ~ later remembered by these people as their savior, and the repay him with their votes at the polls.
With the passage of time, these people wake up. I am one of them that caught on after a couple of years of observing this cycle that is far more than coincidence with Penman. But, never fear! In a city the size of San Bernardino, there are ALWAYS issues in play ~ and it's a given that some percentage of them will always be the kind with the foregone conclusions, such as the 1490 N. D Street issue of this year.
In this manner, though his old supporters awaken and reject him, he is continually supplying himself/his campaign with a fresh batch of supporters.
What you are VERY hard-pressed to find among Penman supporters is a long-time supporter who isn't a part of the political machine of times past or present. Almost to a man, Penman's supporters are the neophytes of local politics, having met him during an issue they supported or opposed ~ an issue only Penman and others with a time-honored sense toward knowing the outcome of with very accurate predictions would be aware of ~ THESE are the people that vote for Penman, and later rue the day, embarrassed that, once upon a time, they were so new on the scene and gullible that they fell for his tactic.
Fortunately, the prior Penman supporter demographic is HUGE, and we share what we know with others, hoping through education to help them avoid making the same mistakes we ourselves made when in their shoes.
Unfortunately, Penman is very adept at leaving these people with a strong sense that, without him, the outcome would not have been the one sought by all.
But remember, it is always an outcome Penman and those of us who know what's what knew was coming anyway.
Penman doesn't take on anything but a sure bet.
In conclusion, if you have an issue on the municipal level and Penman shows up and says "fight for it", or, "fight against it", you can go straight home and resume your daily life. Without lifting a finger, or passing a flyer, the issue WILL, or WILL NOT succeed, as he indicates. By investing time and resources in these particular issues, you are only wasting your time and allowing yourself to be duped by Penman, as MANY have done before you.
That is NOT to say, if there is a municipal issue and Penman does NOT voice an opinion one way or another, there is no need to advocate tirelessly for or against it. The fact is, in the matters Penman declines to indicate a stance toward, they could go either way and your efforts COULD make a difference.
On all other matters, matters Penman takes a for or against stance on, you can rest most fully assured, without lifting a finger, that WILL be the outcome.
I hope this is clear to the reader. It is most fully clear to those who have lived it citywide.
