Debate moves forward
Penman says Milligan's statement to the newspaper was that she was demoted for poor performance.
He says that her former - ie. married - name stymied background checks he wanted to conduct. The name was Reger, he says.
By the time the debate was over, a beaming Penman would walk around chambers, gabbing with spectators, giving some up-close views of the prop he wielded during the debate, see below:
"There's no way we would have hired a person" who made false claims against her boss, Penman said.
"I think our city blew it on her background investigation." Draws applause.
Milligan: those statements don't even merit a response, and are untrue, Milligan said.
Staffing issues are important to the office.
Streamlining the office is a priority, she says.
"I do realize that with the current rate of development," we're hardpressed to keep up with that, in terms of the city attorney's office staffing levels compared to those of development services department.
Milligan seems rattled at this point, much more choppy in delivery than at the debate's outset.
"Assist in solving problems, not creating them," she says she would do as city attorney.

Milligan starts by thanking the chamber. She thanks residents. She says the race is important and urges votes.
She promises that she "will not get involved in policy decisions," and be nonpolitical and ethical.
"I will not run for district attorney or mayor, as my opponent has done," Milligan says.
She will provide nonpolitical legal advice, she says, drawing applause.
Penman says when the mayoral election was over he told Morris he would support him.
"It was a long walk in the parking lot," Penman says.
He says for 18 months he worked hard to help Morris.
When it came time for the city attorney's election, all of a sudden, he says, "I got a letter blasting me by the mayor."
He says he supports the mayor most of the time, other than on the parolee issue.
He says he got no response from the mayor to a recent question of what he could do to work more collaboratively.
"Integrity is the most important thing that we can have in the city attorney's office," Penman says.
He said the fact that a superior court judge ruled against Milligan was very disturbing. This draws applause.

Jim Penman’s opponent states that she will be non political and ethical in her capacity if elected. She is already mired in political favors to be paid back to the Mayor and his high roller contributors to her campaign. She is indebted to the person who glossed over her past record of destroying a man’s career and costing her former employer, Costa Mesa, $750,000 plus attorney’s fees. It did not end there even as her former boss was cleared of all allegations made by her when she went by the name of Marianne Reger. The Costa Mesa Daily Pilot, when Googled, provides a wealth of information about this sordid affair in her recent past. She is also indebted to the Mayor for her gift of a job in the Code Compliance Department. She is indebted to all the Mayor’s friends who contribute to her campaign. And still, she denies the complicity in the wake that she leaves behind her in anything she does. Many have struggled to cover up her inexcusable mistakes in breaking the law time after time just in the very minor beginning of her campaign. Yet she states that what the Daily Pilot in Costa Mesa reports is untrue. Even as the paper states that she did not sign off of payment to the man whose career she wrecked because she was unsure whether she was going to further participate in a lawsuit of her own. How kind of her to leave this man having to reissue the lawsuit that he had already won as he was cleared of all charges and allegations. How kind of her to be responsible for all the jobs lost in the dissolution of the Costa Mesa City Attorney’s Office. What has this Mayor Morris dredged up for us to put with just to get his jollies in playing Judge, Jury, and Executioner as he stumbles at the job of playing Mayor.
When asked to sign a waiver allowing the San Bernardino citizens to look at her past fair, good, or poor performance work records, she declined. What else does the Mayor’s designated recruit have to hide? Is this her meaning of integrity? Well, I suppose it is good enough for the Mayor in his vendetta against Jim Penman. Let’s not be complacent, get out and vote for Mr. Penman

I agree with Mr. Ortiz, vote for Penman. I went to the City Attorney debates tonight with an open mind, in the end integrity, experience and ability won out. Penman for City Attorney!! Millegan couldn't find her way out of a paper bag, let alone a court room. Whatever grudge the Mayor has against Penman is deep seeded. The Mayor forgets he is not in a court room and he can't hold people in contempt if they hsve s different opinion. The hostile work environment that the mayor has created for Mr. Penman to work in is wrong and illegal. Milligen is a lamb being led to slaughter. She should just bow out of the race gracefully so she doesn't keep embarassing herself. She could go br a defence attorney, where integrity can be bought by the almighty dollar. What is Pat's ultimate goal? To set baby Morris up after he retires? Baby Morris can't ride on Daddy's coat tails forever.

You know, Joe, the Mayor did not do MARIANNE MILLIGAN FOR CITY ATTORNEY and favors as far as employment goes. The employees of San Bernardino have something called "Human Resources & Personnel" that handle such matters, at least the preliminary parts of the process ~ and the continuing parts, too. This isn't the days of yore anymore, Joe; nepotism and favoritism have long been abolished. We've discussed this before, in other areas of SBNow Blog.
The Google Search Engine is our friend in this matter. It spells things out clearly for anyone with the time & inclination to read all about it. Thank you for providing that suggestion. I hope all seeing it avail themselves of the opportunity, so that there is further independent justification for them of my proclamation:

Read the Costa Mesa Daily Pilot for yourself. Marianne Reger should not be elected to City Attorney, rather be investigated by the Bar for her actions. JIM PENMAN IS THE ONLY CHOICE FOR CITY ATTORNEY!!!!!!!!

What I find amazing is that an ATTORNEY who is named as a defendant in a legal suit would SIGN settlement paperwork but not know what the settlement was about. This sounds more like selective memory, someone who doesn't want the facts of this debacle revealed to the voters, or a incompentent attorney. Personally, I can not vote for someone who isn't willing to take ownership of their actions. Integrity is important and I'm not seeing it in this candidate.
Prior to this debate I had an open mind as to who to vote for, however after watching the debate I know that Jim Penman is the best qualified candiate for this position. This city does not need a repeat of Costa Mesa. Also, with all of the problems in San Bernardino (which in my opinion can not be laid at Penman's feet - how is he responsible for the crime rate? Isn't that under the auspices of Chief Bildt and Mayor Morris) we don't need to be training a new City Attorney.
If her current job performance in Code Enforcement is any indicator of how the City Attorney's office will be run under her tenure I am extremely concerned what will happen to our property values.
Penman provides a balance of power to the crowd at City Hall. This is a democracy, and checks and balances are needed.

Susana, the Mayor, did in fact, create the job Marianne is in now, for Marianne. The job did not exist until she was demoted from the City Attorney's office where Glen Baude and the Mayor got together and said, now is our chance to get rid of the watchdog who watches our every "illegal" or at least questionable move. Unfortunately it is the City Manager's job to decide that a change to the employment app is needed. A place where you would list "under what other name have you held previous employment" for instance is NOT on the City's app. How convenient. Would you hire someone that you knew was involved in a costly lawsuit in another city where the taxpayers footed a million dollar bill because of Marianne? Then the whole department lost their jobs, and then the city spent double on outside legal fees? How is any of that GOOD! Get a grip. Get some of your own sanity, quick. Unless you expect to pay more taxes very soon, make the only choice possible. And by the way, she IS in charge of Code right now, and this town looks worse than ever. If that is still your choice than do all of us taxpayers a favor and MOVE!

San Bernardino is fortunate to have Marianne Milligan here, where she has initiated an innovative program, proven successful in another state suffering from similar problems as ours.
Thanks to Marianne Milligan being awake at the wheel and alert to anything that may help us get out of this long low rut we've been stagnating and deteriorating in, we now have TEN NEW CODE COMPLIANCE INSPECTOR POSITIONS ON THE STREETS, inspecting & reporting violations ~ TEN!
What's the cost to SB?
THEY ARE ALL UNPAID VOLUNTEERS!
Today, I personally went and reviewed the results of one such inspection, at the request of the homeowner:
"Yard & Paint, well maintained";
Shopping cart beside home needs removal;
New Windows need to be checked for proper permits;
New Wrought Iron fencing needs to be checked for proper permits".
The compliment was a nice touch, similar to when patrol officers compliment good drivers and was appreciated.
The shopping cart was left there by someone while the teacher was in class and called in to the store many blocks away for removal.
The windows & fence were found to have proper permits in order, with the homeowner showing me her personal photocopy of them.
Such detailed, house by house, block by block inspections are taking place throughout SB, thanks to Marianne Milligan bringing this program to town to end the YEARS of "we have a 6 week backlog" to respond to residents acting as compliance officer reporters of observed violations.
If this is what Marianne Milligan hits the ground running with in Code, imagine the progress she'll make in her area of expertise!
Why didn't Jim Penman think to bring this program? Oops, asleep at the wheel, again...
Jim needs to be allowed to go home and take a nap, MARIANNE MILLIGAN FOR CITY ATTORNEY ~ THE ONLY SANE CHOICE ~ NOT THE SAME OLD CHOICE!
She's already brought TEN CODE COMPLIANCE POSITIONS TO THE STREETS OF SB AT NO COST!

Stop the presses. I have an idea. ELECT JIM PENMAN for CITY ATTORNEY and save the city $750,000.00 to a cool million. We could;
- finally pay Jim Morris a salary so he can stop getting an allowance from Daddy ( he can keep the ball tickets)
-let Pat wear hise robe to meetings so he can make believe we live in a monarchy
- hire a new Deputy City Attorney for Henry
- hire Bildt a few more Police Officers
- give Rikke a copy of the 911 tapes (with Penman in office the city will win in court anyway)
-send fantastic four to counseling so they can effectively council
- get Milligan another make over, red just isn't her color (reminds us of the beating she took at the debate)
- pay SA a stipen to stop blogging.
There all the problems are fixed and everyone gets a piece of the pie. I'll take mine a la mode.......

You forgot to mention the t-shirts..... We could have the "unsub" officer set up shop across from the Police Department. That way he can make a little money on the side and do community service hours handing out methadone.
These t-shirts are merely the precursor to the real brain child...that is, T-shirts that say, "I'm a Parole from ________ county. The parolee fills in the blank so we know who to "profile". Parolee population goes down, crime goes down and everyone is a winner. I'm sure we could squueze $20,000.00 out the million saved to buy these t-shirts by NOT electing Milligin.

Marianne Milligan did not get "ten new code enforcement officers" as the previous post seems to say. The volunteer program was in the works well before Marianne was hired to work in Code. Supervising Code Officer Robert Houts was the one who drafted the program and now Marianne came in and is taking the credit!

"Pamphlets, I got Pamphlets".. theses are the words I heard being shelled like a Carney at some side show at a carnival.. only it was coming from our Elected City Clerk expounding one of her greatest achievements in the past 17 years during a recent debate.. And, as I see it that is about what this coming election has come down to.. with the Mayor of this city on the phone, by way of a recording, calling residents telling them why he wants the present City Attorney out and his choice in... This being the same Mayor who says any and all efforts coming from him while in office are spent 24/7 only at working for all the citizens of this city of San Bernardino, Ca.
Well folks, getting down to reality.. the Mayor already has control of the majority of the City Council of San Bernardino, Ca .. And, has since the day he took office... That's right! Since the day Pat Morris took office as Mayor of this City he has controlled which direction ANY vote was or is going to end up and will be vote in when it comes to policy..
that in reality should be set by the City Council. But, that is just the way it is, period!
Now, if and when you get the chance.. perhaps you might look around and see what the Mayor has done for you, personally, and for your family and friends and this City.
The Mayor says he has a report from the FBI that says crime has gone down. Who gave them, the FBI, the facts to prove such this? The reason I ask is those that live and work here and the ones that are victims know that not to be the truth. Actual crime is up and arrests are down.
But, so what? Who cares?
Yes, we have two standards in this city.. a Home Depot near Baseline.. where day laborers are allowed to hang around without any problem.. and 6 miles away (up scale to the south) at Hospitality Lane where NO day laborers are allowed to hang around, at all, period!
We are going after flop houses for parolees and sexual predators.. but leaving alone those that confine large masses of illegal aliens ... Seems all these destroy the property values of the home owners and bring blight and danger to the neighborhood. But, then there is a double standard, right that just can't be talked about here in this City because it touches a place called the voting boxes.
Now, as far as debates and new Council people and Clerks and Attorneys, etc..
having to do with businesses moving here.. if there happen to be a big named business interested in moving this way chances are they will be treated like kings and queens the moment they walk into city hall to apply for any license..
but, LOOK OUT if you happen to be a local resident citizen! Regardless of how many hoops you jump through you are going to find out that 'welcome' is not exactly a word used on your behalf. So, who care, huh?
I viewed and listen as the debates rolled on and on.. and heard how other parts of the city needed attention long before anything really needed to be accomplished with the downtown area. The one place that tells the World more or less what the rest of the city is about.. Like it or not.. that is the way it is.. and that is the truth.. regardless of whether you have a park or ranches or a golf course somewhere else around the city.. the downtown area speaks about all the city's people for old to young. And, about the only thing I can tell you that I know of that the MAYOR did for the downtown area since he's been in office was attempt to keep the Large AMERICAN FLAG from being flown at City Hall.
There was something about $24 Million dollars being spent to tear down a couple of liquor stores to get rid of vagrants or whatever... well, at least it did get rid of the buildings. The rest just hid in the shadows and they're back.. if they ever left?
Now, for the good news! Seems the weather man is reporting there is a small possibility of rain. Could be that some of the dust and pollution on the streets may get washed away for a little while. Lets hope!

Please accept my apologies for not attending to this sooner. With the 150 trees I'm planting at 3 city libraries, 4 city parks and 5 contiguous blocks of Mt. View median, from Marshall to Parkdale this Make-A-Difference Day, I'd forgotten you need a thesaurus until in the middle of other activities today. I have purchased one for you today and hope you will make a fieldtrip to the beautiful new Sun campus to collect it.
I had already left the Sun campus area when making the purchase, so it'll be a couple of days before I am back over there to drop it off. I will leave you a post here when I have dropped it off. Thank you for the opportunity to be of benefit to your life. It is my pleasure to be of service.
You know, one of my most enjoyable pursuits is the promotion of literacy. Several years ago, in the mid 1990's, Rio Vista Elementary School's library, serving 700 K-5 students, was closed. I stepped forward and served as full-time librarian all year, prepared the school's first yearbook in many years, started the school's first Girl Scouts of America troop, served on MANY committees and etcetera. It was a wonderfully beautiful year of watching the children read, select books from the computerized catalog I donated and set up for them... along with lots of computers for the computer lab and over 1,000,000 boxed sports trading cards, for use as incentives for the students... on & on & on... One of the most special opportunities of that year on campus was correcting a horrible wrong ~ Mike Taccia was then teaching piano in the library ~ WITHOUT A BENCH ~ it broke my heart to see that take place! The first week, I asked him about it. The bench was unstable to the point of being unsafe to use. I inquired about repairs.... Time passed...
Eventually, I collaborated with a Rialto librarian to donate an antique CAST IRON (no breaking this beauty!) BENCH for Mike to seat himself while giving the lessons. Now, Mike plays for our whole community ~ I hope you enjoy his works!
Anyway, it's always been satisfying for me to do what I can in the way of promoting literacy, Art ~I embrace LOTS of areas of interest (my life is far from myopic)...
In appreciation, The County of San Bernardino presented me with a gilded commendation for my many material & service contributions that year. That was pretty neat, huh?
Maybe, one day, you will decide to "pay it forward" and enrich a campus, a classroom, or a troop ~ something of your choice ~ with something of your own choosing.
I've never gotten into thesaurus usage; I'm a more pedestrian writer myself. I hope you enjoy it and get lots of use and pleasure from it.
