"It is time for more action, not more talk," Penman says
Penman says a local judge ruled that Milligan's candidate statement was "false and misleading."

A press release she issued in response says she prevailed in court, another false and misleading statement, he says.
Penman calls Milligan's case in Costa Mesa, where she filed a complaint, "bogus."
It caused the whole office to be "abolished," Penman said.
"Public integrity, you tell me" he says, drawing applause.
Milligan says Penman's responses have nothing to do with the question, which was about formation of a public integrity unit.
She says she'd support a public integrity unit. She says DA Mike Ramos in the county already has one that is effective.
We already have one in place, and another one would be "duplicative" she says.
In Costa Mesa, she says, she did come forward with "serious problems in the city attorney's office."
The reason for the settlement, "I have no idea because i was not involved in it."
She suggests it was due to Brown Act violations by the Costa Mesa city council.

Well Ms. Milligan,
I don’t expect that you have to tell your backers that you do not know or understand the first thing about integrity as you can just release any press item and slant it to your favor, just like the judgment against your very beginning campaign statement. I guess that was just an “oopsie” that can happen to anyone. Integrity comes in all sizes. It includes minutia like where your Mayor’s machine cannot post signs when your position in the City is to enforce these type of signing laws. I guess that was another “oopsie”. Your press release was a third “oopsie” in bending the truth. Denying your part in the horrendous debacle you started in Costa Mesa and the $750,000 plus losses to that City is an on going “oopsie” as well.
I suppose that you said that a public integrity unit would be not suitable for your office, if elected, due to the fact that you would not want someone giving a “NO” opinion to you in trying to correct any mistakes you would make. HEEEYYY, that sound like what the Mayor wants. The Mayor also doesn’t want someone to say “NO” to anything he does, like giving away 911 tapes to a council man who has an agenda to throw Police under the bus. He doesn’t want to be told “NO”in bringing countless parolees to our City. Well, whatever great things are coming down the road for our City, the Mayor wants a person who has your type of a record of self destruction so he can continue his program of rehabilitating on the good citizen’s dime and the good citizen’s very life also.

Milligan, isn't "false and misleading" a nice way for a Judge to call you a liar. To coin a phrase, "Oopsie".

I agree with you that the Mayor Morris wants to continue rehabilitating San Bernardino and our quality of life and that he, like 3:1 voters, as extrapolated from contribution data, feel Marianne Milligan is the absolute best candidate to help accomplish those goals ~ goals not accomplished despite Penman's DECADES in office with MANY administrations ~ are you saying Penman's inability to do a good job has been the fault of every administration, and is now the fault of this administration? Isn't that like those folk that say, "Everyone's wrong but me?"
Mayor Morris, the people of San Bernardino at a rate of three to one and me ALL want Marianne Milligan for City Attorney!

To all those union tradespersons, semi professional, professional career persons. Teachers, nurses, warehousemen, truck drivers, Police and Fire workers and countless other hard working people of San Bernardino, please imagine the following scenario, which in reality is taking place in San Bernardino in the City Attorney race.
You are a self made dedicated, hard working, and motivated person that has lived and worked in this City almost all your life. Your whole career has been in dedication to your family, City, company, or union.. Your job progression is such that in several elections amounting to a sum total of 20 years, the people of the city have elected you to your position, or if in a company or Public Service position, you have been promoted based on your good efficient merits and dedication.
Now all you hard workers ,in it for the long haul, apply that to your job now, or one in the past where you put in long hard hours to survive the gruesome competition of many younger, politically connected, but less efficient relatives or stooges of THE BOSS.
The imaginary scenario is; THE BOSS, who is motivated to replace you because he does not like you, and cannot fire you due to your constituency, has secretly recruited a person to replace you. THE BOSS brings this person from another city, another county and somehow plants her/him in your office on a pretense. This person is demoted by you shortly after. THE BOSS gives her/him a fluff job in the City or company, whatever applies to you. This fluff job is because the recruit’s past work record is unmeritorious ..
Promotion or election time rolls around. THE BOSS calls for a televised conference meeting and you attend as required. At that conference, for the first time in almost two years that this boss has been at the helm, he unleashes an unexpected 20 minute barrage of slanderous, defamation of character type rhetoric upon you for of all the world to see and possibly believe, after all, how could THE BOSS lie? You, the worker for 20 years on the job, are also attacked in a newspaper article by THE BOSS. Soon after, THE BOSS unveils that this recruit from the fluff job will be his choice to replace you. You, meaning the person who has had 20 plus years of very effective and successful service in your career, now have to defend your job and your Family’s integrity as you are blasted daily by THE BOSS with all the funds and resources that he can gather for the sole reason of getting rid of you because he does not like you. This ingrate uses not only his immediate family to prematurely throw dirt on your perceived grave, but rounds up all the disgruntled people and their financial resources to try to bury you because you have always done your job well. This consortium includes those who will benefit financially if you are not around to keep them in line.
All this has happened , has almost happened , or will happen to many of you . Don’t let the Morris machine prevail. We need all you to stand up, and step up for Jim Penman. Do not let him be railroaded. Show THE BOSS that YOU, the voter, are really in charge. YOU, the long haul hard worker who still believes in San Bernardino.
