Mayor Pat Morris endorses Jim Mulvihill

Any astute observer could long see the relative ideological alignment between the liberal Mayor Pat Morris and very moderate Republican Jim Mulvihill. Any observer who has watched a council meeting has seen the toxic relationship between Morris and 7th Ward incumbent Wendy McCammack.

So, many wondered why Morris didn't endorse Mulvihill, McCammack's challenger in the Nov. 6 election.

Well, Morris has now publicly endorsed Mulvihill, if belatedly and, perhaps, unintentionally ...

At the bottom of Morris' letter explaining a contract between his daughter and the city, Morris blames the whole controversy on his dopplegangers, City Attorney Jim Penman and McCammack: "Sadly, Jim Penman and his closest ally and best friend Wendy McCammack have been digging around for weeks in a failed attempt to find some mud to throw at me. Both of these politicians are up for re-election and I have endorsed their opponents."

This repoter's first thought was: He has endorsed both of their opponents? Did I miss something?

No, explained Morris' son and chief of staff, Jim Morris. The mayor has supported Mulvihill, he just hasn't done so publicly, Jim Morris said.

Why not?

Jim Morris replied that it was something that might better be explained by Mulvihill.

I will call Mulvihill tomorrow.

Not sure what to make of this. Since Morris has never publicly endorsed Mulvihill - despite this reporter asking Jim Morris repeatedly in the past if he would - one can reasonably assume that the revelation in this letter that Morris supports Mulvihill was a slip of the pen.

Morris has worked hard for, and provided financial aid to, city attorney candidate Marianne Milligan. He has also publicly endorsed 6th Ward incumbent Rikke Van Johnson and city clerk Rachel Clark.

Mulvihill is a thoughtful Cal State professor who has penned Op-Ed pieces articulating a very Morrisesque philosophy on kinder, more interactive community policing and talks about the needs to improve environments for children as a key anti-crime strategy, a stark contrast to McCammack's philosophy of hiring more police and imploring people to be better parents.

Not sure why Morris has taken so long to endorse him, and done so in a rather below the radar way, but it has happened.

Morris endorses Mulvihill, if that's a surprise to anyone.

Why is it that when someone takes a step in life to want to make a difference in their world that they are perceived to be someone's patsy? Jim Mulvihill has been involved in community activities for years, and now he feels he could better serve the city as a councilperson?

I liked what Ms. Tillman said at the first debate, that it was her time. Maybe it's Jim Mulvihill's time, this time. And he shouldn't be criticized for running before and not winning the election. If at first you don't succeed, you try, try again. If you fall, you pick yourself up, wipe the dust off of you, and keep on moving forward.

For people to think that the current elected officials are there to stay is living on fantasy island. What's going to happen when these people die, we will have to choose someone else then. Who says that we have to wait for that to happen?

Why don't you put yourselves in the candidates' positions and see what you have to put up with to get where you want to be--to make a difference, to save the world, whatever.

Susana, some of us WORK and can't spend all day on a blog like you do. It seems like it is your LIFE. Silence from Penman's people? Penman's supporters know this is a witch hunt and know what is truth and what is fiction. Read the latest blog on CLUBGATE. So many will fall on this one, IF and only IF what Penman did was illegal. And more of Morris/Milligan supporters are part of that same embarrassing discoveries. The only difference?...Penman is the ONLY one that even reported anything. He was told it worth nothing because it was revocable at any time, as long as he paid his way, which he DID. The rest of Morris's elbow-rubbers reported NOTHING!!!!! Does Jim Penman adhere to these ethical cannons? Let's look at what he does:

1. He regularly endorses and/or opposes City Council candidates, blatantly politicizing his office.

2. He funneled thousands of dollars into the campaigns of select City Council candidates, including contributions to Wendy McCammack and Betty Dean Anderson.

3. In his campaign for mayor just 18 months ago, Penman gave thousands of dollars of campaign work to McCammack's business. McCammack then loaned thousands of dollars to the city attorney's mayoral campaign. These ties clearly compromise the independence required of a city attorney.

4. By speaking during the "public comments" portion of the agenda, Penman has made the televised City Council meetings a political platform and political advertisement to sponsor his political agenda, once again compromising the independence required of an effective city attorney.

5. His lack of respect and civility toward others at City Hall is well known and documented. In an article published in The Sun newspaper in 2005, the former executive director of the San Bernardino Development Agency, Gary Van Osdel, spoke of his seven years within City Hall:

"Anyone who regularly watches our City Council meetings has observed Penman's temper as he rises, yelling and red-faced to challenge those, on or off the council, who disagree with him. Penman saves most of his red-faced screaming tirades for department heads and other elected officials in meetings closed to the public .... At times, Penman's outbursts are so extreme as to shut down operation of city government .... These threats of lawsuits and investigations against those who disagree with Penman or who act contrary to his wishes are legendary within City Hall. Penman's "my way or the highway" approach is contrary to our democratic principles and has never been an effective management technique in business or government."

This behavior, these political entanglements, these ethical compromises, and these financial dealings are clearly improper and violate the City Attorney's Code of Ethics. The reason for the City Attorneys Code of Ethics is clear: City government can function properly only when it is served by a nonpolitical, unbiased and uncompromised legal adviser.

Those who despair of the longstanding dysfunction in San Bernardino city government need look no further than the current city attorney's violations of a fundamental Code of Ethics to find its root cause.

Jim is involved in the community - that means he attends board meetings. However being a Neighborhood Association President, when was the last time he held a meeting for his area? Not in recent memory - a couple of years at least. THIS is being involved in the community? He hasn't been at a Neighborhood Association President's meeting lately either. Carolyn Tilman didn't get involved in the Neighborhood Association until she started her candidacy......

While I don't agree with everything that Wendy McCammack and Chas Kelley think at least THEY are involved in their communities.....they ARE at meetings, they are sitting up at the dias at council meetings demanding improvements for their areas. NOT all the currently seated councilpersons are as active......

We all knew that the Morris camp was "pulling" for Jim to beat Wendy. The endorsement hadn't been announced previously because it wasn't politically expedient to do so YET.

I'm sure there are some fine misguided folks rooting for Penman somewhere ~ I was one myself, God forgive me my naïveté! The fact remains, the person switch-hitting against herself ostensibly at the behest of her running-scared and desperate candidate Penman - faced with regrouping after yet another lost election, gearing up for an anticipated FPPC morass caused by his "fair market value" of $150 for annual Arrowhead Country Club memberships and, hopelessly trying to find something, anything, wrong with Marianne Milligan ~ the ONLY candidate with widely acclaimed municipal attorneys supporting her... yes, Penman is a lost cause. He is broken beyond repair. Time for a replacement.
San Bernardino is yearning to SOAR, (pun intended for the charter school) ~ NOT limp along, tethered to the Penman Pillory Post.
