Elections tensions burst in City Hall

Near the beginning of Monday's City Council meeting, the last one before the Nov. 6 judgement day for city attorney, clerk and three council seats, tensions boiled over.

At issue was an unnamed business brought up by 7th ward councilwoman Wendy McCammack where apparently someone took an axe to a glass door Monday morning.

McCammack said this was done by someone who was a Jim Penman enemy, a conclusion reached by virtue of the unnamed business owner apparently being threatened on that account days prior.

Then, McCammack launched - soon to be backed by Penman - an attack on Morris for "creating" an atmosphere of "divisiveness" in this year's political season. Morris has come out in financial and rhetorical support of Jim Mulvihill, Carolyn Tillman, Rikke Van Johnson and Marianne Milligan - basically the opponents of Penman, McCammack and their allies'.

McCammack admonished a clearly displeased Morris about how tragic it would be if this window-breaking thuggery was the result of "someone who took your advice," neatly equating political warfare with lawless vandalism.

Penman then jumped in. "I have rarely seen a community aroused in anger .... as a result of your actions," he told Morris.

Penman cited Shakespeare to instruct Morris in the error of his ways.

When Morris engages in "hateful, personal attacks," is it any wonder, Penman said, that violence and bedlam follow?

"Is it so surprising that one of those people would ... go to a business, take an axe, and put it through a glass window?" Penman said.

"You've gone too far, Mayor," Penman exclaimed.

Watch below as Penman lectures the Mayor, he who doth not know the error of thy ways ... Near the end, Penman relays a story of a near bar-fight in which he was confronted by a man he says announced himself as a friend of Pat and Jim Morris and quoted their campaign rhetoric "almost verbatim."


Watch below, as the council erupts in direct clashes between Penman, Morris and McCammack. Councilwoman Esther Estrada belatedly and unsuccessfully attempts to intervene, suggesting a 5 minute break before being shouted down. Morris delivers a classic, "Mr. Penman, shame on you," adding that the city attorney's rhetoric is "so extreme" it doesn't even merit discussion.
Penman yells "We didn't put that axe through that door mayor!"


The last clip shows how far the whole thing devolved. Morris hits again with a condescending: "Enough, Mr. Penman," Morris said.

What if Penman and McCammack (and Kelley) win their elections? Is there anyone who seriously suggests that their relationship with Morris isn't beyond repair?

What if? What if!

After reading and listening to the Mayor for the last couple of months telling us "The Truth Can Be Adjusted" there should be no doubt Penman, McCammack and Kelley will remain seated. There will be no need to "repair" after the recall.

I am not in the habit of predicting elections; however, all factors suggest that it is safe to expect that some or many of the "pro-Penman" candidates will prevail in today's election. Considering the fact that Patrick Morris has committed himself to an irreversioble course of implacable opposition to them, post-election San Bernardino faces the very real prospect of ungovernability.
Harmonization of differences often is a valid strategy, not just for the sake of political opportunism, but for the sake of civic survival. The mayor has unwisely burned all bridges that might bring him to that point. As a result, the community will suffer.

So WHAT is the issue between Morris and Penman? And I mean the real issue......this thing is personal. It isn't about the mayoral race. And it's not about what is currently going on at City Hall.

Morris was a judge for years so he shouldn't have come into contact with Penman in the court room that often, and he would have had the upper hand anyway (being a Judge and all).

Can someone bring this into perspective for a newbie to the city?

Are you people watching the same video of Penman's outrageous performance that I am? I am ASHAMED of his antics and childish behavior. The Mayor didn't make the outlandish accusations, Penman did. I am embarrassed for him, he is a tantrum throwing buffoon. If he wins I will seriously consider renting out my house here and moving to another City. I refuse to watch Penman behave badly for another 4 years. I am fed up!

Wow, looks like CJ drank the kool-aid. Don't worry, I won't rent to any parolees, I was thinking of a small group home for troubled youth. Maybe we are neighbors?

Since the divisive judge took office as mayor, house prices have hit ground zero. Crime is up, murder is up, and all our mayor can find the time to do is to lead vile, verbal attacks on our honest elected officials.

Is it any wonder, after the divisive campaign the mayor and his family have waged against Penman, McCammack and Kelly that people are trying to start fights in restaurants with Penman, crashing axes through the front door of a business owned by a Penman supporter, and threatening Penman and his wife in writing, on the walls of city hall? (A warrant has been issued for that suspect, a graduate of Morris' drug court and a mental health patient.)

Does mayor Morris really think he can spew venom at will, attack honest people and not reap the whirl wind? You reap what you sow.

Now Penman and the good people of our town are beginning to take it back from the lies and hatred Morris has told and promulgated. Penman now has nothing to lose. He extended his hand to Morris after the Mayor's race, only to have Morris slap it away.

I hope Penman choses now to deal with Morris the same way he dealt with the last megolmaniac we had for Mayor, Morris'buddy, "Billy-Bob" Holcomb.

Holcomb was supposed to have been the greatest political street fighter in San Bernardino's history. But,Penman chewed him up and spit him out in a heart break. What do you think he will do to someone whose rhetoric has resulted in threats to Penman's family, near-physical attacks in local restaurants (where the restaurant owner summonded the Sheriff who arrested the "I'm the Morisses best friend") and sent an axe through the front door of a businesses whose only crime was to support a candidate who wasn't a lackey for the Mayor?

Is anyone else beginning to see a parallel with 1930s Germany here? It began with the spewing of hatred; hatred based on false beliefs that those who spread the lies probably believed to be true.

While we won't compare the Mayor to the Nazis, I'm sure Morris believes his own lies about Penman and his allies just as the Nazis believed their lies about the people they hated.

All Penman said to the Mayor, and I saw it all on T.V. was that there are a number of mentally impaired people in our community who can easily read into a Mayor's demand to "help rid our community of this terrible, evil man" (Penman), a call from the City's top official to help him remove Penman by whatever means necessary.

Remember, when we speak words, sometimes what some people hear is not what we meant when we spoke the words. In a city deluged in parolees, drug addicts and others who are dangerously mentally ill, the Mayor needs to be more careful about the words he and his family use to describe Penman, who even acccording to the Sun Newspaper, has been depicted as the "antiChrist" by his detractors (i. e. Pat Morris and kin.)

Morris is just getting back what he sent out. What goes around comes around.

It is clear to the public that it is you, your Dad and your Mom who have created the division in this town, because you have all gone TOO FAR. Geesh, I am SO not Jim Morris, I am someone who knows what's going on from the people who work inside the City Attorney's Office.

Proud Wife and Mother has to be either Judi or Wendy (everyone knows how close, really close, Jim and Wendy are...:-). And I guess that 71 year SB resident is Evlyn Wilcox. Both of them just know too much detail...I think it is hilarious. I have this vision of Penman standing over them telling them what to write......great visual. He very well might win, the vote is in, but it ain't gonna be by a landslide, Penman take note, the people are fed up...sad day for SB if he wins.

I've been here 58 years and am a staunch supporter of Mr. Penman. Not a relative, not a friend, just someone who believes in checks and balances!

Someone that knows what is going on in the City Attorney’s office? That is rich! I know several of the attorneys and your story doesn’t match theirs. Good try though……enough of us know what is going on.

By the way, we didn’t drink kool-aid at the VICTORY party last night. But maybe you should get some for Code Enforcement because it looks like Milligan is going to take that department down with her. First the Costa Mesa City Attorney’s Office, then the San Bernardino Code Enforcement Dept. Milligan Will-Again.

Apparently. No obviously, you are in fact in the know as to what takes place at City Hall. You might not be JM, but you're in his pocket.

Not a landslide, I'll grant you that. We know why the margin wasn't greater. Try to understand if that is at all possible "Penman" is still the winner! Hopeful For SB after all!

People are (as you say) fed up, again, you are correct but not free from error. The People are fed up with the hatred and lies that come from the mouth of the Mayor and his people. Who said this and who said that will not soon be forgotten!

Now that the elections are over (at least all but one) can we all get back to an important issue? Cleaning up this city.

The parolee moratorium is in place for only so long. The Mayor and City Council need to get a plan in place to take care of the “parolee overpopulation”.
When is the workshop?

We also need to get more information on the possibility of the five Operation Phoenix focus areas.
When is the study on that coming out?

One of our best resources in the fight for this city is the Code Compliance division. We need someone to take the reins over there and get it back into shape. We know that Glenn Baude is focused on the original Operation Phoenix but anyone that watched the last City Council meeting knows there are BIG issues that need to be resolved.

A lot of negative things were said during the campaign season. Now everyone needs to act like a grown-up and play nice in the sandbox.

The citizens of this city (that haven’t moved) deserve a safe, clean place to live, work, and raise their children in.

Dear Hope,
Peggi's "closeness" to anybody who will help her career is common knowledge around city hall. She will use someone until their usefullness is gone and then move on. Wonder if she'll take up with Penman now that the Morris camp is looking so sad?
