More from the Glenn Baude interview

I want to go into more detail concerning my Wednesday interview with Glenn Baude.

Readers are already jumping on Baude for his comment about pointing a finger of blame toward the City Council.

That's fair, but I want to explain what he said a bit further and publish some other comments he made in our roughly 10 minute telephone chat.

First of all, Baude repeatedly made clear his intention of pushing the comment about pointing blame at the council into newsprint, telling me explicity: "and that's for the record," which is a kind of code word among government officials for "that is what I'd like to see in print." This time, I obliged.

Baude was clearly exasperated about the backlash the Phoenix program has faced over center manager Mike Miller's arrest on child molestation charges.

When he said the council deserves some blame, he was asserting that its funding decisions over the years have eviscerated the parks and recreation department, thereby setting the stage for poor performance and misconduct within its programs, Operation Phoenix included.

He may or may not have a point, depending on your outlook. The parks department has endured deep and chronic defunding since the early 1980s that have trimmed staff and kept pay relatively low, thereby lowering the quality of personnel.

Baude said he'd talked to Parks director Kevin Hawkins about this problem about a month ago.

"My converstaion with Kevin a month ago was that we were concerned about the lack of funding for recreation, for lack of staffing for all centers, not just this one," Baude said. "It's a revolviong door, your paying minimum wage," he said.

Baude went on to say that new center manager, Curtis Brown Jr., was a top-level official, and that putting him in the role was the right call.

"Did we send curtis in there, yeah," Baude said. "We are dealing with this. Kevin did that, and that was a good decision."

Baude then answered me when I said who should take responsibility for the mess that has been revealed this week.

"Is it Kevin Hawkins' fault that he had someone in place from the former director?" Baude said.

"By all accounts, including Wendy (McCammack), Mike was doing a great job. It's the responsibility of the guy who did the crime."

Baude also noted all the positive press Mike Miller received over the past few years.

"Should we point the finger at you? You praised him."

Baude said he wanted to right the ship.

"i don't bail on a problem," he said.

Later, Baude again addressed whether he should bear responsibility.

"I'd love to do that, but I can't because I didn't have control over it. I didn't hire and fire, I didn't place personnel there. I didn't place people there. I didn't supervise the staff."

Baude also genuinely bemoaned that Operation Phoenix, which he said still did "great things" for kids and communities in distress, was now facing a political storm over last week's news.

He drew an analogy with schools and churches that have suffered the tragedies of serious misconduct, noting that you "don't pull the plug" on these institutions that provide so much.

"You put things in place to make sure it never happens again," he said.

So that's a fuller look at what Baude said Wednesday. It's for the benefit of you, the readers.

Somebody's going to loose an eye with all the finger pointing going on in close quarters.

Instead of everyone pointing the finger at each other.... Why don't you contact your local Rape Crisis Center and incorporated their educational program "Training the Trainer". this is a program that educates child service providers with knowledge to combat predators who prey on children by seeking careers that allow them contant access to children.

This program is designed to train and educate department supervisors/employees of organizations working with children on the importance of recognizing the signs of a "child predator". All of the staff, both past and present, volunteered or paid needs to be investigated. Miller a paid employee has had files charged, while the Martins who were initially the volunteers in charge at Operation Phoenix are being investigated for adult abuse. I never met Miller, but he was introduced at a meeting to the group.
The Mayor and Glenn Baude want to blame Kevin Hawkins for Miller in an attempt to salvage the program and take the heat off Baude. How did Miller's previous abuse allegation go undetected? What kind of background check was performed? It is a known fact that abusers know their victims and position themselves to be near them.

The Mayor wants to protect the Martins because they attend his church. I hope the church is protecting their conrgation. I first met Jerry Martin and Sonia Fischer at a neighborhood watch meeting. They told me if I ever needed a break from my grandkids that they would pay me to go on a vacation and they would keep my grandchildren. I thought this was strange because I had just met them. There was some commotion at this first meeting from their neighbors across the street, who had apparently called the police because Sonia had called the mom a "N" in front of her children. The police could be heard trying to keep things quiet. The Martins make a good first impression but they are evil people. I went to one more watch meeting, they told me they did financial consulting. They didn't have a business card and said they worked out of their house. My daughter called the city, there is no business license. Sonia kept calling me and stopping by my house and kept trying to get personal information about my finances. She wanted my SSN, bank statements etc. My house is small but has been paid for for some time. Jerry wanted me to name him power of attoney over my finances. I said no I had children. They got very angry with me. My husband had just died and had a life insurance policy. The Martins wanted me to sign it over to them so they could build a compound in New Mexico and I could live there for free when I got old. I want to live here near my family. It just kept getting stranger. They wanted me to sign a letter they wrote about another neighbor saying horrible things that I knew were not true. Sonia was angry with her because she just wanted to be left alone, I started wondering if I was going to be targeted next. People started dropping out of the watch program because of the Martins, but they just kept bringing in new people from outside of the neighborhood. She would call after 11 o'clock at night and wake me up to say that Jerry had a free appointment to meet with me. I eventually had to change my number and stop answering the door. The Martins spread ugly lies about me and my family when I finally told them to please leave me alone. They did this same thing to anyone who did not do what they wanted. Then I went to the Operation Phoenix opening and guess who was there, the Martins. He made all five of my grandsons very uncomfortable. I saw his eyes move about their bodies. Another parent commented at the next event, I never went back. A neigbor of theirs had to get a restraining order to protect her children from them, and they retaliated by spreading ugly lies about their family. I told my grandchildren to stay clear of that place and the Martins. I laughed when I saw a picture in the paper of Sonia hugging a black lady, because it is well known that she uses the "N" word freely. Now a days everyone in the neighborhood knows that the Martins have had more complaints filed about them from multiple neighbors that they have had to assign a Deputy DA to handle their case file. Last I heard they are trying to take a old ladies house from her. I wonder if they could be wanted in another state? Did anyone do a background check on these people? We should!

If we don't protect the young and old of our society then we are no better than the Miller's and Martin's of the world.
We all have that obligation but Baude and Morris has the DUTY to protect us all. Close the centers and investigate......do background checks n everyone. People shouldn't have any concerns about background checks unless there is something to hide.

I was under the impression that the city manager asks each department to make cuts to balance the budget but he can't do anything without the Mayor's go ahead. Then the budget is given to the council to vote on. It already has the Mayor's blessing when it gets to the council. Isn't that right? SO how is it the council's fault that parks and rec get cut? Only now do we see them pulling the budget apart. Obviously they got smart enough to stop the bleeding. But how much does Operation Phoenix really cost? If you add up Baude's pay, Paxton's pay, Miller's pay, the centers, the fixing up, the computers, the other staff, the trips to wherever the kids go, I bet it adds up. Why hasn't anyone asked those questions? Maybe all that money could go to better use, like making sure the police patrol the neighborhoods where these bad things are happening. That might make a difference in the crime rate.

I work for child protective services in Los Angeles County and find it hard to believe that Miller's background check did not show the previous child molestation charge. Did this occur in another state? We as a body of people need to have a national data base that can readily be searched by the public.
In regards to Concerned Grandma's comments about the Martins', I live directly across the street from them and Mr. Martin exhibits many questionable characteristics of a sexual predator. I have seen him watch children as they come home from school. I have seen him taking pictures thru the window of their next door neighbors children, terrorizing them. It is creepy. His girlfriend Sonia did call me a n*gger. I reported this to Sharon Crawford at SBPD. I have had to call the police on the Martins' numerous times since they moved in. After Sonia kept calling my work harrassing me I took the voice recrdings in to Captain Hanson. He had previously removed her from Citizen's Patrol when he detected character flaw. He said he had washed his hands of the Martins. Lt Lemos was assigned to investigate the Martins for harassing and threatening phone calls. These people have terrorized our neighborhood and if they had anything to do with Operation Phoenix I would be concerned. It is true that they have been under investigation for taking financial advantage of another neighbor, Midge. They pressured her to sign a power of attorney. Had her check book, ID etc when she was in the hospital. There have been reports of a reverse mortgage placed on Midge's house. They need have a background check done for the saftey of our community. I wouldn't be surprised if they were wanted in another state. Lord knows I have scoured Meagan's Law site for his picture. That is the vibe he gives off.

As to how much money it has cost us to fund this program, I don't know but I am interested in finding alternate funding sources like grant funds and pairing up with existing programs. We do not need to re invent the wheel. The taxpayers shouldn't have to pay for a program that enables predators to victimize the young and old.

Concerned Neighbor

I am posting after a friend told me about this blogg. I no longer live in Wd 2 but have my 2 cents to add. I went to Operation Phoenix when it opened. I have six children and thought it would be a resource I could utilize for my children. After visiting the center, I learned of the Martin's involvement and never went back. I lived across the street from the Martins for nearly two years and I too d problems with them. I heard Sonia call people n*iggers when she was still friendly with me and when I did not attend her meetings, she got mad. Furious really. It reached the height of me coming home to find her in my house! I told her to get out, she just laughed. There is really something wrong with those people. The police did nothing. They act like they are good up standing citizens but watch out they are bad seeds. They work on the premise of inference, laming other people for the types of things they do.

My word of caution, if the Martins were involved in Operation Phoenix there couldn't have been much of a background check, and that is most likely why Miller was able to continue to molest children. It doesn't take a rocket scientist to figure you have got to know who is around our children. Whether Baude or Hawkins was in charge doesn't matter much, the Mayor is ultimatley responsible. Thank God he is our Mayor and not still a Judge, he would probably just let Miller go.

Maybe the Mayor should just have hired parolees to run the Operation Phoenix Centers. He could have killed two birds with one stone. At least in prison, there is a code of ethics not to victimize the young or old people in our society.

I am utterly aghast.
So recreational services are not adequately funded?
This City Council operates within the fiscal framework set by the state and the voters. Should we blame them too? Why not blame sunspots or the ebb and flow of the tides?
If this is Mayor Patrick J. Morris' pet project, and if Morris is "chief executive" of the city, why did he not exercise some oversight over the program? People evidently were hired without background checks. Staff members transported children alone in the private cars. Grown people, allegedly responsible people, engaged in a cowboys & Indians shootout with BB guns at one of the centers. At what point should it have occurred to SOMEBODY in the hierarchy of City Hall that this was more like Animal House that a program seriously designed to divert children from misbehavior? I doubt that a person could write a script as bizarre as this scenario. Is San Bernardino a municipality or a theater of the absurd? It sends cold chills down my spine to realize that the man who presides over this grotesque circus was once a member of our school board and a Juvenile Court judge. Maybe San Bernardino is reaping the harvest that was sown by the poor judgment of a generation of public officials like him.I believe the voters of San Bernardino ought to get their elderly flower child "leader" a ticket to Haight-Ashbury and send him on his way.

The Mayor may have had good intentions with this program, but it's obviously a disaster as far as implementation. The money would be better spent on more police officers in my opinion.

I have never met Mike Miller but when I did visit the Operation Phoenix Center it was very clear Glenn Baude was the man in charge. The "drive by" BB guns wars by staff are unbelievable. What were these people thinking? I feel very sorry for the victims, and ALL the families involved. I don't want to hear how concerned Mike Miller is for the centers....please save this for someone else.
As far as the Martins go, run as fast as you can. They have caused such friction at our church it is unbelievable. The Martins have split the congregation in two, friendships spanning more than thirty years have been tested, and every time you turn around they are the center of another controversy. Please continue to pray, in the midst of all this ugliness I still believe in the power of prayer.
