The biggest bombshell yet ...

Sunday's paper. I think Andrew Edwards and I have published the most stunning information yet on the Operation Phoenix/Mike Miller saga.

In our story today we obtain an inner-department memo that lays out a four month history of misconduct by Mike Miller, none of which was apparently acted on until police arrested him July 3 for allegedly molesting three girls.

The criminal charges state Miller could have committed his alleged crimes up until July 2, meaning that over the last four months, Miller potentially committed sex crimes while his supervisors let him slide on a number of disturbing incidents.

Two sources who declined to give their names said Chief Billdt and Mayor Morris were copied some of the emails volleying between Hawkins and Baude.

Morris on Friday denied being aware of either the long list of transgressions by Miller or receiving emails showing haggling between Hawkins and Baude over who was charged with Miller's supervision.

Billdt said a joint investigation into city leaders launched Friday precluded
him from addressing the question.

"Given that this is a pending criminal investigation I'm not going to
discuss it," Billdt said.

Residents have been up in arms for days. Many crowded city hall, most in support of Phoenix, at last week's special meeting.

West side resident Gil Botello, 47, said he's been calling City Hall and Esther Estrada, his councilwoman, looking for answers. He said he isn't getting any response.

"Somebody needs to send a clear message that the mayor and the city are not going to tolerate this," Botello said. Yes we need the program, or something like it, but it needs to be done right. The mayors got to stand up and say this this is broken."

Operation Phoenix, the ballyhoed program implemented by Morris in June 2006, is under heavy criticism with the revelation about Miller - who has been charged with more than 20 counts of molesting three children - and other reports of pellet gun battles and unauthorized car rides given by staffers to children.

Let me get this straight.

Mayor Pat Morris was in the dark while all of this happened?

Let's leave the alleged child molestation alone for a moment.

We are to believe that Mayor Morris knew nothing about the "BB gun" wars?

We are to believe that Mayor Morris was never informed about the theft of a flat screen television and that two days before Mike Miller turned off the surveillance cameras?

Mayor Morris was never informed about the alleged choking incident mentioned by Miller?

We are to believe that Mayor Morris was never informed by Tyrone Traylor was placed on paid administrative leave (believed to be due to his involvement in the BB gun wars)?

We are to believe that Miller's possible misuse of $1,200 was never brought to Mayor Morris' attention?

Again...we haven't even gotten to the alleged molestation that came to light on the 27th of June.

Is it possible that Mayor Morris could be THIS out of touch with the program that for all intents and purposes represents HIS administration?!

If we are to believe the Mayor, how then can he simultaneously suggest that he is not going to rush to judgment or rush to hang his leaders and supervisors overseeing the program?

This is incredible! If I was the mayor, I would be fuming that my subordinates left me in the dark about these matters. I would be in a rage and heads would roll.

Either scenario is very disturbing.

Has Mayor Morris told you or Andrew Edwards when he first learned of the allegations of molestation?

In a previous article, he stated that he was unaware of the Baude/Hawkins email on the 27th.

The SBPD wasn't notified until July 1st, Operation Phoenix offices were raided July 2nd and Miller was arrested July 3rd.

When did the Mayor learn about all of this stuff?

Also, do we know who notified the SBPD on July 1st and have a complete picture as to how that decision was made/processed?

I think, what disturbs me the most is the fact that, We now have our local S.B police dept. and D.A. investigating these crimes, Lets not forget, that our D.A was involved in the formation of the Operation Phoenix Program, which was a spinoff of Mynisha Circle.
Now! you expect me to also believe that the Chief of Police, who was appointed by the Mayor is going to find something wrong with his bosses handling of the incident. I don't thing so, Come on, these guys work in the criminal justice system and their all buddies. You don't think that, they knew what to do when it was brought to their attention by Parks and Recreation staff, They knew that something was wrong from the begining and should have reported it, right then and there.
This Glenda Robinson from Parks and Recreation, Since it was brought to her attention, Should she had reported it to law enforcement. She did'nt either,so did she break the law too.

Now! as for the officials, they should recuse themselves. The Chief of police, and the D.A, as well as their departments. They are to involved in this O.P project.
Why don't we bring in the Department of Justice, to investigate what occured, and what didn't occur.
It Looks like if we let then investigate themselves, they will find that no crime was committed ,I bet everyone will be cleared!
This is the good ole boy system at it's best.

SBPD Chief Bildt has lied at City Council meetings to further the agenda of Mayor Pat Morris. If he can lie on something as simple as crime statistics, he can not be trusted on something as important (and potentially dangerous to the political career of Bildt's boss the Mayor) as the investigation of the Mayor's crony - Glenn Baude.

It has been evident from the beginning of this scandal that Pat Morris and Jim Morris have been protecting Glenn Baude. Those who know both Pat and Jim know they will do anything to achieve their goals – anything. Operation Phoenix was supposed to be Pat’s legacy – the culmination of his public service career.

Everyone I have talked to that has been involved in Operation Phoenix and had concerns says that they tried to tell Mayor Morris what was going on – he either ignored those warnings or didn’t even bother to return their phone calls.

The Blame Game during this scandal has been interesting. Glenn pointing the finger at Kevin Hawkins, and the City Council. Jim Morris pointing the finger at Kevin Hawkins. Pat Morris pointing the finger at the City Council. They all should remember that when you point a finger at someone else three fingers are point back at you.

The case regarding Glenda Robinson, Kevin Hawkins, and Glenn Baude is pretty clear cut. Mandatory reporters include the following (which would apply to the above listed parties): an administrator or employee of a public or private youth center, youth recreation program, or youth organization; an administrator or
employee of a public or private organization whose duties require direct contact and supervision of children; a licensee, an administrator, or an employee of a licensed community care or child day care facility,

Child abuse must be reported when one who is a legally mandated reporter “…has knowledge of or observes a child in his or her professional capacity, or within the scope of his or her employment whom he or she knows or reasonably suspects has been the victim of child abuse or neglect…” (P.C. 11166(a)).
“Reasonable suspicion” occurs when “it is objectively reasonable for a person to entertain such a suspicion, based upon facts that could cause a reasonable person in a like position, drawing when appropriate on his or her training and experience, to suspect child abuse.” (P.C. 11166(a)(1)). Although wordy, the intent of this definition is clear: if you suspect, report. You must make a report immediately (or as soon as practically possible) by phone. A written report must be forwarded within 36 hours of receiving the information regarding the incident. (P.C. 11166(a)).

The report must be made to a county welfare department or probation department (if designated by the county to receive mandated reports) or a police or sheriff’s department. (P.C. 11165.9)

When two or more persons who are required to report, have joint knowledge of a known or suspected instance of child abuse or neglect, and there is agreement among them, the telephone report may be made by the selected team member. A single written report may then be made and signed by the reporting team member. Where there is a failure by the designated team member to make the
report, any team member who knows shall then be responsible to make the
child abuse report. (P.C. 11166 (f)).

No supervisor or administrator may impede or inhibit a report or subject the reporting person to any sanction. (P.C. 11172(a)).

A person who fails to make a required report is guilty of a misdemeanor punishable by up to six months in jail and/or up to a $1000 fine, or both. (P.C. 11166(b)). He or she may also be found civilly liable for damages, especially if the child-victim or another child is further victimized because of the failure to report. (Landeros vs. Flood (1976) 17C.3d 399).

I agree with Joe hern.WHO ever knew should be punished like any other person.to be an accomplice to a molestation charge is a big deal.I don't care who they are,how much power they have(or think they have)in this situation gossip runs through city hall like a match on gasoline,it's time to get EVERYTHING out in the open. I thought millers arrest was in redlands at a restaurant? any way protect our kids. it's too bad we don't KNOW ALL THE STORY.

Yes, Miller was arrested in the parking lot of Cocos in Redlands.
