Wilson departure imminent
City Manager Fred Wilson cleared the last hurdle between himself and Surf City.
The Huntington Beach City Council voted 7-0 Monday night to hire Wilson as their city administrator, according to the City Clerk's Office there.
Wilson is scheduled to begin his new job on Sept. 22.
He has said he plans on transitioning out of his post in San Bernardino by early September. Assistant City Manager Lori Sassoon will take over while a replacement is sought.

I heard a rumor that the Mayor was making his command staff put the stickrs.........on the front bumpers of all city cars. Why I was told this is a mystery to me, must be the last name.

I am happy for Fred Wilson that he has been hired as City Manager for Huntington Beach.
He does not deserve the abuse that has been heaped upon him in the last few weeks.

I disagree with Mr Penman.
1. The City Manager is supposed to plan ahead for "economic downturns." (It isn't all his fault but city council has partial blame for not planning for the city's future. This is a big mess and no one is stepping up to the plate with ideas to fix this mess).
2. Wilson changing his story makes me wonder about his integrity and I have a big problem with that.
3. I feel bad for Glenn Baude as he is stuck in the middle of this scandal and is left hanging on administrative leave.

I don't have all of the facts and no one does but this problem seems to run deeper than Mr Baude.

There have been no mention of a City Apology for the incident to the allege victim(s).
Is there a policy on reporting RUMORS of abuse and who do you report them to? (It was not like Wilson, Baude, Hawkins or other managers saw the alleged molestation because that would have been an immediate police call and pulling the person away from the victim WHICH I have no doubt these men would have done in an instant). That seems to be an issue the City needs to come up with so this does not happen EVER again.

Ron, the state mandates certain professions like teachers, nurses, doctors etc to report SUSPECTED abuse to the police. It is not their job to investigate, just report. We are to error on the side of caution. It is hard to believe that DA interpreted the law in the manner he did. Failure to Report is a crime, with specific punishments. There is a whole laundry list of City workers that failed to report, with the Mayors name on the top, and unfortunatly Baude's name is there too.

Shelby if you do know the law it does not list code enforcement (although it should) it relates to people who work with children. Code enforcement routinely reports abuse to the Department of Children Services that they observed. But the City does not train mandatory reporters (as it should) and does not make them sign a document making the mandatory reports as required by law. This is a failure of the Human Relations Department. In the case of this reporting (I have seen the memo)it was not child abuse, the memo did not explain it but these people Hawkins, Baude, Robinson knew it was a complaint from a recently fire employee about Miller's involvement with a minor. Immediately after the memo they found the complaint to be about Mike Miller smoking with a 17 year old employee in a parking lot, not child abuse. Why would they report that to the Police Department. The girl subsequently denied it. No city employee knew about any alleged child molestation (a different child)until the complaint to police. And the fact that Operation Phoenix had the Department of Children's Services as a partner brought this to light long after it happened between December and April. The DA's office was told this so it was another reason to exhonorate the employees. When did Penman know, only he may know but he did know soon after but he did and continues to push the issue for political reasons. The newspaper knew but claiming the the complaint was about molestation probably sold more newspapers than telling the truth. If real villians here would let the victims talk (yes the girl is regretfully the primary victim but Hawkins, Robinson and Baude may be victims of the coverup)talk maybe you would hear the real answers instead of lies, but the truth does not sell or create politics.

I recently thought code enforcement were mandatory reporters but I looked it up. Code Enforcement is not listed. Also reports of "rumors of sexual misconduct" are a gray area. If he did infact report it to his supervisor Wilson, then Wilson would be required to "investigate the rumor" that unfortunately was not reported for 4 months.
Unfortunately again, no one will know the whole truth until the miller trial. Shelby please look up mandated reporters and do your homework.

Shelby, there is also a very BIG FAILURE of the city's higher up. Where are the policies and procedures on handling sensitive materials such as the emails that were released? Where are the policies if someone is accused of sexual misconduct? The city is left very vulnerable without policy and procedures. I believe that falls on the lawyers, human resources department and city manager.

Ron - Glenn was the Director of Operation Phoenix - and his job brought him into the Phoenix Centers that care for children - that makes him a mandatory reporter. Do your homework on it - I am a mandatory reporter and know the rules well.
As to the sensitive e-mails that were released....maybe you should do your homework and check out the Public Records Act of California. The SB Sun acquired those e-mails through a filing that makes it mandatory for the department that handles those requests, which just happens to be the City Attorney's office, to provide them - it is quite specific about the procedures/policy on how to do it. Did you know that as a citizen in the state of California that you can place such a request yourself and that they would be required to give you the information? The City Attorney's office did it's job.
It is admirable that you want to protect your boss, Glenn, however he wouldn't be in the trouble he is now if he learned to shut his trap 'cause the DA already cleared him regarding the mandatory reporting. Insubordination is a no-no.
The big failure in this city is Operation Phoenix, The only thing the mythical bird is doing now is fanning the flames.

Cj if you knew the truth and you really knew about requirements of mandatory reporting you would know that to be a mandatory reporter you have to receive training from your agency and sign a document outlining your responsibilities. Also know where in the reporting document did it say or imply that you had to report a 17 year old employee smoking a cigarette in the parking lot with another employee. That was the complaint and they knew that Friday. Someone wanted to make a big deal about it and made it sound like much more. The Sun knew what the allegations were but continued to claim it was a molestation issue, which is why I am sure you continue to talk about reporting responsibilities. As to Baude insubordination I have been told that Wilson did not want Baude to tell the truth about who made erroneous remarks to the DA (we found out Wilson). He even told Baude not to talk to the press then called Robert Rogers and said he would stick to his statement, ask Robert (this is second hand info to me but I would Robert to tell if it is true). Wilson then put Baude out on admin leave and ordered him not to talk to anyone (including the press)then skipped to Huntington Beach but left Baude on admin leave while he vacationed in Hawaii. So was Baude upset I am sure so, but should he have been I am sure so.

If you are working with kids providing care, directly or indirectly you are a mandatory reporter legally. Not to mention morally.
As to "in the know" why don't you use your real name like the rest of us.....we all "know" it is Jim Morris. Get a clue.
