San Bernardino rank and file message to chief: "No confidence"
Blogger Joseph Turner has broken at the SB Redcounty blog news that the San Bernardino Police Department's rank and file delivered an overwhelming condemnation of Chief Michael Billdt's leadership tonight.
Turner said the "no confidence" vote was 135 - 43, which is better than 75 percent of the 178 members who showed up to vote. The union is more than 300 strong.
This is a major development, in part because it blows apart police management's recent assertions that complaints about Billdt were coming from a small but vocal minority of malcontents.
How this will play out is unclear. Chief Billdt has been fending off a flurry of bad news, including allegations that he has mishandled internal investigations, mischaracterized the progress of a PAL league, thwarted aspects of the Operation Phoenix probe and concealed a shaky resume.
Also this week, the City Council balked at his recommendations to maintain a city helicopter and promote a management member who supervised Sgt. Bradley Lawrence, who is accused of unlawfully detaining people.
This news doesn't help. The chief has been able to count on staunch support from Mayor Pat Morris. Whether that support continues will be answered tomorrow.

I think we are witnessing a flaw in our City Charter with respect to the relationship between the Chief of Police and the Mayor.
Mayor Pat Morris is the sole arbiter when it comes to Chief Billdt. He and he alone can remove Billdt.
I think most residents believe that the Council can remove the Chief.
However, it is clear that Chief Billdt and Mayor Morris have a vested interest in protecting each other. Billdt is beholden to Mayor Morris and Mayor Morris gets to use Chief Billdt to "validate" and "pimp" his Operation Phoenix and to interfere and suppress investigations into matters that are politically embarrassing...er, allegedly.
Time and time again, the people of the City of San Bernardino have demonstrated a propensity to favor and encourage checks and balances. Take the City Attorney for example.
The people have repeatedly opposed calls to make it an appointed position and support the notion that the City Attorney is the peoples' watchdog.
If Mayor Morris refuses to remove Chief Billdt from his position, I believe a serious discussion should begin to take place with respect to changing the structure of our city's government. And I am talking about a total revamping.
From doing away with the ward system to making the police chief an elected position. It should all be on the table.
It seems to me that we need to take the politics out of fighting crime in this city and perhaps, the best way to do that is to make the police chief accountable directly to the people.
I suspect that people of this city would overwhelmingly support a plan that would make a chief directly accountable for the crime problem. And it might be nice to actually have our police chief be required to live in our city.
It would only take 4,700 signatures to get such an idea on the ballot...

Mayor Morris stated in his press release yesterday that "officer and employee morale is critical to continuing our success in public safety." He also stated "I believe Chief Billdt is doing a good job in managing these interests." If this blog is accurate then 75% of the police officers just declared they have no confidence in their chief. Hence there is an enormous morale problem. It seems to me the Mayor is about as knowledgeable of what the Chief is doing with those officers as he was about what Mike Miller was doing with those kids. Can you please ask him to explain what appears to be a grossly inaccurate perception of the status of the Police Department?

Maybe Mayor Morris will give you the "one bad apple" analogy...then in a week or two after the rest of the stuff about Billdt and his staff continues to accumulate, he will have to give you the pervasive cancer analogy. The actual number of require signatures is equivalent to 30% of the total votes cast for mayor in the last election in which a mayor was elected.
Thus, the Feb. 2006 runoff would be the benchmark to use.
Initiative proponents would have 180 days to gather the signatures.
When I turned in the signatures for my anti-illegal immigration initiative, I was told by the city clerk I only needed to gather 2,200 signatures. I turned in 3,100 signatures and knew I had enough since I reconciled the signatures with voter data.
On the surface, the initiative process can seem really intimidating. However, once you have gone through it, it really isn't all that complicated.
Signatures would have to be gathered from registered voters.
In my first go around, City Attorney Jim Penman and I had a disagreement as to whether or not the actual gatherers had to live in the city in order to circulate petitions.
He maintained that the Charter required circulators to live in the city. In my opinion, the Charter does not expressly state such. Further, since that time, various court decisions have held that gatherers do not have to live in the city in which the petition is being circulated.
To put this all into perspective, I qualified my anti-illegal immigration initiative for the ballot for less than $500.
Qualifying an initiative, although hard work, is relatively simple given a group of passionate and dedicated individuals who will faithfully gather signatures.

So will Billdt be conveniently MIA during this round of bad news for him? Which one of his puppet boys will read his script for him? Paterson the talking head, Lemos the alcoholic, Kimball the bully, Boom the liar, Goggin-referred to by the troops as Osama Bin Goggin. These are the perceptions of these people by many in the rank & file, so a vote of no-confidence for Billdt is also vote of no-confidence for his cronies. This includes you Happy Camper Sgt. Dave Dillon, or are you going to change sides, now that you're on the losing side of the vote.
Ok, maybe we're not giving Billdt a fair chance (something that's not in his vocabulary), perhaps he'll call a news conference, oh & the weather forecast calls for snow tomorrow in SB.
& don't let Billdt resign. Fire him. That's the legacy he needs to leave.

I appreciate the enthusiasm and support. This is a very dynamic situation right now and it would be prudent to give it some time to work itself out and let the dust settle.
In the event that Mayor Morris clings to his lap dog and the lap dogs to the lap dog (Goggin, Kimball, Hinson, Boom & Paterson) cling as well, then we can discuss a wholesale purge of the department's leadership.
I hope that Billdt's cronies aren't naive enough to think that when I get done with Billdt, if we choose to go down this path, that they will be immune from the chopping block.
Kimball is big on supposedly having "honor". I suggest he right the ship and find what little of it that remains in his being for he should recognize that the end is nigh.

Billdt is a complete criminal, liar, and cheat; as are his buddies, Scott Patterson, Roger Poyzer, Brad Lawrence, Steve Filson, Deroachers- the older one, D. Colby, and so many others.
They all lie, cheat, committ perjury, create false police reports, make false arrests, selectively MIS-apply the law, assist in false "Citizens Arrests", allow crime to go on and on, allow gangs such as the "North End 47th Street" and the "G Street Posse" to violently assault neighbors, practice neighborhood terrorism, file false reports, make false citizen arrests, obstruct justice, commit crimes against the public, and much, much more.
