Glenn Baude has left the city
Interim city manager Mark Weinberg and City Attorney James F. Penman both confirmed today that former Code Enforcement and Operation Phoenix director Glenn Baude has agreed to end his employment with San Bernardino.
Here's the complete text of Weinberg's email:
"The City's investigation into allegations of misconduct against Glenn Baude have been concluded and the results have cleared him of any wrongdoing. During the proceedings, Mr. Baude indicated an interest in drawing his service with the City to a close. We have respected his wishes and negotiated a mutually agreed upon separation package that is modest yet reflects the City's appreciation for his years of dedicated service to the residents of San Bernardino. We wish Glenn well in his future."
Mayor Pat Morris put Baude in charge of coordinating Phoenix-related projects when Operation Phoenix was launched in 2006. On the surface, things seemed to be going along swimmingly until Phoenix center supervisor Mike Miller was arrested on suspicion of child molestation in early July.
After Miller was arrested, it became clear that Phoenix had a problematic management structure that made it difficult whether Miller - technically a parks employee - reported to Baude or his superiors in Parks, Recreation and Community Services. News reports published in The Sun over the summer also revealed that before being arrested on suspicion of serious crimes, Miller had allegedly participated in serious on-the-job misconduct, including pellet gun wars on city property.
Asked for comment on Weinberg's message, Baude's attorney James Curtis said "I guess that means we won."




Poor Glen.
This entirely preventable circus will no doubt go down in SB’s history as one of the most ill handled and managed events within City Hall’s history. The cost of which will probably never be publicly known to those of us tax payers who must foot the bill. Now the City will be able to move on…note these embarrassing lessons that were learned and gain from this experience. Mr. Baude will also be able to move forward in his life and professional career. Not to sound callous, but until all the facts are made known to the voters (if they ever will be) it is impossible to wish anyone involved good fortune. No doubt Mr. Baude learned as much if not more that other appointed and elected members of the City of SB. For this to take as long as it is taken to get resolved is also a travesty.
The voters of SB must not forget the known details surrounding this ordeal and where responsibility accountability and authority was or is placed. H/R departments near and far should be able to study and train from this example of how not to handle an explosive situation such as this. There are many things that can and must be learned from Operation Phoenix from its inception to its management structure to it accountability and to whom.
Micro management has never worked successively.
Now the healing begins for SB we hope. With luck there are no surprises laying in wait to be sprung into view via the courts. Those charged will be fairly dealt with in these same courts, guilty or not. The black-eye the City received will, in time, fade so too will the memories of the voters. Lets just hope that level headed elections can will take place next Nov 09 and the citizens and voters of SB will make better choices than in the past knowing today what they know now.
It is a refreshing site to see Glenn picking himself up off the pavement after being thrown under the bus by Pat Morris et all. Lesson to all, watch out for those darn speed bumps.
